costs.
01-07-91 Resolution No. 91-5 adopted awarding a contract for the
low bid price of $709,902.45.
04-01-91 Change Order No. One approved, increasing the contract
price by $64,618.40, from $709,902.45 to $774,520.85.
Recommended motion:
That Change Order No. Two to the contract with Fontana Paving, Inc.,
for the Pavement Rehabilitation on Base Line Street, from Medical
Center Drive to Crestview Avenue, in accordance with Plan No. 7870,
be approved, authorizing the repair of box culverts at "Eft Street
and "F" Street, and the cleaning of box culverts at Waterman Avenue,
for an estimated increase in the contract price of $32,000.00, from
$774,520.85 to $806,520.85.

Box culverts were constructed many years ago to pass
storm water under Base Line Street, at intersecting streets.
The culverts at "E" Street, "Fn Street (east side) and Waterman
Avenue even flood during minor rainstorms, due to limited
capacity.
This limitation of capacity is caused by collapsed
sections of the deck of these culverts. Since the pavement on
Base Line Street is being totally rehabilitated, it seems
appropriate to repair and clean these culverts to restore them
to their full design capacity. Repairing the culverts as a part
of this project will avoid having to excavate the newly rehabil-
itated pavement in the future, and eliminate the flooding
problem.
Short sections of the deck of the culverts at "En Street
were removed in order to allow inspection. Removal of these
sections revealed that the decks had severely deteriorated, and
even collapsed in some areas. The culverts were completely
filled with dirt, which precluded a thorough inspection. How-
ever, the sections removed clearly indicated that the entire
decks had failed, or were in imminent danger of failure, and
needed to be replaced.
Some repairs will be needed on the culvert at "Fn Street,
but the extent of the necessary repairs is not known.
The culverts at Waterman Avenue were found to be
structurally sound, and were merely flushed to clean them of
dirt and debris.
Repair and cleaning of these culverts was not included in
the plans and specifications for the pavement rehabilitation
project, which means that these items. will be extra work.
Contract Change Order No. Two will authorize the Contractor to
clean and repair these box culverts as necessary, at an
estimated cost of $32,000. This amount could be less in the
event that the culvert at "F" Street is found to be in good
condi tion and repairs are minor. The work will be done on a
time and material basis, since the amount is indeterminate.
The total estimated project cost, based upon the actual
low bid price, contained an amount of $112,597.55 for contin-
gencies which can be used to finance the cost for this change
order. There will be a balance of $15,979.15 for contingencies
after financing Change Orders No. 1 and 2.
Cal trans has indicated their concurrence in. this extra
work being 86% financed with Federal-Aid Urban Funds.

Repair of these box culverts will alleviate the flooding
conditions, avoid having to excavate the rehabilitated street in
the future, and mitigate any potential liability. Therefore, we
recommend that Change Order No. Two be approved.
