STAFF REPORT
'!'he Department of Public Services hu received CCIIplaints fran the stores fran
which abandoned shopping carts have been recovered and iqlounded. Attached is
the list of currently illpOunded carts. The stores' management believe they
were not properly notified of the plan to iIIpOund abandoned carts.
In order to IIIIlintain goodwill in the ....--mlllity, this Department is reo ........'lQing
a one-time free release of carts. All iDplcted stores would be notified and
would have the opportunity to collect all carts held at the Yard, free of
charge, by 3:00 on 5/21/91. Any carts uncollected by this deadline, and any
carts iDp)unded subeequent to 5/21/91, would be released only upon payment of
the $15 per-cart fee established by Resolution 90-180.
Attached is the letter which will be sent to all affected stores. It will be

Dear John:
The Mayor and Council adopted Resolution #90-180 on May 22,
1990 establishing a $15 per cart fe. for the recovery of
certain abandoned shopping carts. The Departaent of Public
Services has the responsibility for r.-oval of abandoned
shopping carts in parJarays and public right of ways. The
purpose of this resolution is to reiBur.e the city for its
actual co.ts for removal of carts which are on the .treet
creating a hazard, or on the parkways interfering with
pede.trian. and the handicapped. unle.. we have received a
cOlllplaint . frOll the public about a cart, your fira is .till
re.ponsible for the reaoval of cart. frOll private property,
fields, stOrll channel., etc.
This Departaent prillarily r.-ove. carts which are creating
hazards on aajor arterie.. It is not the intent of the city
to run a .hopping cart r.-oval business.
We currently have a nUllber of carts iapounded at the City
yard.. As many .tore. se_ to be unaware of thi. procedure
of the city'., the council has agreed, on a one-tille ba.is,
to relea.e your cart. to you free of charqe. In order to
take advantage of thi. free relea.e, such. carts aut be
cldaed at the City yards by 3:00 p.a. on 5-21-91. This will
necessitate a vi.it to the 4th floor Public Services City
Hall office to receive authorization to enter the oity
yards. This letter i. your notice that any carts collected

after 5/21/91 will require a fee in order to obtain release.
