STAFF REPORT
Chapter 8.81 of the Municipal Code relating to security alarm systems was amended
to allow for charging an annual permit fee for alarm holders. Additionally, fees
will be charged on a false alarm basis. The attached resolution sets the amounts
of the fines to be charged and the circumstances under which they will be charged.
The fees as set forth in the resolution are consistent with other area agencies
and would offset some of the cost of responding to those false alarms. Police
officers currently respond to over 700 alarm activations per month. About 95%
of these are false alarms. Calculations covering false alarm responses for the
month of October, 1990 estimated the officer time wasted at 597.3 hours.
A survey conducted by the Crime Prevention office of the police department
projected the average yearly revenue from false alarm fees only (not the annual
permit fees), at $135,200 if fines are charged at the rates and frequencies as
stated in the attached resolution.
I believe adoption of the resolution as it stands will serve two purposes:
1. It is expected that the total number of alarm activations per month
will decrease.
2. It will increase revenue.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO ADOPTING AN ANNUAL
PERMIT FEE AND FALSE ALARM FEES FOR ALARMS IN THE CITY OF SAN
BERNARDINO.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Pursuant to the authority of Section 8.81.070
of the San Bernardino Municipal Code, an annual fee will be
charged at the time of issuance and a fee for renewal will be
payable within 15 days of that issuance date each subsequent year
as follows:
Residential alarm system - $25.00 per year
Commercial alarm system - $50.00 per year
SECTION 2.
Pursuant to the authority of Section 8.81.100
of the San Bernardino Municipal Code, false alarm fees shall be
paid to the City according to the following schedule:
1. Intrusion alarms which prove to be false received by
the San Bernardino Police Department from alarm systems which are
in existence at the time of the adoption of this resolution and
which are in excess of the maximum allowable number, as set forth
in paragraph 3 below shall result in a fifty dollar ($50.00)
penalty assessment.
2.
Robbery or panic alarms which prove to be false
received by the San Bernardino Police Department from alarm
systems which are in existence at the time of the adoption of
this section and which are in excess of the maximum allowable
number, as set forth in paragraph 3 below, shall result in a one-
hundred dollar ($100.00) penalty assessment.
3. Penalty assessments shall be made for false alarms

which number: more than one (1) in any thirty-day period: or more
than two (2) within any ninety-day period: or more than three (3)
within anyone-year period.
4. No fee shall be charged for the first three false
alarms occurring within the first six months following the
initial activation of an alarm system. Thereafter, a false alarm
fee shall be paid to the City according to the following
schedule:
A. For the fourth and subsequent intrusion alarms
which prove to be false in such a six-month period, a fifty
dollar ($50.00) penalty assessment shall be charged.
B. For the fourth and subsequent Robbery or Panic
alarms which prove to be false in such a six-month period, a one
hundred dollar ($100.00) penalty assessment shall be charged.
C. At the expiration of the six-month period, the
penalty assessment shall be governed by the provisions contained
in this section.
