By prior action, the Mayor and CODIIlon Council and CODIIlunity Development
Commission have estsblished the Economic Development Aaency,
consolidated the Redevelopment Aaency and Community Development
Department and approved other actions in connection therewith. One of
those actions, taken on January 28, 1991, Was to approve and adopt the
Economic Development Aaency/Development Department oraanizational and
staffing plant and direct ataff to develop Job descriptions related to
the approved staffing plan.
Attached are thirty (30) Job descriptions covering all approved
positions in Economic Development Aaeney Adminiatration and the
Development Department. It should be noted that the CODIIlission has
previously approved Job descriptions for the Aaency Adminiatrator,
~ecutive Director, Deputy Director, Administrative Services Division
Manaaer and Rousing Division Manaaer positions. These positions have
been included so all approved Economic Development Aaency positions are
reflected in one resolution, facilitating efficient recordkeeping and
ease of reference.
As noted earlier, these job descriptions have been prepared in direct
relation to the oraanizational and staffing plan previously approved by
the Council/Commission and reflects approved functions and areas of
responsibility, recoanition of the scope of the CODIIlisaion's
development operation and sianificant chanaes in emphasis in carrying
out approved functions. These positions supplant City Community
Development Department and Community Development CODIIlission/Redevelop_
ment Aaency positions.
By taking the recommended action, the Mayor and Common Council will
rescind Resolution Kumber 99-101, which was previously adopted. The
attached resolutions have been modified in full to address concerns
raised by the City Attorney. The issues raised in the City Attorney's
memorandum to the Mayor dated March 28, 1991, have been aatisfactorily
resolved by reason of the restructuring of the Commission as it is now.
being proposed.
Staff recommend adoption of the attached resolutions.

WHEREAS, the City of San Bernardino (the "City") has
previously caused the restructuring of the Community Development
Commission of the City of San Bernardino (the "Commission") in
order that the Commission may function more effectively and
efficiently in implementing the carrying out of community
development programs beneficial to the City; and
WHEREAS, in connection with the restructuring of the
Commission, the City previously adopted its Resolution No. 99-101
pertaining to the establishment of certain staff positions for
the Economic Development Agency of the Community Development

20 WHEREAs, the City deems it desirable at this time to
21 rescind Resolution No. 99-101 pertaining to the establishment of

JOB DESCRIPTION:
To plan, manaqe, supervise and coordinate the functions and
acti vi ties of the Economic Development Aqency i to coordinate economic
development activities with other City departaentsi and to provide
hiqhly complex staff assistance to the office of the Mayor and to the
Common Council.
SUPERVISION RECEIVED AND EXERCISED:
Receives qeneral direction from the Mayor.
Exercises direct and indirect supervision over professional
and clerical staff.
SPECIAL OUALIFICATIONS:
This position differs from other Aqency positions in
requirinq stronq self-motivation, a hiqh deqree of knowledqe in
economic development matters, hands-on experience in neqotiation and
manaqement and a stronqly developed ability to be creative and
innovative in furtherinq the City'S economic development qoals. This
position further require. the ability to exercise independent judqment
and authority.

Administrator.

Review and oversee Department activities to ensure
compliance with City and Agency goals, policies and
procedures as well as local, State and Federal
regulations; supervise the preparation and filing of
necessary reports and otherwise ensure Department
compliance with applicable law.

appropriate reports and studies related to Department
activities; analyze reports and prepare recommendations

JOB DESCRIPTION:
Serve as Administrative Secretary to the Deputy Director of
the Development Departaent.
Perform a variety of complex secretarial and administrative
work requiring independent jUdCJlllent and extensive knowledge
of the Community Development Commission and the Development
Department.
SUPER,!ISION RECE:IVED AIm EXERCISED:
Receives general direction from the Deputy Director of the
Development Department.
Supervises clerical support staff of the Development
Division.
SPECIAL QUALIFICATIONS:
This position requires provision of secretarial support for
the Deputy Director and the undertaking of various
administrative duties in connection therewith. The position
require. personnel skills and the ability to work closely
with other staff end superiors and have some knowledge in the
area of community development and redevelopment activities.
EXAMPLE OF DUTIES:
Duties ..y include, but are not limited to, the following:
a) Provide secretarial support for the Development
Department, performing miscellaneous secretarial and
administrative duties.
b) Set priorities and deadlines for day to day work flow of
the office; be responsible for taking dictation,
transcribing shorthand on a word processor and typing a

include contracts, proposals, leqal documents,
resolutions in special foras, all of which may be of a

Responsible for the orqanization, coordination and
uintenance of the ..ster calendar, merqinq calendars of
the Deputy Director with those of staff and other
appropriate personnel as well as calender for conference
rooms.

Keep the Deputy Director's calendar and schedule
appointments and meetinqs on own ini tiati ve based on
personal knowledge of workload and current issues of
importance. Reschedule appointments when it becomes
apparent that Deputy Director will not be able to meet
previous schedule.
Circulate Deputy Director's daily appointment schedule.
Remind Deputy Director of appointments and brief
(he/she) on matters to be considered before schedulinq
meetinqs.
Orqanize and coordinate arrangements for Development
Department meetinqs and other special meetinqs,
including utters such as location, schedule, agenda and
attendance. Assemble background uterials for Deputy
Director.

available to meet needs of Deputy Director.
k) Screen all telephone calls to the Deputy Director;
ascertain nature of call and determine appropriate

Director or in his absence, take messaqes for his/her
attention.
