This new wagering facility will cost approximately $9 million to construct. In consideration of the City providing financial assistance for certain public improvements, the Rational Orange Show proposes to commit to the following: 1. Continued reimbursement of license fees, generated by the Satellite Wagering Facility to the City. 2. Twenty Five (25) year renewal of the fire station lease at Mill Street and Arrowhead Avenue at a cost of $1.00 per year. 3. Landscaping on Arrowhead Avenue. 4. Continuation of the existing arrangements for the City to use the grounds for police, fire and OmniTrans uses The Mayor presented this item at the April 4, 1991 Redevelopment Committee meeting, and after discussion, the Committee voted two (2) to one (1) (Estrada and Maudsley against) to forward the request to the Commission with a recommendation that the request be denied. At the conclusion of discussion regarding this item the Mayor requested that the item be brought forward to the full Commission for consideration. In a subsequent newspaper article regarding the Committee's recommendation, the President of the Rational Orange Show indicated ROS officials would be meeting in the near future with Councilpersons Estrada and Maudsley in order to provide additional information and clarification relative to the Rational Orange Show request for financial assistance. At the April 4, 1991 Redevelopment Committee meeting, there were references made to the need for a coat/benefit analysis. Although such an analysis has not been completed, the benefits to the City appear to be substantial when compared to the potential outlay of $42,900. As indicated in the attached letter, since February 1988, the City has received over $991,000 in license fees from the Satellite Wagering Facility. A significant expansion of this facility would mean additional business and license fee payments to the City. Moreover, the costs of paying market rent and/or relocating the fire station and identifying another site for driver training could be a substantial expense. We qui ckly put together some information for you which shows the National Orange Show celebration costs broken down for 1989 through 1991 projected. We also located the report calls for service at the National Orange Show from January 1, 1990, through AprilS, 1991. During that period, there were a total of 135 reports taken which equates to approximately 69.5 police hours. This points to a very small amount of time that pollce service is given to the Orange Show above and beyond our commitment during the National Orange Show celebration. I was unable to give you our total calls for service. This requires an in-depth data processing task which would take several days. POYZER NATIONAL ORANGE SHOW CELEBRATION COST SURVEY Date 4-5-91 Approved Date The National Orange Show has been contributing to the cost of police service during the Orange Show Celebration for a number of years. Prior to 1989 the Orange Show paid for the reserve offi('<'.r5 only. Starting in 1989 the Orange Show contributed $15.000 towards the cost of the sworn offin>rs plus the cost of the reserves leaving a net oost to the City of $21.025.49. In 1990 the National Orange Show contributed $18,000 to the cost of sworn offin>rs plus the cost of the reserves leaving a net oost to the City of g5.393. In 1991 the National Orange Show has agreed to pay 60% of the sworn officers cost plus the cost of the reserve officers.
