Synopsis of Previous Council ection:
3/25/91 - Ways & Means Committee approved the request for funding assistance
from Inland Empire Symphony Association In the amount of $80,000.
Recommended motion:
That the request from the Inland Empire Symphony Association for funding
assistance in the amount of $80,000 be approved and that the Director of
Finance be authorized to prepare the necessary agreement authorizing the
use of the funds.

The Ways & Means Committee at their March 25, 1991 meeting~ /~
considered the request of the Inland Empire Symphony (i r' ( .
Association for funding assistance in the amount of $80,000. ,r f { . ,)-/,
The purpose of the funding request was to help defray the! ~-
Symphony's operating expenses including the Inland Symphony, /,} ~
Sinfonia Mexicana and Opera Alliance for the 1990-91 fiscal;' h/
year.

Based on the projected level of cultural development fees
anticipated thru June 30, 1991~ it does not appear that
sufficient revenues will be available in this fund to offset
the $80,000 allocation to the Symphony. It should be noted
that inadequate funding in the CUltural Development Fee Fund
in FY 1989-90 resulted in the Inland Empire Symphony being
funded $80,000 from the Appropriated General Fund Reserve.
The ways & Means Committee recognized the budget shortfall as
well as the need to support the symphony Association. A'
compromise which was agreed to by the Ways & Means Committee
and the Symphony Association was to recommend that the Mayor
and Council support the request for funding assistance by the
symphony and fund the $80,000 request from the FY 1991-92
cultural development fees. The Symphony Association indicatd
that this type of commitment would permit them to continue to
fulfill their financial obligations for the 1990-91 fiscal
year. An agreement will be prepared which will indicate the
funding request of the Symphony Association will be paid from
the FY 1991-92 Cultural Development Fund proceeds. The
Planning & Building Services Director has indicated that new
commercial and industrial projects are in the pipeline which
may generate additional cultural development fee revenues in
FY 1991-92.

To Members of the City Council and Fine Arts Commission:
In November of 1990, the Fine Arts Commission approved a grant of $70,000 for the
Inland Empire SymEhony Association programs. This amount represents a $10,000
decrease in past funaing levels of $80,000. n is hereby requested that the full funding
level be restored for the following reasons:
1. To support established programs which include:
a. Five full-orchestra concerts.
b. Four children's concerts with full orchestra.
c. One hundred and eighty in-school ensemble performances.
d. Sinfonia Mexicana performance with full orchestra.
e. Presentation of a fully-staged opera.
2. To assist the Symphony in meeting a $25,000 Challenge Grant received from the
State of California. This grant requires Uiat the S~phony maintain its previous levels
of funding awl show an Increase of $50,000 in fUnding. To help the S~phony meet
this challenge, the County of San Bernardino has increased its lunding level and the
Symphony ha~been actively pursuing other funding sources. A decrease in City
funding will QO doubt result in a decrease in State funaing. The Inland Empire Sym- .
phony Association is the only organization in the two-county area that has ever re-
ceived funding from this highly-competitive source and it would be very discouraging
to not meet the State's challenge reqwrement.
The past support shown by the City of San Bernardino has allowed the Symphony to
build exempfary programs which have brought positive attention to the area. It is our
sincere hope that you will recognize the many contributions the Symphony has made to
enhancing San Bernardino's image and that you will again fund us at a level which will
allow us to continue our service to the community. '
