STAFF REPORT
On March 7, 1991, Assemblyman Jerry Eaves introduced a bill
that would place a 2% sales tax on every dog and cat product
container sold by a distributor to a retailer in the state of
California.
Assembly Bill 1397, known as the "Animal Control Tax", would
require the moneys from the tax be deposited into an Animal
Control Fund. The distribution of funds shall be made on an
annual basis to local governmental animal care and control
agencies based on the number of residents served by the
agency.
The moneys shall be used by local governmental animal care
and control agencies to augment established programs and
activities, and may be used for the acquisition, construc-
tion, and maintenance of land and capital improvements, the
purchase of equipment, service, furnishings in support of
programs and activities, for improving veterinary care and
treatment, and for subsidizing the spaying and neutering of
dogs and cats.
