In anticipation that the City will be required to redraw its ward
boundaries as a result of the 1990 Census, Phil Arvizo, Executive
Assistant to the City Council; Valerie Ross, Senior Planner; Ruth
Parrish, GIS Coordinator, and City Clerk Rachel Krasney met on
April 3, 1991 for the purpose of determining what action the City
needs to take to begin the process of redistricting. In the mean-
time, City Administrator Shauna Edwins sent a memo to the Mayor
and Council suggesting that they assign a committee or a lead depart-
ment to work with Ruth Parrish, GIS System Coordinator, to assist
in the redistricting.
As a result of the above-referenced meeting and in light of the
City Administrator's memorandum, it is recommended that the Mayor
and Council appoint a Committee to begin working on redistricting
as soon as possible. It is further recommended that such Committee
include Phil Arvizo, Executive Assistant to the City Council;
Valerie Ross, Senior Planner,or a designee representing the Depart-
ment of Planning and Building Services; Ruth Parrish, GIS Coor-
dinator; the City Clerk or designee; the City Attorney or designee;
and any others appointed by the Mayor and Council, and that the
Committee be directed to coordinate its efforts with the County
Registrar of Voters Office.
Section 3 of the City Charter requires the redistricting of wards
after each census. Although block by block census figures are not
yet available, it is anticipated that they will be ready within
three to four weeks and staff will then be in a position to begin
assimilating census tract data to determine population balances
within the seven wards.
Legal Opinion No. 81-27 dated August 12, 1981, (copy of which is on
file in the City Clerk's Office) concluded that:
n. . .The City Charter does not specify a time limit for
reapportionment after a federal census, but does contemplate
that the Mayor and Common Council will 'periodically change
the boundaries of the wards to maintain them in compact form
and as nearly equal in population as possible.' (Emphasis
added). The statute requiring general law cities to reap-
portion by November 1 of the year following the year in which

the census is taken is not expressly binding upon the City of San
Bernardino but should be used as a guideline" ,"
In a memorandum dated August 29, 1990, Dennis A, Barlow, Senior
Assistant City Attorney, noted that: "" ,when the Census results
are received, reapportionment must be done (assuming that the current
wards do no (sic) contain identical populations) and that the goal
of such reapportionment is to make the seven wards as nearly equal in
population as possible. , , ,"
Redistricting is a very tedious project and will require the joint
efforts of several departments, Therefore, I felt it was important
to request that the Mayor and Council consider appointing, as soon
as possible, a committee to proceed with the project,
