BACKGROUND On November 20, 1989, the Mayor and Common Council adopted Resolution 89-471 which increased Planning Services fees to a rate that approximated the median fees throughout the Inland Empire. Those fees will be automatically adjusted on January 1, of each year based on the Consumer Price Index of the previous year. It is anticipated that, the Mayor and Common Council will adopt the Development Code at the end of 1990.- The Development Code provides for some Planning Services and processes that are different from, or in addition to, the services currently provided by the Planning Division. It is necessary to establish fees for those services at this point in time due to the required 60 day period after adoption for the fees to become effective. An example of permits that will be established with the Development Code are Development Permits. The most similar permit to the Development Permit is a Review of Plans Permit. All Review of Plans applications are processed through the Development Review Committee (DRC). Development Permits differ from Review of Plans in that there will be 3 different levels of Development Permits. A Development Permit could be approved by the Department Director (small projects), the DRC (medium projects) or the Planning Commission (large projects). These permits require a range of fees. An example of a new fee which needs to be established is the Tree Removal fee. By resolution and subsequent inclusion in the Development Code, the Mayor and Common Council made a permit mandatory when removing more than 5 trees at a site in a 36 month period. CUrrently there is no fee for this permit. It is also necessary to establish processing fees for Temporary Uses, Director Interpretations, Sign Programs, Fence/Wall Installations, Recyclinq Facilities, and Antennas, (See Table 1 -Existinq, Proposed and New Fees, Attachment B). 75.02'4 Planning DivisioA:)ee Schedule . Modification Resolution Mayor and Common Council Meeting of April 11, 1991 Page 2 o In addition to establishing new fees, a fee adjustment to existing fees is recommended. The existing fee schedule generates revenue approximately equal to 52% of the cost to operate the CUrrent Planning section of the Planning Divi- sion, (See Table 2-Development Review Service Estimated costs/Revenue Sources, Attachment C). The balance of the CUrrent Planning section budget and the cost of Advance Planning is a General Fund expense. It is proposed to adjust the fees to an amount approximately equal to the operating cost of the CUrrent Planning section. By adjustinq existing fees to the amount shown in Table 1, Existinq, Proposed and New Fees (Attachment B), applicants would pay for the full cost of Planning services rendered. This would provide relief to the General Fund of the city. An exception to cost recovery is proposed for the appeal fee, because it has been the policy of the Mayor and Common Council to keep the appeal process affordable to the residents of the city. The proposed fee will provide about 39% recovery of the cost to the City to process an appeal, (See Table 2-Development Review Service Estimated Costs/Revenue Sources, Attachment C).
