Development CODlDission and the Joint Powers Financing Authority was called to
order by Chairman W. R. Holcomb at approximately 12:00 p.m., on Monday,
February 18, 1991, in the Council Chambers of City Hall, 300 Borth "D" Street,
San Bernardino, California.

Grant (CDBG) Program Mix for the period beginnina July 1, 1991 and endina June
30, 1992 and further that staff be authorized to solicit proposals for same.

Council Member Minor made a motion, seconded by Council Member Flores,
that staff be authorized to submit to the U. S. Department of Houaina and
Urban Development (BUD) an application on behalf of the City of San Bernardino
for fiscal year 1991/1992 Emergency Shelter Grant Program funds in the amount
of $43,000. Further, that staff be authorized to solicit proposals and that
the CODlDon Council's Homeless AD HOC CODlDittee be utilized instead of the
CODlDunity Development Citizen Advisory CODlDittee, to review eligible proposals
and make fundina recoDlDendations, as appropriate, to the Mayor and Common
Council.

Kenneth J. Henderson, Executive Director of the Development Department,
informed the Commission that this item would allow the Redevelopment Committee
to conduct closed sessions re1sting to sensitive negotiations with development
clients.
Commission Member Minor asked for clarification as to how this
amendment to the existing resolution is affected by the Brown Act. Dennis
Barlow, Senior Assistant City Attorney, explained that the Brown Act does not
presently authorize the Redevelopment Committee to conduct closed sessions in
matters relating to sensitive negotiations with prospective development
clients and approval of this, amendment to the resolution would allow for
that provision.
