STAFF REPORT
On December 10, 1990, the Resolution ot Intention was adopted whir.h declared
the City's intention to proceed with the establishment of a landscaping
maintenance district in the Pennsv 1 vania Avelllle .,nd Birr.h Street area. This
district is a requirement of the r1eve lapel' 'Ind wi 11 pick up the recplired
maintenance once the landscaping has been instctlled aud the one year plant
quarantee period has expired.
Due to the fact of 100% participaTion. notice dnd hearing was not nec"ssary
(Section 12.90.040C(5) V,uniciDd] Cude) dnd this Resolution is the next
formal step in the proceedings.

SECTION 1. That the public convenience and necessi tv requ ire. dud

9 SECTr0\ 2. The City Cierk hereby is directed to post a Notice for
10 five days on or near ~h~ door of the Councii Chambers of the City Hall
11 inviting sea: proposals or bids when necessary for doing the work ordered
12 and referring to the specifications on file and to publish a Notice Inviting
13 such proposals for ~t least two days in the San Bernardino Sun. a newspaper
14 published and circulated in said City.
15 SECTION 3. The contract will be awarded pursuant to the standard
16 procedures used by the Citv in the award of Public works contracts and the
17 work ordered hereunder shall be to the satisfaction of the City Engineer of
18 sdid City. and a II 0 t sair! work sha i 1 be done 'mder his direction and shall
19 comply with the specifications prepared DY him. and upon the completion of
20 said ~0rk. the City Engineer shall. and he hereby is directed to make the
21 assessment.
22 SECTION 4. Reference hereby is made to said Resolution \0. 90-481
23 for a description of the work. the extent ot the assessment district. the
24 financing alternatives and for further particulars.
