STAFF REPORT
Per the request of Larry Reed, Director of Planning and
Building Services, (Attachment "A"), the classification of
Development Permit Technician is being established in order
to more effectively serve the public during the development
stages of planning and building functions. The attached job
description (Attachment "B") fully describes the duties of
this position.
This position will underfill the 3 positions currently
budgeted as Planning Aide. The salary for Development Permit
Technician is being established at Range 1292, $1901-$1996-
$2096-$2201-$2311 per month, 18% below the existing salary
for Planning Aide. This position is very similar to the
recently established Engineering Aide position which also has
a salary of Range 1292.
The annual salary for Planning Aide is $44,362 including 31%
for fringe benefits, based on top step. In comparison, the
annual salary for Development Permit Technician is $36,329,
also based on top step including benefits. THIS DOWNGRADE
WILL RESULT IN AN ANNUAL SALARY SAVINGS OF $8,033 PER
POSITION, FOR A TOTAL SAVINGS OF $24,099 BASED ON 3 POSI-
TIONS. The 3 Planning Aide positions are currently vacant.
The Council Personnel Committee recommended approval at their
January 10, 1991 meeting to establish the classification and
set the salary at Range 1292 for Development Permit
Technician.

DESCRIPTION
Under general direction, performs a variety of duties
providing services to the public at the permit counter for the
Planning and Building Services Department; processes land use
and construction permit applications; provides information to
the public; and performs other related duties as required.
REPRESENTATIVE DUTIES
Processes land use and construction permit applications in
conformance with the general and technical standards, uniform
building codes and other ordinances and regulations; calcu-
lates and receives fees; provides information on land use
regulations, building codes, construction plan requirements,
building set backs, and plot plan requirements; reviews
development and construction plans for completeness, accuracy
and conformance to regulations; answers questions regarding
property use by researching zoning maps, general and community
plans, specific plans and overlays; verifies measurements on
site plans and blueprints, and calculates areas; researches
legal descriptions, property ownership and history; and
assists higher level professionals in more complex work.
MINIMUM OUALIFICATIONS
Graduation from High School or G.E.D. equivalent and 30
college semester units (45 quarter) in urban planning,
geography, cartography, civil engineering, construction
technology, land surveying or a closely related field.
Experience processing land use or construction permit
applications may substitute for the required education on the
basis of 1 year of experience being equivalent to 30 semester
units. Copies of transcripts or a list of related coursework
must be submitted with the application.
Possession of a valid Class "C" California Driver's License.
GENERAL OUALIFICATIONS
Knowledae of:
Basic business English;
Basic business mathematics;
Record keeping and report preparation;
Basic terminology and symbols of maps and construction plans
and specifications;
Theories, principles and practices of land use planning;
Research methods as applied to public planning;
State Planning Act and Subdivision Map Act;
State laws, legal decisions and legal basis of planning,
zoning and building;
City zoning and building ordinances and regulations;

Plan check functions and review processes.
Abilitv To:
Make accurate mathematical calculations;
Answer inquiries and provide technical information;
Learn and apply technical knowledge related to permit
activities;

Follow oral and written instructions;
Maintain effective working relations with administrative
personnel;
Read and interpret plans and specifications.
ORGANIZATIONAL RELATIONSHIPS
The class of Development Permit Technician is an entry level
para-professional staff position working under the supervision
of the Director, Assistant Director, Principal Planner, Senior
Planner, and/or Associate Planner.
