General Plan Amendment No. 90-4
Mayor and Common Council Meeting of
January 23, 1991
REOUEST
The applicant has requested to change the land use designa-
tion from RM, Residential Medium and CO-1, Commercial Office
to CG-1, Commercial General on 13.4 acres (shown as Alterna-
tive 1, Attachment B to the Planning Commission Staff
Report). The site is located north of 27th Street between
Little Mountain Drive and Miramonte Drive (See Attachment D
to Planning Commission Staff Report).
Staff proposed to change the designation of the RM area (1.45
acres) to CO-1 (shown as Alternative 2, Attachment C to
Planning commission Staff Report).
(The applicant requested that this general plan amendment be
held until this time.)
BACKGROUND
The applicant's site was designated RM, Residential Medium
and CO-1, Commercial Office upon adoption of the General Plan
on June 2, 1989.
ENVIRONMENTAL
The Environmental Review Committee reviewed
(Attachment A to Planning Commission Staff
for the applicant's request and staff's
recommended a Negative Declaration.

PLANNING COMMISSION RECOMMENDATION
The proposed amendment and alternative were considered by the
Planning Commission at a noticed public hearing on July 24,
1990 and its continuance to August 7, 1990. At the latter
meeting the Planning Commission recommended adoption of the
Negative Declaration and adoption of General Plan Amendment
No. 90-4, Alternative 2, to change only the RM, Residential
Medium parcel to CO-1, Commercial Office on a 1.45 acre
parcel.
The Planning Commission felt that the site was not necessary
for general retail commercial uses as there was ample land
designated CG-1, Commercial General in the immediate area.
The Planning Commission concurred with staff's recommendation
to include the parcel designated RM with the CO-I designation
so as to allow development on all the properties as one
comprehensive development.

RECOMMENDATION
Staff recommends that the Mayor and Common Council adopt the
resolution, copy attached, which adopts the Negative
Declaration and approves General Plan Amendment No. 90-4 as
per Alternative 2.

1.0 INTRODUCTION
This report is provided by the City of San Bernardino as
an Initial Study for General Plan Amendment No. 90-4 to
chanqe the land use desiqnation from RH. Residential
Medium Density and CO-I. Commercial Office to CG-l,
Commercial General on five parcels of land to the east of
Little Mountain Drive. to the north of 27th Street and to
the west of Miramonte Drive (see Exhibit AJ.
As stated in Section 15063 of the Callfornia
Environmental Quality Act qUidelines. the purposes of an
Initial Study are to:
1. Provide the Lead Aqency with information to use as
the basis for decidinq whether to prepare an EIR or
neqative Declaration;
2. Enable an applicant or Lead Aqency to modify a
project. mitiqatinq adverse impacts befor.e an EIR
isrepared. thereby enablinq the project to qualify
for Neqative Declaration;
3. Assist the preparation of an EIR. if one is
required. by;
(AI Focusinq the EIR on the effects determined to
be siqnificant.
(BI Identify the effects determined not to be
siqnificant. and
(CI Explaininq the reasons for determininq that
potentially siqnificant effects would not be
siqnificant.
4. Facilitate environmental assessment early in the
de.iqn of a project;
S. Provide documentation of the factual basis for the
findinq in a Neqative Declaration that a project
will not have a siqnificant effect on the
environment;
6. Eliminate unnecessary EIRs;
7. Determine whether aa previouSly prepared EIR could
be used with the project.

INITIAL STUDY for GPA90-4
2.0 PROJECT DESCRIPTION
The proposed project, Alternative 1 (see Exhibit Cl, is
to amend the City's General Plan Land Use Hap to chanqe
the land use desiqnation from RH. Residential Medium
Density and CO-1. Commercial Office, to CG-1. Commercial
General for a site located north of 27th Street and
between Little Mountain Drive and Miramonte Drive. CG-1
permits a wide ranqe of commercial uses. The amendment
site is comprised of assessor's parcel numbers 148-021-
64. 148-303-21, 22, 23 and 24. The total area of the
parcels is approximately 13.4 acres. The current land
use desiqnations for the area are shown on Exhibit B.
A second al ternative. proposed by staff. would chanqe APN
148-303-22 from RH, Residential Medium to CO-l,
Commercial Office allowinq the total site to be developed
under the CO-1 desiqnation (see Exhibit 01.

AMENDMENT SITE CHARACTERISTICS
The site is composed of five parcels of flat undeveloped
land. The land to the south of the site contains a car
wash, a mini market, sinqle family residences and vacant
land. The land to the east of Kiramonte Drive is
comprised of sinqle family residences. To the northeast
of the site are apartment complexes that abut SR30.
There is a child care facility to the northwest of the
site and the Campus Crusade for Christ facility is to the
west across Little Mountain Drive (see Exhibit El.
3. 0 ENVIRONMENTAL ASSESSMENT
3.1 ENVIRONMENTAL SETTING
The amendment site is irreqular in shape, flat and
undeveloped. The northernmost parcel abuts the riqht-of-
way for the SR30 freeway. There are no bioloqical

At this time the residential use to commercial use ratio
is not significantly affected. Additional housing demand
of significance is not anticipated as a result of the
change in land use designation.

Transportation/Circulation

1. Transportation and circulation will only be affected
by future development and not by a change in the land use
designation. The CG-l. Commercial General deSignation
permits a wide variety of commercial uses such as retail
and service uses. entertainment uses and professional and
financial offices. Also permitted are new and used car
dealerships and auto-related retail and service uses.
The potential for generating addit~onal average daily
traffic (ADTl is greater in a CG-l. Commercial General
area than in a CO-I. Commercial Office area.
2. Little Hountain Drive and 27th Street are both
secondary arterials and Hiramonte Drive is a local
street. Little Hountain Drive currently handles an ADT
of approximate I y 6.500 and can handle in excess of 30,000
daily trips. 27th Street handles an ADT of about 6.000
and Hiramonte Drive handles approximately 3.000. Both
streets are capable of sustaining an average dail y
traffic count of 10.000 to 15,000.
3. Any future development on the site will increase the
flow of traffic. The form that flow takes will depend on
the nature of the development and in its configuration.
The increase in the average daily traffic could be
anyWhere in the range of 1.000 to 7.000 dependinq on
which land use deSignation is chosen and the type of
development on it. The adjacent streets to the site are
deSigned to adequately handle any anticipated traffic
flow increase.
4. The proposed project has been reviewed by The Traffic
Enqineer and does not meet the minimum criteria for
traffic impact study as established in the Traffic POlicy
Paper. or as determined by the Traffic Enqineer. The
additional trips from the proposed project are not
sufficient to cause a significant impact on the adjacent
street system. Total traffic volume will be less than
the street desiqn capacity. A traffic impact report may
be required to evaluate potential impacts and identify
mitiqation measures when a speCific development project

is submitted. Also. specific desiqn details and
conditions of approval will be considered for individual
projects.
5. Any increase in local traffic would increase the
safety hazard potential for vehicles. bicyclists or
pedestr ians. There are no anticipated scenarios that
would. cause unusual or extreme traffic safety hazards.

6. The Omnitrans public transportation system provides
service alonq Miramonte Drive and 27th Street. Any
anticipated situation could be provided the service
needed to support that development.

Aesthetics

The chanqe of land use .desiqnation will not affect the
aesthetics of the area. Development to the standards of
the CG-l. Commercial General or CO-I. Commercial Office
will impact on the viewscape presently available to some
of the residents of the area. The homes on the east side
of Miramonte Drive across from the amendment site have an
unhindered view of the San Gabriel Mountains and any two
story. or hiqher. bUildinqs could interfere with the
view. The CO-l desiqnation permits bUildinqs to a heiqht
of four stories and CG-l standards permit a heiqht of two
stories.
Any development that incorporates a heiqht qreater than
one story could cause the loss of this view to those
homes frontinq on Miramonte Drive and across from the
site.

On the basis of this initial study,

NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT AND ADOPTING
GENERAL PLAN AMENDMENT NO. 90-4 TO THE GENERAL PLAN OF THE
CITY OF SAN BERNARDINO.
BE IT RESOLVED BY THE MAYOR AND THE COMMON COUNCIL OF
THE CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Recitals
(a) The General Plan for the City of San Bernardino was
adopted by the Mayor and Common Council by Resolution No. 89-
159 on June 2, 1989.
(b) General Plan Amendment No. 90-4 to the General Plan
of the City of San Bernardino was considered by the Planning
Commission on August 7, 1990, after a noticed public hearing,
and the Planning Commission's recommendation of approval has
been considered by the Mayor and Common Council.
(c) An Initial Study was prepared on March 15, 1990 and
reviewed by the Environmental Review Committee and the
Planning Commission who both determined that General Plan
Amendment No. 90-4 would not have a significant effect on the
environment
and therefore, recommended that a Negative
Declaration be adopted.
(d) The proposed Negative Declaration received a 21 day
pUblic review period from April 26, 1990 through May 16, 1990
and all comments relative thereto have been reviewed by the
Planning Commission and the Mayor and Common Council in
compliance with the California Environmental Quality Act and
local regulations.

the existing General Plan.
SECTION 2. Neaative Declaration
NOW, THEREFORE BE IT RESOLVED, FOUND AND DETERMINED by the
Mayor and Common Council that the proposed amendment to the
General Plan of the City of San Bernardino will have no
significant effect on the environment, and the Negative
Declaration heretofore prepared by the Environmental Review
Committee as to the effect of this proposed amendment is
hereby ratified, affirmed and adopted.
SECTION 3. Findinas
BE IT FURTHER RESOLVED by the Mayor and Common Council
of the City of San Bernardino that:
A. The change of designation from RM, Residential Medium to
CO-I, Commercial Office for the proposed amendment will
change the land use map only and is not in conflict with
the goals, objectives and policies of the General Plan.
