Recommended motion:
That be allocated from the Civic and Promotion fund to assist
the Black Culture Foundation in defraying costs associated with Black
History month.
That the Black History Parade, February 2, 1991, be co-sponsored
by the City as a promotional event and that Police Overtime costs,
Public Services street sweeping costs, Parks, Recreation, Community
Services labor/equipment costs and Traffic Engineering barricade
placemeoc and manpower co,c' in che amOU~'77.57 be waived.

STAFF REPORT
The Black Culture Foundation is sponsoring their Annual Black
History Parade as part of their Black History Month
activities during the month of February 1991. To help defray
expenses, they are requesting funding assistance from the
city in the amount of $7,535 from the Civic and Promotional
Fund portion of the Fine Arts funding budget.
Attached for your information, is a report from the Finance
Director outlining the activity in this budget since the
beginning of FY 1990/91. Of the $300,000 budgeted for Arts
Funding, the following allocation have been made, to-date:

Attached for your review is the Request for Funding
Assistance in the amount of $7,535 first submitted to the
Ways and Means Committee October 23, 1990 and continued to
their meeting of November 13 at which time it was pended for
further review at this time. Also attached is the Parade
Application Permit package and related correspondence. The
parade is scheduled for February 2, 1991; therefore, a
recommendation for funding assistance and/or fee waiver must
be made to the Mayor and Common Council at their January 23
Council Meeting.
NOTE:
The Ways and Means Committee considered this request on 1/14/91.
At that time, the Committee requested the Black Culture Foundation
to revise their request for financial assistance in light of the
revised revenue picture for the Cultural Development Construction
fees which is noted in the attached memorandum from the Finance
Director. The Committee will be meeting on January 23 and will
make a recommendation relative to funding to the full Council.

The amount collected in Cultural Development Construction
fees through December was $39.784. This trend is still far
below the 1990/91 budget estimate. As of December $48,500
has been allocated or expended for Fine Arts and Civic and
Promotion. This leaves an actual negative balance of $8,869.
The audited beginning 1990/91 balance for Fine Arts and Civic
and Promotion funding was $<8,653> and $8,500 respectively. I
have attached an updated schedule of Fine Arts and Civic and
Promotion activity.

The Black Culture Foundation will present the annual Black History
Parade at 10:00 A.M., February 2, 1991. We expect a viewing audience
of more than 20,000 persons and crowd control and security for
special guests and distinguished visitors must be an integral part
of our planning activities. To that end, request an officer be
designated to serve as liaison between the Police Department and
our organization. This officer will be needed to coordinate
security activities for the parade.
