Subject:
Proposed Verdemont Multi-Use Trails Plan.
Background:
The Verdemont Trails Committee presented their proposed Verdemont Multi-Use Trails Plan
(Attachment 2) to the Legislative Review Committee at their meeting of May 6, 2008. The item
was continued two weeks for staff to bring back a recommendation. At their meeting of May 20,
2008, the Legislative Review Committee referred the proposed plan to Mayor and Common
Council for approval in concept and direction to staff to include in the Parks Master Plan. See the
attached memorandum to the Legislative Review Committee.

At the May 6, 2008 Legislative Review Committee meeting, members of the Verdemont Trails
Committee made a presentation on a proposed multi-use trails system. The Committee was
supportive to the proposed trails system and very appreciative of the work of the Verdemont
Trails Committee members and continued the item so that staff could return with
recommendations.
Parks, Recreation, and Community Services has retained a consultant to prepare an update to the
Parks Master Plan. It is anticipated that a draft of the plan will be submitted to the department
within the next few months. Trails are one of the components of this updated plan. To be most
effective, the proposed trails in the Verdemont area should connect with other areas in the City
and adjacent jurisdictions. As a result, staff recommends that the proposed Verdemont multi-use
trails system be incorporated into the larger effort of the Parks Master Plan. Not only is the
timing right, it is more cost effective to do so.
Adoption of the Parks Master Plan would require an amendment to the General Plan and
environmental review. Both will cost many thousands of dollars in hard costs such as public
notification, legal ads, printing, and postage, in addition to staff time. To go forward with
adoption of the proposed Verdemont Trails System separate from the Parks Master Plan would
be a duplication of efforts and costs.
Staff recommends that the Legislative Review Committee refer the proposed Verdemont Trails
System plan to Parks, Recreation, and Community Services for inclusion in the updated Parks
Master Plan.

Introduction
The Fifth Ward Trails Commission is comprised of residents who have an interest in
their community and are involved in the planning of multi-use trails in the Verdemont
area. We hold meetings regularly to discuss and plan trails. We attend DERC
meetings to try to be involved in the development process,.
Purpose Statement
The Fifth Ward Trails Commission is recommending that the trails standards and
routes proposed here be submitted to the City Council to be incorporated into the
future plans for development in the Verdemont area. These routes and standards,
upon adoption by the City Council will provide enforceable inclusion of equestrian
friendly multi-use trails in all future development.
Goals and Objectives
The commission desires to accomplish several objectives. As residents of a once
rural community we wish to preserve the accessibility to open spaces. By developing
a network of multi-use trails we will insure that the residents will still be able to ride
horses and hike in their neighborhoods safely.
A defined network of multi-use trails will help to integrate the new neighborhoods in
with the old. Multi-use trails will provide accessible and user friendly corridors to
promote an active healthy lifestyle. Multi-use trails will provide greenbelts to promote
wildlife and plant conservation. The commission wishes to develop a speCific plan that
will insure consistency when new developments are proposed. Once the master trail
route is in place and all standards are clearly defined developers will know what is
required of them under CIP # PR0701. The result will be a planned community that
will be a benchmark, attracting new residents to San Bernardino. Multi-use trails create
living spaces that are more visually and functionally appealing. They raise property
values and create a market for small local businesses.
I. Trails Locations
A. Route Description
Starting at Ronald Reagan Park on Irvington Ave. the Chestnut Trail will run
north to Verdemont Ave. The Verdemont Ave Trail will run on the north side of
Verdemont Ave. from Little League to Palm. The Valiant Hills Trail will parallel
Little League Drive from Meyers Road across Verdemont Road to connect to
Honey Bee Trail. Honey Bee Trail will run from Valiant Hills Trail to Verdemont
Ave. where it will connect to the Chestnut Trail. The Skyline Trail will begin at
Verdemont Ave and run NE to the top of Palm then SE to Olive. There it will
become Hawks View Trail and continue SE to Ohio then e~st to Pine Ave. As
part of future development, it will continue to Cal State University San Bernardino.
The Ronald Reagan Trail will run from Little League Ave. to Ronald Reagan

Park. The CK Community Trail will run from Meyers Road to the Community
Center as part of the Meyers Creek project. The Julius Meyers trail will begin at
Little League Road and Meyers Road. It will run west on Meyers Road to
Meyers Creek, then follow the abandoned old meyers road to Wendy Ranch
Road where it will reconnect to Meyers road and continue to the end. The Cable
Canyon trail will run from the community center north along the levee to Cable
Canyon Road where it will connect, in the future, to the Julius Meyers Trail with
access to trails in Devore.
1. Routes have been chosen for accessibility to the general public, Parks,
Schools and community activity centers.
2. Routes have been chosen based on conditions of growth and development,
and to develop routes back into pre- existing communities where possible.
3. Routes have been chosen for maximum exposure to rural life styles, and areas
friendly to hiking and Equestrian use.
4. Routes will attempt to connect to other organized trails systems, and when
possible connect to wildlands boundaries, to allow direct egress and ingress
to the wildlands and the community, based on safety regulations, with some
restrictions of certain types or modes of transportation across those
connections to the wildlands areas.
5. Routes will connect to, and incorporate the use of flood control channels where
appropriate.
6. Routes WILL NOT be developed by use of "EMINENT DOMAIN" for trail
purposes only, against any private,singular residential property owner.
7. Routes will be developed by authority of City of San Bernardino under the
entitlement of: CIP # PR07-01
B. Trail Names
1. Shall be chosen by the current Trails committee at time of development; or as
previously drawn up prior to April 1 ,2008 by the original Verdemont Trails
committee, with due diligence to the developers' contributions, history and
credits to : .
a. persons of integrity and or heroism.
b. persons of great contribution to America, California and San Bernardino.
c. persons of contribution. to community development and especially the
Verdemont community.
d. historical events or persons related to the betterment of the Verdemont
Community ( ie: Julius Meyers, Irvington Hotel, Irvington Water co, Martins)
e. location of each section of trail as it relates to items such as:
Historical monuments, routes (ie cable canyon or Mormon trail etc., but not
limited to such) and streets, canyons, local known wild life inhabitants, flora
and fauna native to the Verdemont community.

Summary: This will allow The Verdemont Trails System and Verdemont, to
retain its special historical value to the community and to share that information
with future generations.
2. Approved names will be used as the trail is developed. They are as follows:
Chestnut Trail, Honey Bee Trail, Hawks View Trail,Valiant Hills Trail, CK
Community Trail, Julius Meyers Trail, Ronald Reagan Park Trail, Verdemont
Ave Trail, Skyline Trail and Cable Canyon Trail.
II. Trails Standards
A. Multi-use Interior
In locations where the trail bisects the interior of neighborhoods and the
intended use includes bicycles the following standards will apply:
Minimum width 40 ft to include a 12 ft decomposed Granite track a 12 ft paved
track and a 8 ft landscaped buffer on each side There will be a 3 rail vinyl
fence separating the two tracks and 6 ft high masonry boundary walls for
homeowner privacy. These trails will have breaks in them to allow access to
neighborhoods where applicable. See illustration A.
B. Multi Use Street Side
In locations where the trail parallels the road and a bicycle lane is
provided on the road with a sidewalk on the opposite side of the
road, the following standards will apply:
Minimum 20 ft wide corridor to include a 10ft decomposed granite track,
buffered on each side with 5 ft of landscape. There will be a 3 rail vinyl fence
between the landscape and the track on the street side and a 6 ft high masonry
privacy wall on the home side On all street side trails the trail will be
continuous on one side of the street to minimize the hazard street cro~ings.
See illustration B.
C. Fuel Modification Zones Hillside Management Overlay and Single Trails
In areas where there are fuel modification zones used and the terrain is to
uneven to include bicycles, the following standards will apply:
Minimum 12 ft decomposed granite track (this will allow access for emergency
vehicles) with 4 ft landscaping on each side. There will be ornamental iron
fencing on each side of the landscaping. Where homes adjoin the trail there
will be a 6 ft masonry privacy wall. If there is a view the the masonry wall may
be substituted for ornamental iron. See illustration C.
III. Trails Descriptions
A. Fencing ~ _
1. White Vinyl, ornamental iron, or masonry block will be used where
appropriate to trail standards.
2. Gates will be used on the 12 ft wide fuel modification zones and single

trails where there is a need to restrict unauthorized traffic and still
allow access to maintenance and emergency vehicles. These gates will be
designed to allow access to hikers, and horses while remaining securely
locked:
3. Entrances to decomposed granite portions of the multi-use trails will be
designed with a feature to restrict motorized vehicles.
B. Landscaping
The landscaping on the trails will fulfill the following requirements;
1. It will enhance the rural nature of the Verdemont area.
2. It will provide a buffer in the event of fire.
3. It will be low maintenance and drought resistant.
4. It will serve to preserve the natural vegetation found in the area.
5. It will nourish the needs of the wildlife found in the area.
C.Footing
On tracks designed for hiking and equestrian use, the surface will be
decomposed granite. On tracks in the interior trails where bicycles are
. permitted the secondary surface will be black top.

D. Signage
1. Signs outlining authorized use and trail etiquette will be limited in
size and numbers to minimize the visual impact on the trails
2. Monuments and special recognitive plaquing is desirable.
Future adornment will be sought after from different community
organizations and agencies. Plaques recognizing plant, animal, site
historical value, or persons of historical contributions are desirable and
may be purchased or funded to be placed on the trails system with approval
of the current Trails Committee at time of request, and the approval of LMD
agencies involved with maintenance, and City council if any legal
problems arise.
3. Trail name signs, are to be incorporated in the design at trail heads of
each new section as it is developed.
4. Street signs will be posted where the trail intersects streets. Modified
surfaces at crossings will be required to clearly denote a trail crossing.
E, Enforcement
Enforcement of rules and regulations specific to the trails, as well as any
other unlawful activity, will be the responsibility of the appropriate law
enforcement agency.

F. Authorized Uses
The goal in the development of a Multi-use trail system is to provide a
place to engage in a variety of activities. With the combined surfaces the

trails will attract bicycles, horses, walkers, joggers, hikers, strollers,
skaters, etc.. The posted regulations on the trail heads will indicate which
activities are allowed.
G. Funding
Funding for the trails system may be provided through a variety of means
1. Developer requirements under CIP # PR07-01
2. San Bernardino City master trails system
3. Local, State and Federal grants
4. rails to trails
5. Cal-Trans (optional transportation)
6. Personal and civic contributions
H. Maintenance
City of San Bernardino Parks and Recreation LMD assessments are
responsible for trail maintenance Sections of the trail can be adopted for
upkeep and improvements with the approval of the trails commission
and city council

I. Legal
LEGAL STATUS OF VERDEMONT HIKING TRAILS SYSTEMS
CIP number is PR07-01
SECTION # 1
Having located and Identified current tracts or parcels,see appendix B
(with future parcels and tracts to be added), public and I or private,
impacted by Verdemont Trails System, that:
a. these routes be accepted and dedicated to the city as legal routes, both on
the streets and fuel mod areas and in LMD layouts,
b. and that they are designed for and approved by, the development
and planning services, with standard safety and pedestrian and
bicycle and horse conCerns, for year round use.
c. and said trails systems are maintained by LMD under control and
administration of Parks and Recreation of the City of San Bernardino,
d. and they are to be included into the San Bernardino City Master plan for
Hiking trails,
e. and also be designed to interact with any and all nearby San Bernardino
County trails system to the North and West, to include possible Devore
and Glenn Helen trails systems.
f. These said trails are extensions of those parks and or Schools within the
state of California, County of San Bernardino and City limits of San
Bernardino, and since they have immediate access to and from those
public entities, with no restrictions to passage, they therefore being

recognized as such extensions, would qualify them for the protections of
section #2 here in:
SECTION # 2-
That any and all Verdemont Hiking Trails systems that interact
with, and! or connect to: any San Bernardino City! County Parks system, or
any San Bernardino City and or County Schools system:
a. have the same protection and! or impact: from or to: the community within
which they are established, re: Jessica's Law, or Megan's Law, or any other
laws that would extend the protection to and for the children and families:
1. Using said trails
2. Residing near said trails,
regarding state or federal, mandated clear zones from
a. sexual, or violent offenders etc.
b. gang activities and! or illegal drug sales activities or use
. c. federal gun and explosives laws
d. vandalism and graffiti laws
e. state or county or city loitering laws and statues
f. any and all local curfew regulations
g. any local civil laws and regulations

promote an active healthy lifestyle. Multi-use trails will provide greenbelts to promote
wildlife and plant conservation. The commission wishes to develop a specific plan that
will insure consistency when new developments are proposed. Once the master trail
route is in place and all standards are clearly defined developers will know what is
required of them under CIP # PR0701 . The result will be a planned community that
will be a benchmark, attracting new residents to San Bernardino. Multi-use trails create
I living spaces that are more visually and functionally appealing. They raise property
values and create a market for small local businesses.

I. Trails Locations
A. Route Description
Starting at Ronald Reagan Park on Irvington Ave. the Chestnut Trail will run
north to Verdemont Ave. The Verdemont Ave Trail will run on the north side of
Verdemont Ave. from Little League to Palm. The Valiant Hills Trail will parallel
Little League Drive from Meyers Road across Verdemont Road to connect to
Honey Bee Trail. Honey Bee Trail will run from Valiant Hills Trail to Verdemont
Ave. where it will connect to the Chestnut Trail. The Skyline Trail will begin at
Verdemont Ave and run NE to the top of Palm then SE to Olive. There it will
become Hawks View Trail and continue SE to Ohio then east to Pine Ave. As
part of future development,it will continue to Cal State University San Bernardino.
The Ronald Reagan Trail will run from Little League Ave. to Ronald Reagan

Park. The CK Community Trail will run from Meyers Road to the Community
Center as part of the Meyers Creek project. The Julius Meyers trail will begin at
Little League Road and Meyers Road. It will run west on Meyers Road to
Meyers Creek , then follow the abandoned old meyers road to Wendy Ranch
Road where it will reconnect to Meyers road and continue to the end. The Cable
Canyon trail will run from the community center north along the levee to Cable
Canyon Road where it will connect , in the future, to the Julius Meyers Trail with
access to trails in Devore.
1 . Routes have been chosen for accessibility to the general public, Parks,
Schools and community activity centers.
2. Routes have been chosen based on conditions of growth and development,
and to develop routes back into pre- existing communities where possible.
3. Routes have been chosen for maximum exposure to rural life styles, and areas
friendly to hiking and Equestrian use.
4. Routes will attempt to connect to other organized trails systems, and when
possible connect to wildlands boundaries, to allow direct egress and ingress
to the wildlands and the community, based on safety regulations, with some
restrictions of certain types or modes of transportation across those
connections to the wildlands areas.
5. Routes will connect to, and incorporate the use of flood control channels where
appropriate.
6. Routes WILL NOT be developed by use of "EMINENT DOMAIN" for trail
purposes only, against any private,singular residential property owner.
7. Routes will be developed by authority of City of San Bernardino under the
entitlement of : CIP # PRO7-01
B. Trail Names
1. Shall be chosen by the current Trails committee at time of development; or as
previously drawn up prior to April 1, 2008 by the original Verdemont Trails
committee , with due diligence to the developers' contributions, history and
credits to :
a. persons of integrity and or heroism.
b. persons of great contribution to America, California and San Bernardino.
c. persons of contribution to community development and especially the
Verdemont community.
d. historical events or persons related to the betterment of the Verdemont
Community ( ie: Julius Meyers, Irvington Hotel, Irvington Water co, Martins)
e. location of each section of trail as it relates to items such as:
Historical monuments, routes (ie cable canyon or Mormon trail etc., but not
limited to such) and streets , canyons , local known wild life inhabitants, flora
and fauna native to the Verdemont community.

® Summary: This will allow The Verdemont Trails System and Verdemont, to
retain its special historical value to the community and to share that information
with future generations.
2. Approved names will be used as the trail is developed. They are as follows:
Chestnut Trail, Honey Bee Trail, Hawks View Trail,Valiant Hills Trail, CK
Community Trail, Julius Meyers Trail, Ronald Reagan Park Trail, Verdemont
Ave Trail, Skyline Trail and Cable Canyon Trail.
Il. Trails Standards
A. Multi-use Interior
In locations where the trail bisects the interior of neighborhoods and the
intended use includes bicycles the following standards will apply:
Minimum width 40 ft to include a 12 ft decomposed Granite track a 12 ft paved
track and a 8 ft landscaped buffer on each side There will be a 3 rail vinyl
fence separating the two tracks and 6 ft high masonry boundary walls for
homeowner privacy. These trails will have breaks in them to allow access to
neighborhoods where applicable. See illustration A.
B. Multi Use Street Side
In locations where the trail parallels the road and a bicycle lane is
provided on the road with a sidewalk on the opposite side of the
® road, the following standards will apply :
Minimum 20 ft wide corridor to include a 10 ft decomposed granite track,
buffered on each side with 5 ft of landscape. There will be a 3 rail vinyl fence
between the landscape and the track on the street side and a 6 ft high masonry
privacy wall on the home side On all street side trails the trail will be
continuous on one side of the street to minimize the hazard street crossings.
See illustration B.
C. Fuel Modification Zones Hillside Management Overlay and Single Trails
In areas where there are fuel modification zones used and the terrain is to
uneven to include bicycles, the following standards will apply:
Minimum 12 ft decomposed granite track (this will allow access for emergency
vehicles) with 4 ft landscaping on each side. There will be ornamental iron
fencing on each side of the landscaping. Where homes adjoin the trail there
will be a 6 ft masonry privacy wall. If there is a view the the masonry wall may
be substituted for ornamental iron. See illustration C.
Ill. Trails Descriptions
A. Fencing
I 1. White Vinyl, ornamental iron, or masonry block will be used where
appropriate to trail standards.
2. Gates will be used on the 12 ft wide fuel modification zones and single

trails where there is a need to restrict unauthorized traffic and still
allow access to maintenance and emergency vehicles. These gates will be
designed to allow access to hikers, and horses while remaining securely
locked.
3. Entrances to decomposed granite portions of the multi-use trails will be
designed with a feature to restrict motorized vehicles.
B. Landscaping
The landscaping on the trails will fulfill the following requirements;
1. It will enhance the rural nature of the Verdemont area.
2. It will provide a buffer in the event of fire.
3. It will be low maintenance and drought resistant.
4. It will serve to preserve the natural vegetation found in the area.
5. It will nourish the needs of the wildlife found in the area.
C. Footing
On tracks designed for hiking and equestrian use, the surface will be
decomposed granite. On tracks in the interior trails where bicycles are
permitted the secondary surface will be black top.
D. Signage
1. Signs outlining authorized use and trail etiquette will be limited in
size and numbers to minimize the visual impact on the trails
2. Monuments and special recognitive plaquing is desirable.
Future adornment will be sought after from different community
organizations and agencies. Plaques recognizing plant, animal, site
historical value, or persons of historical contributions are desirable and
may be purchased or funded to be placed on the trails system with approval
of the current Trails Committee at time of request, and the approval of LIVID
agencies involved with maintenance, and City council if any legal
problems arise.
3. Trail name signs, are to be incorporated in the design at trailheads of
each new section as it is developed.
4. Street signs will be posted where the trail intersects streets. Modified
surfaces at crossings will be required to clearly denote a trail crossing.
E. Enforcement
Enforcement of rules and regulations specific to the trails , as well as any
other unlawful activity, will be the responsibility of the appropriate law
enforcement agency.
F. Authorized Uses
The goal in the development of a Multi-use trail system is to provide a
place to engage in a variety of activities. With the combined surfaces the

trails will attract bicycles, horses, walkers, joggers, hikers, strollers,
skaters, etc.. The posted regulations on the trail heads will indicate which
activities are allowed.
G. Funding
Funding for the trails system may be provided through a variety of means
1. Developer requirements under CIP # PRO7-01
2. San Bernardino City master trails system
3. Local, State and Federal grants
4. rails to trails
5. Cal-Trans ( optional transportation)
6. Personal and civic contributions
H. Maintenance
City of San Bernardino Parks and Recreation LIVID assessments are
responsible for trail maintenance Sections of the trail can be adopted for
upkeep and improvements with the approval of the trails commission
and city council
I. Legal
LEGAL STATUS OF VERDEMONT HIKING TRAILS SYSTEMS
CIP number is PR07-01
SECTION # 1
Having located and identified current tracts or parcels,see appendix B
( with future parcels and tracts to be added), public and /or private,
impacted by Verdemont Trails System , that:
a. these routes be accepted and dedicated to the city as legal routes, both on
the streets and fuel mod areas and in LMD layouts,
b. and that they are designed for and approved by, the development
and planning services, with standard safety and pedestrian and
bicycle and horse concerns, for year round use.
c. and said trails systems are maintained by LIVID under control and
administration of Parks and Recreation of the City of San Bernardino,
d. and they are to be included into the San Bernardino City Master plan for
Hiking trails,
e. and also be designed to interact with any and all nearby San Bernardino
County trails system to the North and West, to include possible Devore
and Glenn Helen trails systems.
f. These said trails are extensions of those parks and or Schools within the
state of California, County of San Bernardino and City limits of San
Bernardino, and since they have immediate access to and from those
public entities, with no restrictions to passage, they therefore being

recognized as such extensions, would qualify them for the protections of
section #2 here in:
SECTION #2-
That any and all Verdemont Hiking Trails systems that interact
with, and / or connect to: any San Bernardino City/ County Parks system, or
any San Bernardino City and or County Schools system:
a. have the same protection and/ or impact: from or to: the community within
which they are established , re: Jessica's Law, or Megan's Law, or any other
laws that would extend the protection to and for the children and families
1. Using said trails
2. Residing near said trails,
regarding state or federal, mandated clear zones from
a. sexual, or violent offenders etc.
b. gang activities and/ or illegal drug sales activities or use
c. federal gun and explosives laws
d. vandalism and graffiti laws
e. state or county or city loitering laws and statues
f. any and all local curfew regulations
g. any local civil laws and regulations
