SUBJECT
Resolution of the City of San Bernardino authorizing the City Manager to execute Amendment
No. 3 to the Services Agreement with the San Bemardino City Unified School District for the
operation of the School Crossing Guard Program by the Police Department.
BACKGROUND
The City of San Bernardino and the San Bernardino Unified School District have participated in
the school crossing guard program for a number of years. Currently, the Police Department has
administrative oversight of the program and both parties contribute fifty-percent (50%) of the
fmancial costs of operating the program. The most recent services agreement expired June 30th,
2007. Crossing guards are vital to protect the safety of elementary school students while walking
on city streets to and from school.

The Police Department's adopted budget for FY 2007/2008 includes $390,000 for crossing guard
services (Account #001-217-5014 / Part Time Salaries). Projected revenues arising from
reimbursements from the San Bernardino City Unified School District are anticipated to be
$195,000 (Revenue account #001-000-4740 / Miscellaneous Police Receipts).
FINANCIAL IMPACT
The cost of the crossing guard program for FY 2007/2008 is budgeted at $390,000. With the
approval of Amendment No. 3 to the Services Agreement, the San Bernardino City Unified
School District will reimburse the City fifty-percent (50%) of these costs or $195,000.

SECTION 1: The City Manager of San Bernardino is hereby authorized and directed to
7 execute Amendment No.3 to the Services Agreement for FY 2007/08 with the San Bernardino
8 City Unified School District amending specified terms and conditions, attached and incorporated
9 herein as Exhibit A.
10 SECTION 2: The authorization to execute the above referenced amendment to the
11
Services Agreement is rescinded if it is not issued within ninety (90) days of the passage of this
12
resolution.

TIllS AGREEMENT is made and entered into this 18th day of May2008.by and between the SAN
BERNARDINO CITY UNIFIED SCHOOL DISTRICT, hereinafter referred to as the "DISTRICT"
with its principal place of business at 777 North "F' Street, San Bernardino, California 92410, and CITY
OF SAN BERNARDINO - POLICE DEPARTMENT, hereinafter referred to as "CITY" having a
business address at 71 0 N. "D" Street, San Bernardino, California 92401.
I. TERM OF AGREEMENT
This Agreement is effective beginning July I, 2007, and continuing through June 30, 2008. The
school year is from July 1 to June 30 of each succeeding year.
V. CITY'S FEE AND PAYMENT THEREOF
A. In accordance with negotiations with the CITY, the DISTRICT agrees to compensate the
CITY for one-half of the cost of services rendered to accomplish the results required
hereunder, in the total amount not-to~xceed $195,000.00 (one hundred ninety five
thousand dollars). Invoices are submitted quarterly (every three months).
All other terms and conditions will remain the same.
