Synopsis of Previous Council Action:
5/07/07 - Resolution No. 2007-131 was adopted requesting that the City's Primary
Municipal Election be consolidated with the November 6, 2007 election
conducted by the County of San Bernardino.
11/05/07- Resolution No. 2007-448 was adopted placing the "Service User's Tax
Reduction and Modernization Act" on the ballot for a Special Municipal
Election to be consolidated with the February 5, 2008 Presidential
Primary.
Recommended Motion:
Authorize the Director of Finance to amend the FY 2007-2008 budget by appropriating
$145,300 from the Budget Reserve into Account No. 001-032-5502 (Professional and
Contractual Services) to cover the cost of the FY 2007-2008 Elections held on
November 6, 2007 and February 5, 2008.

Backeround: .
On May 7, 2007, Resolution No. 2007-131 was adopted requesting that the City's Primary
Municipal Election be consolidated with the November 6, 2007 election conducted by the
County of San Bernardino. The Primary Election was held for the purposes of electing
council members in the Third, Fifth, Sixth, and Seventh Wards and the offices of City
Attorney, City Treasurer, and City Clerk.
On November 5, 2007, Resolution No. 2007-448 was adopted placing the "Service User's
Tax Reduction and Modernization Act" on the ballot for a Special Municipal Election to be
consolidated with the February 5, 2008 Presidential Primary. The Measure appeared on
the ballot as Measure L.
The FY 2007-2008 budget included S389,000 for the regularly scheduled election in
November. At the time that the FY 2007-2008 budget was being prepared, no election had
been scheduled for February 2008; consequently, no funds were budgeted to pay for the
cost ofthe February 2008 election (Measure L).
The Registrar of Voters Office has submitted invoices for both elections and they total
S534,249 so we need a budget amendment to transfer S145,300 from the General Fund
Budget Reserve into Account No. 001-032-5502 (professional and Contractual Services) to
cover the costs of both the November 2007 and February 2008 elections.

Recommendation:
