Synopsis of Previous Council Action:
5-7-08 - Ways and Means Committee. Recommended an Ordinance change prior to
recommending fee adjustments to reflect stand alone and larger salon type operations.
10-6-90 - Ordinance MC-744. An Ordinance amending Chapters 5.04, 5.16, 5.20, 5.42
and 5.68 of the San Bemardino Municipal code relating to business licenses and fees.

An Ordinance of the City of San Bernardino amending Section 5.04.015 of the San Bernardino Municipal
Code by adding Sub Section "En relating to Business Registration Certificate Application processing fees.

In response to a request from the City Manager that we look at ways to increase business registration
revenue, the City Clerk's office is suggesting that the Council consider the possibility of imposing
processing fees for business registration applications.
Numerous cities throughout Californis charge a processing fee for new and/or renewal business registration
applications. This fee is in addition to the annual business registration fee collected from businesses
operating within a particular city's jurisdiction. A survey oflocaljurisdictions resulted in the following
fees:
Cathedral City (9/07)
Colton
Corona
Fontana
Ontario
Rancho Cucamonga
Redlands
Riverside
$20 processing fee - $7 fee for renewal
$25 processing fee - $10 fee for renewal or changes
$40 processing fee - $ t 0 fee for renewal
$35 processing fee - $15 fee for renewal
None
None
$50 processing fee - $20 fee for renewal
None
The City Clerk's Office has analyzed stafrs time to process both new and renewal applications; results are
$15.79 and $12.32 respectively. At this time we propose a $10.00 processing fee for both new and renewal
applications. In addition, our office recommends exempting daily and monthly business registration
applications from the processing fee. Although staff time is the same to process such applications, renewal
packages and reminder notices are not mailed to these accounts due to their transient nature. In addition,
most of the registrations issued in these categories have a considersbly lower registration fee than a service-
based business or one with a commercial location.
The Ways and Means Conunittee recommended this new fee at their meeting on May 7,2008. In addition,
the City Manager's Office will be setting a public hearing to be heard on June 2, 2008 to discuss the
adjustment of various user fees and the establishment of new user fees.
Financial Imoact
If the new application processing fees are implemented, projected additional annual revenue would be
$170,000.
Recommendation
That the ordinance be laid over for fmal adoption.

5.04.015 Business Registration Certificate - Application - Issuance.
Each new or renewal business registration application shall be accompanied by a
non-refundable application processing fee established by resolution of the Mayor
and Common Council which shall be no more than necessary to cover the costs of
processing. This fee shall be in addition to the business registration fee and shall
not be prorated. Daily and Monthly Business Registration Applications shall be
exempt from this requirement.
