That Civic and Promotion funding in the amount of $27,055 be authorized for the
conduct of the 2008 4th of July parade, street fair and celebration at Arrowhead
Credit Union Park.

Sublect:
Request for Civic and Promotion funding in the amount of $27,055 for the 2008 4th of
July parade, street fair and fireworks celebration at Arrowhead Credit Union Park.
Back2round:
The Parks, Recreation and Community Services Department has successfully conducted 4th of
July celebrations since 1990. For several years, the Department jointly sponsored 4th of July
events with the Inland Empire 66ers of San Bernardino. Last year, the 66ers were out of town
and the committee explored having the festival downtown. Due to the excessive cost associated
with producing a stand-alone event, the event was held at Arrowhead Park. It included a parade,
which started downtown and ended at the stadium, where the community participated in games
and enjoyed the fireworks. The 66ers will be in town this year, and have committed to co-
sponsor the 2008 4th of July Celebration.
In an effort to continue the tradition enjoyed by city residents in the past, the 2008 4th of July
event will include entertainment (Good Time Band - patriotic, blue grass, and country western
music) and activities including a parade, games, and a health fair.
Staff and volunteers will assist with the production of this year's event.
Both the Fire and Police Department have conducted a detailed analysis of the event and have
given the committee a cost breakdown that is included in the proposed 2008 4th of July budget.
The safety concerns related to fireworks and crowd containment have been addressed.
Additiornllly, the Mayor's Office is coordinating a parade in conjunction with the 4th of July
celebration. The parade timing will be coordinated with the events taking place at the stadium.

celebrations, as well as the proposed costs for the 2008 4th of July celebration.

Financial Impact:
. Civic and Promotion funding in the amount of$27,055 is being requested for the 2008 4th of July
celebration.
The 66ers have committed to contribute in-kind services including use of the stadium, parking
lot, sound system, lighting, electricity and staffing to close and clean up. The 66ers have placed
a value of $50,000 on the in-kind contributions. Additionally, the 66ers will be contributing
$5,500 toward the cost of the fireworks display.
Recommendation:
That Civic and Promotion funding in the amount of $27,055 be authorized for the conduct of the
2008 4th of July parade, street fair and celebration at Arrowhead Credit Union Park.
