M/CC Meeting Date: May 19, 2008 Synopsis of Previous Council Action: December 17, 2007 — Resolution 2007-482 was approved for a Cost of Living Allowance (COLA) increase for July 1, 2007 through June 30, 2008 for the Head Start Preschool Program including (flat rate) salary increases for the Teacher Director, Lead Teacher (new position), Teacher Aide, Custodian Head-start part-time and Administrative Clerk Head-start positions effective July 1, 2007 through June 30, 2008. Recommended Motion: 1. Increase the salary for the position of Teacher Director Head-Start from $17.04 per hour to $19.00 effective 07/01/07. 2. Create the classification of Lead Teacher Head-Start, $15.20 per hour effective 07/01/07 and approve the attached job description. 3. Increase the salary for the position of Teacher Head-Start from $14.60 per hour to $14.82 per hour effective 07/01/07. 4. Increase the salary for the position of Teacher Aide Head-Start from $9.91 per hour to $10.06 per hour effective 07/01/07. 5. Increase the salary for the position of Custodian Head-Start from $8.40 per hour to $8.53 per hour effective 07/01/07. 6. Increase the salary for the position of Administrative Clerk from $10.19 per hour to $11.84 per hour effective 07/01/07. 7. Background: The Head Start Preschool Program has been in operation at Delmann Heights Community Center for the past thirty-one years. The school began with one class of 15 children and now has sixty children enrolled. The program curriculum includes music, language arts, math, and science. A healthy meal is also provided for each child. The Mayor and Common Council approved the amendment to contract 05-689 with the County of San Bernardino on December 17, 2007. The Parks and Recreation department has been working with the County Preschool Services Department to develop the new job classification of Lead Teacher (see attached). Final approval from the County of San Bernardino was received in March 2008. Per the agreement the following salary increases are requested, retroactive to July 1, 2007: CURRENT PROPOSED POSITION SALARY SALARY Teacher Director Head-Start S 17.04 $ 19.00 Lead Teacher Head-Start New classifications $ 15.20 Teacher Head-Start $ 14.60 $ 14.82 Teacher Aide Head-Start $ 9.91 $ 10.06 Custodian Head-Start $ 8.40 $ 8.53 Administrative Clerk $ 10.19 $ 11.84 The Human Resources Department reviewed and confirmed the budget information and recommends the proposed salary increases. Financial Impact: The Head-Start program is federally funded and will not require a city match; therefore, there will be no impact to the General Fund. The FY 2007-08 cost is estimated at $4,100. JOB SUMMARY Under general supervision of the Teacher/Director, plans, develops, teaches, and may supervise the day to day operation of the state licensed parent participation preschool program; and performs related duties as required. DISTINGUISHING CHARACTERISTICS The Lead Teacher is a specialist position in the Recreation Branch of the Parks,Recreation and Community Services Department. Supervision is received from the Teacher/Director and the Human Services Program Manager. ESSENTIAL DUTIES AND RESPONSIBILITIES The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar,related or a logical assignment to this class. 1. Provides courteous and expeditious customer service to the general public and City department staffs. 2. In the absence of the Teacher/Director, Plans, develops, conducts, supervises,teaches and manages the Head-start preschool program including, but not limited to, creative arts, motor skills, drama, social development and appropriate activities. 3. In the absence of the Teacher/ Director, administers and directs parents volunteer program; prepares reports, communications and program evaluations; keeps detailed records and submits related reports; assists with developing program budget; assists in program publicity through use of flyers and newsletters. 4. Routinely adheres to and maintains a positive attitude towards City and Department goals; and performs Center Management related work as required. QUALIFICATIONS Knowledge of: 1. Policies, procedures, and regulations governing the conduct and safety of persons using equipment and facilities; Lead Teacher(Headstart) Page 1 2. Principles and practices of Head-start Preschool programs and activities; 3. First Aid and safety practices; 4. Effective teaching techniques of preschool age children. Ability to: 1. Plan,develop,conduct,teach and supervise children's activities; 2. Organize,direct and train Head-start preschool staff and volunteers; 3. Communicate clearly and concisely,orally and in writing; 4. Establish and maintain effective relationships with those contacted in the course of work; 5. See in the normal visual range with or without correction; 6. Hear in the normal audio range with or without correction. 7. Transport materials and supplies weighing up to 20 pounds. Education,Training and Experience: Must be 18 years of age or older and possess a high school diploma or GED equivalent; and 16 semester units (24 quarter units) of Early Childhood Education and four years experience in the education and supervision of preschool children. Possession of a valid Regular Children's Center Permit or Early Childhood Instructor's Permit or possession of a Child Development Master Teacher Permit is required. Recent tubercular clearance(within one year)and health examination(within three months)are required of applicants prior to appointment. For out of State applicants, a valid driver's license is required. A valid Class "C" California Driver's License must be obtained within (10)days of appointment(CA Vehicle Code 12405c).
