Descr.l Finance: Council Notes: Agenda Item No. Q STAFF REPORT SUBJECT: Resolution authorizing the submittal of the updated OES Fonn 130-Designation of Applicant's Agent Resolution to the State Office of Emergency Services. BACKGROUND: The California Disaster Assistance Act authorizes the Director of the Governor's Office of Emergency Services (OES) to administer a disaster assistance program that provides financial assistance from the state for costs incurred by local governments as a result of a disaster event. The program also provides for the reimbursement of local government costs associated with certain emergency activities undertaken in response to a state of emergency proclaimed by the Governor. In addition, the program may provide matching fund assistance for cost sharing required under federal public assistance programs in response to a Presidential Major Disaster or Emergency Declaration. OES requires that local agencies have on file the OES Form 130-Designtion of Applicant's Agency Resolution. The OES resolution requires that the City designate an agent or © preferably multiple agents to authorize documents for processing reports, reimbursement requests, and all other matters pertaining to financial assistance. Funding is not provided until this form has been approved by the State and on file. In order to ensure prompt payment of future state and federal funding, the City must submit a new Designation of Applicant's Agent Resolution form to OES that identifies the City of San Bemazdino authorized agents by titles. It is recommended that individual names not be assigned, only titles, due to reorganization of staff. Therefore, staff requests that the Mayor and Common Council designate the City Manager, the Duector of Finance, the Fire Chief, the Deputy Fire Chief, and the Disaster Management Coordinator as authorized agents to act on behalf of the City for all matters pertaining to assistance from federal and/or state. FINANCIAL IMPACT: There is no financial impact. However, future disaster payments may be delayed due to the title of authorized agents not filed with OES.
