STAFF REPORT
Subjed:
Authorization to implement a "Residential parking Permit" Program on Northstar Street and Brighton
Court south of Northpark Boulevard in the vicinity of California State University San Bernardino.
Background:
A new tract of homes was recently completed near California State University San Bernardino. The tract
is located directly across Northpark Boulevard from the university. Nine of the nineteen houses in this
tract have been sold. Shelley Robertson, a representative of the fmn that is selling the remaining houses
contacted the City's Development Services Department. She claims that students from the university are
parking their cars on the streets in the tract, causing a detriment to sales of the remaining homes. In
addition, the increase in the number of vehicles parked in this residential neighborhood is already creating
health and safety issues even though some of the homes are not yet occupied. Driveways are blocked by
parked cars and sight visibility is restricted. She requested that a residential parking permit program be
established on the streets within this tract. The residential parking permit program requested would
consist of establishing a "No Parking Except by Permit" zone whereby vehicles displaying a permit are
exempt from the parking prohibition.
There are two streets within this tract: Northstar Street and Brighton Court. A petition was written by
staff and circulated by the sales representative to gauge support for the requested residential parking
permit program. All nine ofthe residents of the homes that have been sold signed the petition agreeing to
the implementation of a residential parking permit program. The developer signed the petition on behalf
of the properties that remain unsold.
.In view of the support for the proposed program, staff recommends that a residential parking permit
program be established on the following streets:
· Northstar Street between Northpark Boulevard and the end of Northstar Street south of Brighton
Court.
· Brighton Court between Northstar Street and the end of Brighton Court east of North star Street.
For each program, staff determines how many signs will be required so that there is adequate signage to
make people aware of the parking prohibition. Staff determined that 20 signs would be required for this
program.
Financial Impad:
The estimated cost of $ 2,000 for installing the "No Parking" signs will come from Account No. 001-402-
5111 (Street Maintenance).
Recommendation:
Adopt Resolution.

We. the residents of the above named streets do hereby petition the City of San Bernardino to implement a
"Residential Parking Permit Program" on the streets in front of our homes. Mv siMature below indictltes

approved. "No Parking" zones will be implemented on the streets in front of our homes. Vehicles displaying a
parking permit issued by the City will be exempted from the parking prohibition. The City may issue up to 4
permits per residence. This request is made in order to resolve several neighborhood concerns associated with
parking from the students of California State University San Bernardino.

SECTION I: For the purpose of establishing a Residential Parking Permit
Program pursuant to San Bernardino Municipal Code Section 10.16.180, on residential streets
located within the boundaries of Tract No. 16865, Resolution No. 3985, which prohibits parking
upon certain designated streets or portions thereof, Section 2-3/4 is amended by adding the
following subsections:
