REOUEST
The appellant, Barbara J. Roberts, is appealing the approval
of Conditional Use Permit 89-4 by the Planning Commission.
The appellant requests that the Mayor and Council reconsider
the approval of Conditional Use Permit No. 89-4 and deny the
project.
BACKGROUND
Conditional Use Permit No. 89-4 is a request to construct a
202 unit mobile home park in the RU-1, Urban Residential-One
Land Use Designation of the Verdemont area. The 37.4 acre
site is located on the south side of Kendall Drive between
the Cable Creek Flood Control Channel and a proposed City
park~ Interstate 215 borders the property to the .south.
The proposed mobile home park is consistent with the General
Plan adopted June 2, 1989, in that the mobile home park is
allowed in the RU-1, Urban Residential Land Use Designation
with the issuance of a Conditional Use Permit for a PRD,
Planned Residential Development with 30 percent open space
developed in the project.
An initial study was prepared and reviewed by the Environ-
mental Review Committee on April 6, 1989. The committee
recommended a Negative Declaration. The study was made
available for public review and comment. No comments were
received.
The appellant is appealing the approval of Conditional Use
Permit 89-4 because of traffic and high wind concerns
(Attachment A). Mrs. Roberts felt that the traffic study
prepared for the site was inadequate because the study did
not take into consideration the apartment projects located at
Palm and Kendall or the Shadow Hills apartment complex
located at pine and Kendall. In response to this concern the
applicant had their Traffic Engineer perform on addendum
study to the initial traffic study provided in the review of
the project. This addendum study indicates that those
projects were included in a prior cumulative traffic impact
analysis done in the area and that information was
considered. The addendum study indicates that a Level of
Service "B" will result after build-out of the mobile home

park and apartments at the signalized intersection of
relocated pine and Kendall. And, Level of Service "C' is
expected at the signalized intersections of Palm and Kendall
and University and. Kendall. In addition, the Traffic
Engineer is in the best position to judge the need for, and
type, of traffic report necessary for a development project.
Neighboring projects have been done in the vicinity to
justify not requiring an extensive cumulative re-study.
The high wind hazard was considered during the project
review. Fire-proof roofs with hurricane clips have been
required for the mobile homes. Extensive tie downs designed
to withstand 80 mph wind load or 20 psf have also been
required. A masonry foundation is required for each home
with permanent attachment connections.
The Mayor and Council may deny the appeal and approve
tional Use Permit 89-4, or uphold the appeal and deny
tional Use Permit 89-4.

Dear Mr. Kilger:
Please note the corrections/additions to my letter dated May 31,
89, (attached).
Also, to further clarify my concerns regarding the Pine Avenue
re~alignment" I am confused as to the location of the proposed
intersection. Recently, a re-alignment of Pine at Kendall has
been completed. However, it would seem that there may be yet another
Pine/Kendall intersection constructed, as part of TT's No. 12150
and 12151.
In December 1984, I appealed the decision of the Planning Commission
to approve Tracts No. 12150 and 12151, which would permit a 318
unit planned residential development. A re-alignment of Pine was
proposed as part of these projects. On January 8, 1985, my appeal
was denied and the decision of the Planning Commission was upheld
by Mayor Holcomb and members of the Common Council. For whatever
reason, the developer did not go forward with the completion of
his proposed projects. It is my understanding that said projects
were included in the city-wide moratorium - eventually - in 1987.
I hope this information helps to explain my interest in the Pinel
Kendall re-alignment and clarifies my reference to "Shadow Hills"
My apologies for a rather incoherent letter of appeal which was
put together rather hastily when I learned no one else has submitted
such an appeal.
Please let me know when this project is scheduled to Come before
the Mayor and Council.

FINDINGS OF FACT
1. The proposed use conforms to the objectives of the
city's Interim Policy Document adopted by the Mayor and
Common council May 23, 1988, amended June 6, and August
1, 1988, and adopted by the State Office of Planning and
Research on June 9, 1988, in that the document
designates the site RU, Residential Urban which allows
mobile home parks.
2. The proposed use will not adversely affect the adjoining
land uses and the growth and development of the area in
which it is proposed to be located in that a mobile home
park is permitted in any zone, with a Conditional Use
Permit, and conditions are included which will make the
project compatible with the surrounding residential
areas.
3. The size and shape of the site proposed for the use is
adequate to allow the full development of the proposed
use in a manner not detrimental to the specific area in
that sufficient parking is provided for the mobile
homes, guest parking is provided, all development
standards of the Municipal Code have been met.
4. That the traffic generated by the proposed use will not
impose an undue burden upon the streets and highways
designed and improved to carry the traffic in the area
in that Kendall is a major arterial designed to carry
high volumes of traffic and traffic generated by the

Dear Mr. Flesh:
SUMMARY STATEMENT
The appeal is based on the City's Traffic Engineer foregoing
an extensive cumulative traffic impact analysis. The decision was
based on the fact that a cumulative impact analysis was just
completed and further study for Palm and Kendall was imminent. An
extensive study for the intersection of pine and Kendall would have
been duplicative and not justified.
If the appellants had inquired, the City or the consultant could
have advised them of the work already completed or planned in the
area. The two apartment developments (300 units and 318 units)
were included in the prior cumulative analysis and the information
is presented in this addendum report.
The traffic signal proposed for relocated pine and Kendall should
adequately provide traffic mitigation for any impacts at this
intersection. The signalized intersection of relocated Pine and
Kendall will show no lower than Level of Service "B" with build-
out traffic according to the revised General Plan. LOS "B" is far
superior to the LOS "E" or "F" experienced during congested rush
hours on some Los Angeles area freeways and most certainly is not
comparable to the area as stated in the appeal.

ADDENDUM TO REPORT
The concerns about pine and Kendall can be completely addressed
since we have recently completed two studies in the same vicinity
as the proposed Mobile Home Estates. We are presenting the
intersection analysis for the three intersect~ons, including the
projected traffic for the two apartment projects, one at Palm and
Kendall and the second at realigned pine and Kendall.
The results of our analyses indicate the following:
The existing traffic at Palm and Kendall is 982 vehicles during
the morning peak hour. The projected morning peak hour traffic at
the intersection for i994 is approximately 1905 vehicles. The
approximate difference of 923 vehicles includes the 165 trips
generated by the 318 apartment units on Palm and the 156 trips
generated by the 300 apartment units on pine during the morning
peak hour, and traffic generated by build-out of additional area
developments. The projected afternoon peak hour traffic of
approximately 2380 vehicles therefore also includes the 200 trips
generated by the apartment units on Palm and the 189 trips
generated by the apartment units on pine during that hour.
The proposed mobile home park is expected to generate 98 trip ends
during the morning peak hour and 134 trip ends during the afternoon
peak hour. This additional traffic, and the traffic generated by
the 300 apartment units on Pine, was distributed (in proportion to
the existing traffic) and added to the existing traffic at pine and
Kendall. It was determined that the reloca,ted pine and Kendall
would be able to operate at a level of traffic service "B" (LOS
"B") with the above traffic and a configuration of one left turn
lane and one shared through-right lane on each approach.
The traffic generated by the mobile home park was also added to
the projected 1994 traffic for pine and Kendall (including, as
outlined above, the apartment units on Pine and on Palm). The
intersection will be able to function at LOS "B" with Kendall Drive
widened to two lanes in each direction, in order to accommodate the
projected 1994 traffic.
The analyses conducted by aSI were based on the worst-case scenario
that the total traffic at pine and Kendall will use the relocated
pine and Kendall intersection. Actually, a significant 'amount of
this traffic can be expected to use the new pine and Kendall
intersection to the north, resulting from the extension of pine
(considered new Pine) to Kendall. This proposed route will be a
less circuitous and faster means of reaching Kendall for residents
to the east of the hill.

PALM AND KENDALL
Palm and Kendall is expected to be signalized soon and the
signalized intersection is expected to operate at LOS "C" which is
a totally acceptable level of traffic service. The actual LOS,
before the projects are built will be even higher. The results of
the level of service calculations are presented in the attached
table.
PINE AND KENDALL
pine and Kendall is expected to be signalized with the
participation from college Estates and, as pointed out above, the
level of traffic service is expected to be LOS "B". The LOS
calculations are shown in the attached table.
UNIVERSITY AND KENDALL
A recent study at University and Kendall included all proposed
development shown in the proposed general plan, including the
apartments under construction. The college Park Estates traffic
was included in the intersection traffic in the original study and
this level of service does not change; it is expected to be LOS
"C".
In defense of Hr. Wagdy I s decision mentioned in our original
report, he is totally aware of our work in the vicinity and a more
extensive study for your site would be duplicative and is certainly
not justified.

1. REOUEST
The applicant requests approval of a Conditional Use Permit
under authority of Code section 19.78.020(13) to construct a
202 unit mobile home park in an area designed RU, Residential
Urban on the Interim Policy Document with an underlying zone
of PRO 14 - Planned Residential Development 14 units per
acre. (See Attachment "F" - Site Plan.)
2 . SITE LOCATION
The subject property is a 37.4 acre parcel located in the
Verdemont Area, on the south side of Kendall Drive at the
southerly terminus of the proposed alignment of Pine Avenue.
The site is located between the Cable Creek Channel and a
proposed City park. Interstate 215 borders the property to.
the South. (See Attachment "H" - Location Map.)
3. MUNICIPAL CODE AND GENERAL PLAN CONFORMANCE
The proposed use is consistent with the San Bernardino
Municipal Code as shown in Attachment "A and the Interim
Policy Document (IPD) adopted by the Mayor and Common Council
on May 23, 1988, and amended on June 6, 1988 and August 1,
1988,and approved by the State Office of Planning and
Research on June 9, 1988. The Interim Policy Document
designates the area RU - Residential Urban. (See Attachment
"A", Municipal Code and General Plan Conformance.)
4 . CEOA
An Initial Study was prepared by staff and presented to the
Environmental Review Committee on April 6, 1989. The commi-
ttee recommended a Negative Declaration. The study was made
available for public review and comment from April 13, 1989
to April 26, 1989. No public comments were received. (See
Attachment "E" Initial Study.)
5. BACKGROUND
An application for a 256 unit mobile home park was approved
for this site with Conditional Development Permit 1150 on May

19, 1980.. The approved plan was modified'and the time limit
extended. However, no action was taken on the permit and the
. approval expired.
This present application was filed February 1, 1989, con-
taining plans for a 242 unit mobile home park. During the
review process, it was determined that the Interim Policy
Document requires that all mobile home parks to be developed
at Planned Residential Development (PRD) standards. The
difference in these standards are that Mobile Home Parks are
required to have a 10 percent open space while Planned
Residential Developments are required to have 25 percent open
space. Furthermore, the Verdemont Area Plan requires 30
percent open space in Planned Residential Developments. The
park was redesigned to meet the Verdemont PRD standards with
30'percent of the site devoted to open space.
6. ANALYSIS
PARK DESIGN
The proposal for the 202 unit mobile home park includes a 20
foot landscaped setback from Kendall Drive. A 6 foot peri-
meter wall is provided on three sides. A sound wall is
provided along the property line abutting Interstate 215. The
proposal includes 11.15 acres of open space, a 4,4~ square
foot club house with a swimming pole and spa. It also
includes a recreational vehicle storage area for 23 vehicles
and 72 guest parking spaces. A 60 foot wide driveway opens
into the project from Kendall Drive at the southerly terminus
of proposed pine Avenue. A 33 foot private street runs
parallel to. Kendall Drive. The interior streets, which are
25 feet wide, access this street. The secondary exit, also
on Kendall Drive, is located at the northwest corner of the
project. The proposal meets the Municipal Code requirements
for landscaping, open space and recreational areas, drive
aisle width, recreational vehicle storage space, guest
parking and perimeter walls.

In addition, a billiards room, recreation room, library and
reading room are included on the plans. A pool and spa are
located near the club house. Thirty-four guest parking
spaces surround the club house and pool area. A landscaped
open space green belt is proposed for the southern and
western border of the property. On the western edge the open
space will abut the landscaped berm required for sound
attunation. The Planned Residential Development section of
the Municipal Code allows several uses of the required open
space. These uses include swimming pools, tot lots, recre-
ational building, putting greens and court game facilities.
The Mobile Home Park Zone Code requirements include 400
square feet of recreational space for children per unit. The
proposed recreational building, pool area and greenbelts
provide the area. However, the park is very large and tot
lots located at the southwest and southeast sections of the
greenbelt would provide specific places for children to play
closer to their homes. Staff has added a condition requiring
two (2) lots to include swings, slides and climbing apparatus
to be located at each end of the southern greenbelt.

The Initial Study - Attachment "E" addresses the environ-
mental concerns and requires mitigation for the highwind
area, drainage, traffic, and noise from 1215. All the
mitigations measures required by the Initial Study have been
added as Conditions of Approval. The major issues are
discussed below.

WIND
The project is located within the highwind area. The San
Bernardino Municipal Code requires that all mobile homes be
tied to their foundations with materials that meet the 20
pounds per square inch or 80 miles per hour requirement. The
City Code also requires that mobile homes be permanently
attached to their foundations. Finally, the Verdemont Area
Plan requires that all single-family homes have tile roofs
fastened with hurricane clips. These requirements have been
added as Conditions of Approval.
DRAINAGE
A hydrology report submitted for the project shows the
majority of the storm runoff from the project directed to a
storm drain which has been proposed by the Storm Drain Plan
for Kendall Drive and pine Avenue. The drain must be com-
pleted with the project. Currently, the vacant property
drains to the proposed City Park area located adjacent to the
east along Kendall Drive. If any water flows to the park an
underground pipe must be installed. The City Parks Depart-
ment has agreed to an easement. The Engineering Department
has attached standard conditions of approval for the drainage
improvements.
TRAFFIC
A traffic study prepared for the project found that a signal
would be required at pine Avenue and Kendall Avenue. The
project will be required to pay for one-half the signal which
is estimated to be approximately $55,000. The Engineering
Department has attached standard conditions of approval for
the traffic improvements.
SOUND
The project borders Interstate 215 and the site was ident-
ified by the Verdemont Area Plan as having a noise level
above 65 db. An acoustical analysis prepared for the project
found that a sound wall fifteen feet high will be required to

lower the Db level in the park. The requirements will be a
combination landscaped berm and solid wall. In addition, the
mobile homes will be required to be rated at STC=35 to reduce
the interior noise.
GENERAL PLAN
The proposed General Plan designates the area as RU-Resi-
dential Urban which allows Mobile Home Parks. The standards
proposed for this project are in conformance with the pro-
posed General Plan. A mobile home, Class A, constructed
after July 1, 1976, that meets or exceeds the construction:
standards promulgated by the U.S. Department of Housing and
Urban Development that were in effect at the time of con-
struction will be required. Additionally, the design stand-
ards to be imposed upon the homes are :
1. The home has a length not exceeding four times its
width.
2. The pitch of the home's roof has a m1n1mum vertical
rise of one foot for each five feet of horizontal
run, and the roof is finished with a type of tile
shingle that is commonly used in standard resi-
dential construction.
3. The exterior siding consists of wood, hardboard, or
aluminum (vinyl covered or painted, but in no case
exceeding the reflectivity of gloss white paint)
comparable in composition, appearance, and dura-
bility to the exterior siding commonly used in
standard residential construction.
4. A continuous, permanent masonry foundation,
unpierced except for required ventilation and
access, is installed under the home; and
5. The tongue, axles, transporting lights, and remov-
able towing apparatus are removed after placement
on the lot and before occupancy.

7. COMMENTS
The Development Review Committee reviewed the project and
submitted the applicable Standard Requirements.
8. CONCLUSIONS
The project meets the Municipal Code Requirements for
development of a mobile home park and the Interim Policy
Document's requirement for Planned Residential Development.
The parking, circulation, landscaping and open space meet
Code requirements. The environmental concerns of high wind,
noise,traffic, and drainage have been design requirements of
the proposed General Plan.
9. RECOMtlENDATION
Staff recommends that the Planning Commission:
1. Approve the Negative Declaration; and
2. Approve Conditional Use Permit No. 89-4 subject to
the following Findings of Fact, Attachment "B",
Conditions of Approval, Attachlllent "c" and Standard
Requirements, Attachment "0".

1. The proposed use conforms to the objectives of the
City's Interim Policy Document adopted by the Mayor and
Common Council May 23, 1988, amended June 6, and August
1, 1988. and adopted by the state Office of Planning and
Research on June 9, 1988 in that the document designates
the site RU, Residential Urban which allows mobile home
parks.
2. The proposed use will not adversely affect the adjoining
land uses and the growth and development of the area in
which it is proposed to be located in that a mobile home
park is permitted in any zone, with a conditional use
permit, and conditions are included which will make the
project compatible with the surrounding residential
areas.
3. The size and shape of the site proposed for the use is
adequate to allow the full development of the proposed.

that sufficient parking is provided for the mobile
homes, guest parking is provided, all development
standards of the Municipal Code have been met.
4. That the traffic generated by the proposed use will not
impose an undue burden upon the streets and highways

high volumes of traffic and traffic generated by the
proposed park will not exceed the capacity; and a
trafffic signal is required at Kendall Drive and pine
Avenue.
5. That the granting of the Conditional Use Permit under
the conditions imposed will not be detrimental to the
peace, health, safety and general welfare of the
citizens of San Bernardino in that the park meets all
the requirements for development of a mobile home park.

Lighting levels on the exterior of building is to provide a minimum of one

Interior night lighting shall be maintained in those areas that are visible
from the street (ground floor only).
~OORS. LOCKS, AND WINDOWS
Swinging exterior glass doors, wood or metal doors with glass panels, solid
wood or metal doors shall be constructed or protected as follows:
d. Wood doors shall be of solid core construction with a minimum thickness
of I 3/4 inches.
b. Hollow metal doors shall be constructed of a minimum equivalent to six-
teen U. S. guage steel and have sufficient reenforcement to maintain
the designed thickness of the door when any locking device is installed
such as reenforcement being able to restrict collapsing of the door
around the locking device.
c. Except when double cylinder dead bolts are utilized, any glazing uti-
lized within 40' of any door locking mechanism shall be constructed or
protected as follows: Fully tempered glass or rated burglary resistant
glazing or iron or steel grills of at least 1/8" metal with the maximum
2" mesh secured on the inside of the glazing may be utilized or the
glazing shall be covered with iron or steel bars of at least 1/2" round
or 1" x 1/4" flat metal, space not III(;re than 5" apart and secured on
the inside of the glazing.

a. A single or double door shall be equipped with a double or single
cylinder dead bolt. The bolt shall have a minimum projection of 1" and
be constructed so as to repel cutting tool attack.
b. The dead bolt shall have an embedment of at least 3/4" into the strike
receiving the projected bolt. The Cylinder shall have a cylinder
guard, a minimum of five pin tumblers and shall be connected to the
inner portion of the lock by connecting screws of at least 1/4" in
diameter. The recommendation does not apply when panic hardware is
required or an equivalent device is approved by the Building Code..
Double doors shall be equipped as follows:
a. The active leaf of double doors shall be equipped with metal flush
bOlts having a minimum embedment of 5/8" into the head and threshhold
of the door frame. Double doors shall have an astragal constructed of
. steel, a minimum of .125" thick which will cover the opening between
the doors. This astragal shall be a minimum of 2" wide alld ext.ended a
minimum of 1" beyond the edge of the door to which it is attached. The
astragal shall be attached to the outside of the active door by means
of welding or with nonremovable bolts spaced apart on not more than 10"
centers. Hinges for outswinging doors shall be equipped with nonremo-
vable hinge pins or a mechanical inner lock to preclude removal of the
door from the exterior by removing the hillge pins. Strike plates shall
be a mi ni mum of 3t" in 1 ength and secured to the j ambwi th screws a
mi ni mum of 2t" in 1 ength.

Windows:
a. All moveable windows shall be equipped with a locking device and shall
be constructed in a fashion to restrict them from being lifted out of
its track when in closed position.
Garage type doors; rolling overhead, solid overhead, swinging, sliding or
accordion style.
a. The above-described doors shall conform to the following standards:
(1) Wood doors shall have panels a minimum of five-sixteenths (5/16)
inch in thickness with the locking hardware being attached to the
support framing.
(2) Aluminum doors shall be a minimum thickness of .0215 inches and
riveted together a minimum of eighteen (18) inches on center along
the outside seams. There shall be a full width horizontal beam
attached to the main door structure which shall meet the pilot, or
pedestrian access, door framing within three (3) inches of the
strike area of the pilot or pedestrian access door.

(3) Fiberglass doors shall have panels a minimum density of six (6)
ounces per square foot from the bott9m of the door to a height of
seven (7) feet and panels in residential structures shall have a
density of not less than five (5) ounces per square foot.
b. Where sliding or accordion doors are utilized, they shall be equipped
with guide tracks which shall be designed so that the door cannot be
removed from the track when in the closed and locked position.
c. Doors that exceed sixteen (16) feet in width shall have two (2) lock
recei vi ngpoi nts ; or, if the door does not exceed ni neteen (19) feet, a
single bolt may be used if placed in the center of the door with ,the
locking point located either in the floor or door frame header.
d. Overhead doors shall be equi pped with sli de bolts whi ch shall be
capable of utilizing padlocks with a minimum nine-thirty-seconds (9/32)
inch shackle.
(1) Slide bolt assemblies shall have a frame a minimum of .120 inches
in thickness, a bolt diameter a minimum of one-half (i) inch and
protrude at least one and one-half (Ii) inches into the receiving
guide. A bolt diameter of three-eights (3/8) inch may be used in a
residential building.
(2) Slide bolt assemblies shall be attached to the door with bo.1ts
which are nonremovable from the exterior. Rivets shall not be used
to attach such assemblies.
e. Padlocks used with exterior mounted slide bolts shall have a hardened
steel shackle a minimum of nine-thirty-seconds (9/32) inch in diameter
with heel and toe locking and a minimum five (5) pin tumbler operation.
The key shall be nonremovable when in an unlocked operation.
f. Doors utilizing a cylinder lock shall have a minimum five (5) pin
tumbler operation wi th the bolt or locking bar extending into the
receiving guide a minimum of one inch.

A. Landscape Plan
Four (4) copies of a master landscape plan shall be submitted to the
Public Works/Engineering Department for review and approval by the
Planning Department and Parks, Recreation and COIIIIIunity Services De-
partment staff. The plan shall meet the standards and guidelines
established in the Procedure and Pollc for Landsca i and Irri ation.

1. Size, type, and location of plant material proposed.
2. Irrigation plan.
3. Such other alternate plants, materials and design concepts as may
be proposed.
4. Name and address of owner, address of property, name, address and
phone number of plan preparer.

by all departments with the primary responsibility with Public Works/
Engineering.
B. Street Trees

Tree varieties and exact locations will be determined prior to planting
by the Director of the Parks, Recreation and COIIIIIunity Services Depart-
ment or his/her designee. A minimum of one-inch caliper/lS gallon (24"
box specimen preferred), multibranched trees shall be planted within the
public parkway right-of-way for each of the following types of lots, at
a minimum of 30 feet on center: consideration to be given to site, access,
utilities, etc.
1. Cul-de-sac lot -- one tree;
2. Interior lot -- two trees;
3. Corner lot -- three trees.
C. Maintenance of Landscape Areas
The maintenance of landscape area and street trees shall be the respon-
sibility of the developer with the transfer to individual owne~.

REQUIREMENTS FOR SUBMITTAL AND APPROvAL OF
LANDSCAPE AND IRRIGATION PLANS:
I. PURPOSE
The intent and purpose of these guidelines is to provide:
I. Guidance in the required submittal of landscape and irrigation
plans.
2. Guidance in meeting street tree requirements.
3. Guidance in selection of plant material.
4. Guidance in what the plans (landscape and irrigation) shall show.
II. SUBMITTALS
A. NUMBER OF PLANS AND SUBMITTAL PROCEDURE

mitted to the Public Works/Engineering Department along with payment
of the appropriate Landscape Plan Review Fee. .
B. LANDSCAPE PLANS
I. Shall be drawn by one of the following:
A. A registered landscape architect.
B. A licensed landscape contractor Who installs the actual
landscape.
C. A nursery.
D. The owner.
NOTE: The name, address, telephone number, along with signature of the
person(s) who do the design shall be on the plans. Registered
landscape architects and licensed landscape contractors shall
include their registration numbers and/or license numbers.
2. Plans. shall be legibly drawn to scale on paper no smaller than
18" x 24" and no larger than 24" x 36".
3. Plans shall show location of the property by vicinity map and
nearest cross streets and give the property address or assessor's
parcel number.
4. Plans shall show location of existing and proposed utilities - above
ground and underground.
5. Plans shall show type of zoning, the scale, and northerly directional
arrow.
6. Plans shall contain plant legends for all existing and proposed
plant material. The legend shall be as follows:

7. Plans ahall show exiting and proposed plant material drawn to
scale at their mature aize.
8. Plans ahall contain landscape specifications and details.
9. Plans shall show all required landscape areas protected from
parking areas with concrete curbing.
10. Plans shall show the name, address, and-telephone number of
property owner or developer.
C . IRRIGATION PLANS
1. All required landscaping shall be provided with an automatic
irrigation system.
2. Plans shall be submitted with, attached to, and the same size as
landscape plans.
3. Plans shall address conservation of water and energy.
A. Components - low gallonage arid low precipitation heads,
drip systems and other sub-surface techniques, mini jet
heads, moisture sensing devices, controllers with ability
of variable programming.
B. Efficiency - velocity shall be close as possible to 5 feet
per second. Plant material with different water requirements
shall be on separate valves. Slopes shall be on separate
valves. System design shall eliminate costly, wasteful,
overthrow and runoff.
4. Plans shall show:
A. Static P.S.I.
B. Service Main - type, size and length.
C. Water Meter - location and size.
D. Approved Backflow Prevention Device - location and size.
E. All locations of pipe, valves and. heads, (includes emmitters, -etc.)
5. Slopes required to be planted shall be provided with efficient and
water conserving irrigation systems.
NOTE: Actual water application rates shall be applied, as soil
absorption rates dictate. Over watering shall be avoided.
6. All sprinklers shall be installed with approved swing joints.
7. All above ground sprinklers shall be the pop up type, installed
flushed with the soil. Exposed sprinklers on risers above ground
are acceptable in limited areas with "bubbler" type sprinklers
and do not border sidewalks, walkways, or areas subject to
pedestrian traffic.
8. Separate water meter for landscape irrigation is optional at owners
request and expense.
NOTE: Owner must notify the Water Department.
9. Plans shall contain installation specifications and details.
10. Plans shall contain irrigation legends as follows:

III. LANDSCAPE AREAS
A. MAINTENANCE OF LANDSCAPED AREAS
The maintenance of landscaped areas and graded slopes shall be the
responsibility of the developer until the transfer to individual
ownership.
B. PLANTER AREAS
All required landscaping shall be protected by an enclosed concrete
curbing.

C. INTERIOR SITE PLANTING AREAS
Interior planting shall be required and maintained equal to at least
10 percent of the open. surfaced parking area excluding the area of
landscaping strip required in the front yard setback area and shall
include at least one tree for every five spaces or major fraction
thereof. Measurements. shall be computed from the inside or perimeter
walls or setback lines.
D. IRRIGATION
All required landscaping shall be provided with automatic sprinkler
facilities which shall be maintained in an operative condition.
Utilize only.reduced pressure (rp) devises or double check valve
assembly. No atmospheric vaccuum breakers are permitted.
E. SETBACK AREAS
All required setbacks abutting a public right-of-way shall be land-
scaped (except for walks and driveways which bisect or encroach opon
the required landscape area). The required setbacks shall be land-
scaped with trees, shrubs, and groundcover. Landscaped earth berms
shall be erected and maintained within the setback along the above
indicated property line. Bermed areas shall have a maximum of 3:1
slope and be planted with a tall fescue type turf grass, or other
approved landscaping. .
F. GROUND COVER AND BEDDING MATERIAL
Gravel and decorative rock are not appropriate materials to be used
as ground cover or bedding material and will be .considered hardscape.
G. SLOPES
1. To protect against damage by erosion and negative visual impact,
surfaces of all cut slopes more than five feet in height and fill
slopes more than three feet in height shall be protected by land-
scaping. Slopes exceeding 15 feet in vertical height shall also
be landscaped with shrubs, spaced at not to exceed twenty (20)
feet on cetners; or a combination of shrubs and trees as cover
plants. Plant material selected and planting method used shall ~e
suitable for the soil and climatic conditions of the site. Public
Works/Engineering will also approve these.
2. Plant sizes shall be .as follows:
A. Trees 20% - 24" box
60% - 15 gallon
20% - 5 gallon
B. Shrubs 20% - 5 gallon
80% - 1 gallon

3. The maintenance of graded alopes and landscaped areas shall be
the responsibility of the developer until the transfer to individual
ownership.
4. All grading and drainage facilities, including erosion control
planting of graded slopes, ahall be done in accordance'with a
grading plan approved by the City Engineer. A grading pel'lllit
shall be obtained prior to any grading being done.
H. EROSION CoNTROL

I. WEED CONTROL
Pre-emergence control, post-emergence control and cultural control of
weeds shall be addressed in the landscape specifications.
IV. PLANT MATERIALS
A. CLIMATIC CONDITIONS AND PLANT LISTS
Due to the hot and dry climate of San Bernardino, drought and heat
tolerant material may be used upon prior approval.
B. STREET TREES
Street trees shall be required. Tree varieties and exact location
will be determined by the Director of the Parks, Recreation and
Community Services Department or his/her designee. The Parks, Rec-
reation and Community Services Department shall mark locations and
inspect plant material on site, prior to planting. Sidewalks, curb
and gutter, must be clean of debris prior to marking. A 24 hour
notice is required for inspection. (see attached specifications for
Street Tree planting and Street Tree list). The size of the Street
Trees shall be: 1. All 24 inch box specimans, or 2. 25% or the total
amount of trees. The 24 inch box trees shall be planted as street
trees within the public parkway or City property.
<.. PLANT MATERIAL
Landscaped areas shall have plant material selected and planting methods
used which are suitable for the soil and climatic conditions of the
site. Sizes of the plant materials shall conform to the following
mix:
Trees 20%, 24" box; 50%, 15 gallon; 30%, 5 gallon
ShrUbs 20%, 5 gallon; 80%, 1 gallon

V. INSPECTION
A. IRRIGATION SYSTEM
1. Inspections shall be performed by a Park and Recreation Department
representative at the following:
A. Pressure test of irrigation main line (150 ,SU for 2 hours)
B. Coverage test and final acceptance.
2. Do not allow or cause the above items to be covered up, until it
has been inspected and approved by a Park Department representative.
A 24 hour notice shall be given prior to anticipated inspections.
B. LANDSCAPING
1. Inspections shall be performed by a Park and Recreation Department
representative at the following:
A. Upon completion of finished grade, soil preparation and final
rake out.
B. When trees and shrubs are spotted for planting, with one
example of planting hole for trees and one for shrubs.
C. Final inspection when planting and all other specified work
has been completed.
2. A 24 hour notice shall be given prior to anticipated inspections.
VI. OTHER REQUIREMENTS
A. Notify Parks, Recreation and Community Services Department of commence-
ment of landscaping. Give anticipated time line (start to finish).
8. All landscaping, irrigation and street trees shall be installed and
maintained in accordance with City of San Bernardino Municipal Codes,
ordinances and standard requirements.
C. Material requirement for all plant material shall be number one (1)
grade of the California Nursery Industry Certificate as issued by the
Agricultural Commissioner of the County of origin.
D. All landscape material. irrigation equipment, irrigation components
and workmanship shall be guaranteed for a period of not less than
one (1) year from date of final approval by the Director of Parks,
Recreation and Community Services or his/her designee. The conditions
of the guarantee will be to insure, but not limited to all plant
material being in healthy condition and free from abnormal conditions
which may have occurred during or after planting, such as defoliation
or structure dieback.
E. ASSESSMENT DISTRICTS

INITIAL STUDY

The proposed 242 space mobile home park is located on the
south side of Kendall Avenue between the Cable Creek Channel
and a proposed city park. The 37.4 acre site is located in
the high wind area, Greenbelt Zone C, Flood Zone B, high
noise 'area and the site is within the area covered by the
Verdemont Area Plan.
The site is vacant and has been disced. No trees larger than
6" diameter were found on the site. The site ,is relatively
flat with a slight slope to the southeast.
The project includes a 4,480 square foot clubhouse, parking
for 92 quests and 484 residents, 3.9 acres of open space and
is developed at a density of 6.55 units per acre.

1.a
The project may result in the movement of 10,000 cubic yards
or more of earth. The applicant does not expect that there
will be a need for import or export of materials. If,
however, there is a need to move soil to the.site or remove
it from the site, the following mitigation measures shall be
applied as Conditions of Approval:
1. The Engineering Department/Public Works shall
approve the route, dates and times that any earth
is moved and/or from the project area in order to
minimize grading on windy days and reduce blowing
dirt from the trucks.

2. Compliance with all City requirements for noise and
dust control shall be mandatory and progress with
such compliance shall be monitored by the City
Engineering Department. As part of the dust
control measures water trucks must be utilized in
conjunction with grading done on the site. Trucks
moving earth from the site must be covered.
3. All grading will be performed in accordance with
the General Grading Plan and earthwork specifi-
cation is recommended by the grading study.

The project is proposed within a high wind area. In such
areas San Bernardino Municipal Code requires that all mobile
homes be tied to their foundations with materials that meet
the 20 pound square foot or 80 mile per hour requirement.
Additionally, the City Code requires that trailers be
permanently attached. Further, the Verdemont Area Plan
requires that all single-family homes have tile roofs with
fastened hurricane clips. These mitigations measures are
added to all projects within the high wind area. All of these
requirements shall become conditions of approval in order to
mitigate impacts to a level of non-significance.

The project may result in changes in absorption rates and
drainage patterns, as well as rate and amount of surface
runoff due to impermeable surfaces. A hydrology report has
been prepared by the applicant's engineer, Robert M: Beers.
The report, submitted to the city Eng!neering Department,
shows the majority of the runoff from the project will be
directed to a storm drain which has been proposed for Kendall
Aven~e and pine Avenue. Therefore, a Condition of Approval
will be imposed on this project:

The storm draln will be completed prior to the issuance
of a Certificate of Occupancy.
Currently, the vacant land drains into the proposed park
.area. After development some runoff may be diverted through
the proposed city Park which will be situated adjacent to the
. east. The City Parks Department has agreed to provide an
easement for the required drainage pipe for the project. The
water can be diverted to a water easement into the Cable
Creek Channel. Therefore, the report illustrates how the
potential problems with drainage are to be mitigated.

The project could result in the exposure of people or pro-
perty to floor hazards. The property is bordered on the west
by the Cable Creek . flood Control channel. The project was
submitted to the county Flood control District for comment.
The District's recommendations shall become conditions of
approval to mitigate the potential flood hazard. The
requirements shall be:
1. A minimum building setback of 100 feet from the
district right-of way.
2. Mobile homes shall be elevated and/or enclosed per
the Federal Insurance Administration (F.I.A.)

would have to be reviewed after more complete

$215. A Condition of Approval will be that all
coaches be located outside the 100 foot setback.

The proposal could-result in exposure of people to exterior
noise levels over 65 dB or interior noise levels over 45 dB.
The applicant submitted an acoustical analysis prepared by
Gordon Bricken and Associates. The study found that the 65
.CNEL zone extends from the centerline of the. freeway to 50
feet from the freeway. This will cover over one-half the
project site. The report recommends that a sound wall be
installed for exterior noise con~rol. For interior noise
control mitigation will be construction rated at STC=35.
Condition of Approvals will be added to read:
1. A decorative sound wall shall be installed along
the Interstate 215. The wall to be 15 feet high
above the grade of the freeway. Th~'wall is to be

2. Coaches within 150 feet of the freeway are to have

3. A six foot wall along Kendall Drive is required.

The project will result in development within the "Greenbelt"
Zone C. The following mitigation measures are required:
1. The project is required to have two publicly
dedicated ingress and egress routes. This require-
ment is satisfied by the two driveways on Kendall
Avenue, located approximately 800 feet apart. This
will allow traffic to flow east or west on Kendall
in an emergency.
2. The project will be required to have a non-com-
bustible and reflective street markers and three
inch high house numbers that area all visible for
100 feet.
4. Each hydrant shall be identified with approved blue
reflecting street markers.

ignitable material to prevent bird nests'or other

local area. The City Engineer required the applicant to
prepare a traffic study. That study, prepared by BSI Con-
sultants, Inc., found that a traffic signal will be required

the cost of that signal, estimated at $55,000.

Appeal of Plaming Cannission' s Approval of Conditional Use Pennit
No. 89-4
The granting of the Conditional Use Pennit under the conditions .sed coold
be detrimental to the peace, health, safety and general. welfare of sane citizens
of San Bernardino, even thoogh it is consistent with the general plan.
Traffic:
Even though the applicant will be required to pay $55,000 for a portion of
the cost of signalization at Pine and Kendall; approval of this project does
not guarantee that signalization will be in place at the time of canpletion of
this project. Applicant's report implies signalization is in place at Palni &
Kendall. It is not.
Described as a major arterial state highway, this roadway is presently merely
two lane fran Palm Ave. to University Parl<way, with the exception of a coople
of wide spots that 'provide two-lanes on one side or the other, with sane dan-
gerous narrowings back to two-lane in a 55 MPH zone.
Left out of any traffic studies I have seen to date are:
The ctm.llative effect of:
. The proposed (and recently approved) Sheriff's Training Facility. Access
to this area will be via sane of the intersections mentioned in the appli-
cant I s traffic study. Traffic generated by this facility will iIx:rease IlLIIl-
bers; therefore, decrease level of service. This project covers 830 acres.
"Stacking" that can occur, as the result of delays at the Cajon and Palm
railroad crossing. The 1ll.lIIbers of trains (daily) shoold be considered.
Such stacking can affect exiting Palm (soothbamd fran 1-215 Freeway) or
entering Freeway (soothbound at Palm).
. Proposed use of Glen Helen Regional Park and present use of Glen Helen
Off-Highway Vehicle Park. Use will not affect ingress and egress on a
daily basis, rot does (and will) periodically. Example: US Festivals
created a dangerous log-jam. Even the benign (by canparison) Rennaisance
Faire created stacking (varioos periods of time) at Palm off-r~, par-
I ticularly on the last week-end 6-23-89. (Verify with CHP and S.B. Police
Department. )
Incidentally, the planned (and approved) ''Rock & Roll Main
Event" for 1990 required a special pennit for this three-
day eventi Nunbers will exceed 16,800 spectators allOilled for
such an event (withoot special pennit). 100,000 spectators per
day, according to Parks, presents insignificant traffic problems.
(According to final :EIR re: Glen Helen Master Plan - 6-6-86)
. Other develojXl1ent "in the works", including the Cable Lakes Project.
(Residents will use Little league to Palm; - Irvington to Palm, if
Irvington is extended.

. The fair-1Neather crossing at Palm and Kendall, which would route residents
(during periods of flooding - and it happens) usually using this access to
other roads out of VErdernont, which include:
Belmont to Little,League,which requires crossing:
1. A bridge at Cable Creek, Wlch is in a dangerous state of dis-
repair, caused, in large part, by traffic of heavy trucks which
exceed the load limit for the bridge.
Additional damage has occurred, recently, when an autarobile crashed
through the west guard-rail.
2. Chestnut. Fonnerly a street; row an lUlplanned flood channel.
(It happened...when land-fonn was altered by property owner to
the northwest.)
Pine to Kendall might be a consideration; however, any rainfall that renders
Palm at the Cable Creek crossing to Kendall impassable, also causes flooding
at Pine south of Irvington.
The CllllLllative effect of traffic has not been adequately addressed.
Winds:
Any construction in the Cal-STate/VerdaJOOt area should require structures
be able to withstand winds in excess of 80 m.p.h. The CUP mentions carports.
What "ties" than dCMl1 in winds 80 m.p.h. and above? This area experiences
gusts up to 150 m.p.h. Damage to hones in area have been docunented by staff.
The f,I"oposed windwall between the project and the freeway will probably add to .
the 'vortex" caused by canpressed winds hitting the wall, then creating turbulence
on the freeway. Has anyone checked with Cal-Trans or ClIP re: problems with
windwalls along 1-215 fran University Parkway north, which have caused accidents
or cars going off the road during high winds?
As developnent has occurred north of the Kendall Hills, north of the prQject,
many wind-rows of eucalyptus trees have been removed. Loss of these wind-
breaks has increased the intensity of winds 00 Kendall. Ask any "old-timer"....
taking into consideration that they are not "experts", but I believe that CEQA
states such infonnatioo should be used by planners.

CEQA Guidelines, section 15065 (c) state: A CUIUlative impact evaluation
provides the public and decision-makers with an tmderstanding of a given project's
contribution to area-wide or c<IlIlLmity envirormental iJq>act. CEQA defines
"CllllLl1ative1y considerable" to mean that the incranental effectS' of an individual
project are considerable when viewed in comection with the effects of past pro-
jects, the effects of other current projects, and effects of probab~( future projects.
That invisible boundary separating county areas fran city areas means nbthing ex-
cept jurisdiction to too many decisioo-makers. - those of us ~ live in the
area. . .city and county... recognize that Ioi1at happens across that invisible boundary,
and even "dCMl1 the road a piece" can have an effect 00 all of us. It happens.
