with the Community Development Commission at 11:00 a.m. on July 3,
1989 to consider the sale of certain real property owned by the
Redevelopment Agency within the Central City North Project Area to
Rock Enterprises, subject to the conditions described in the staff
report.

On March 20, 1989, the Commission authorized the execution of a 120-day
Agreement to Negotiate Exclusively (ANE) with Jim Rock of Rock Enterprises
(Developer) for the purpose of negotiating a Disposition and Development
Agreement (DDA). The purpose of the DDA would be to allow for the relocation
and restoration of the Miles House, the last two story Queen Anne style house
remaining in San Bernardino, onto Agency-owned property immediately adjacent
to and south of the San Bernardino Historical Society's property located at
the southwest corner of 8th and "D" Streets. The Miles House is currently
located immediately adjacent to and west of the Historical Society's property.
Under the terms of the ANE, the Developer and Agency staff have worked
diligently to negotiate a DDA. On May 22, 1989, the Developer and Agency
staff completed discuasions on the hasic deal points that are to be reflected
in a proposed DDA. It is important that everything possible be done to
proceed with this project as soon as possible in order to avoid further
deterioration of the Miles House. This matter was before the Commission on
June 5, 1989 and continued to June 19, 1989 to allow the Developer to sign the
DDA. On June 8, 1989 the matter was reviewed by the Redevelopment Committee
and they recommended approval subject to the conditions noted below.

We, therefore, believe the proposed DDA can be finalized and signed by the
Developer by June 19, 1989. Subject to the Developer signing the DDA by 11:00
a.m., June 19, 1989, it is recommended that the Commission and Common Council
set a joint public hearing on the matter for July 3, 1989. In the event the
Developer has not signed the DDA as of the date and time noted above, the
Commission and Common Council should delay setting the joint public hearing
until the DDA is signed.
