They are located in Washington, D.C. The Police Foundation has an Intern Program. In this program, police officials with expertise in various fields are asked to go to Washington to conduct research and promulgate the results of those efforts. In the eleven years of the program, two officers have entered (one from Arizona and one from Michigan). Lieutenant W.D. Smith has been asked to be the third. The focus of his work will be on "Drugs and Violence" and "Community Oriented Policing". On May 23, 1989, the Police Foundation, the Police Executive Research Forum, and other groups were invited by the new Drug Czar William Bennett to submit position papers on drug strategies to his office. Bennett said that he had to submit his rough draft to President Bush by the end of July, with the final copy completed by the end of September. The Foundation has asked Smith to organize a conference consisting of a panel of the Chiefs of Police of the six largest U.S. cities, to ascertain what are the issues that police agencies face concerning drugs and violence. From this conference, Smith would produce a written document for submission to Bennett on behalf of the Foundation. The second project that Smith would be involved in would be the setting up and coordinating a national summit for the Foundation, in conjunction with the National Institute of Justice. It would be entitled, "Drugs and Violence: Developing a Strategic Response". Approximately 200 experts would be invited to participate in the summit. The approach would be interdisciplinary. These individuals would come from throughout the United States, Canada, and England. The last project that Smith would organize would be a series of 2 or 3 mini-conferences. Each conference would consist of a panel of Community Oriented Policing practitioners. Representatives from 6-8 agencies that have expressed an interest in Community Oriented Policing would be invited to attend each conference. The sessions would consist of questions and answers on how communities get started in getting Community Oriented Policing off the ground. Each session would be videotaped. Once the conferences were completed Smith would write a document on the results of the conferences. These projects would require that Smith be in Washington from June 12 to September 12, 1989. The Police Foundation will fund all hard costs incurred (housing, transportation, typing, editing, etc.). The only requirement is that the City continue to pay his wages during this time frame. A sergeant will be certified to the position of lieutenant to act in Lt. W. D. Smith's capacity in his absence. 75.0264
