SynoDsis of Previous Commission/Council/Committee Action:
09-01-88 Resolution No. 5142 adopted by the Commission approving a
Pre-Participation Agreement with the Empire Dome Corporation.
02-02-89 Commission adopted Developer Relations Guidelines.
03-09-89 Redevelopment Committee recommended that the Commission authorize
staff to contact all property owners and tenants affected by the
Empire Dome Corporation's ~roposal and offer them an opportunity to
submit a statement of interest and development qualifications
proposa 1 .

On May 5, 1988, the Nest Dome COrporation (Developer) submitted a statement of
Interest and qualifications proposal to develop a regional
sports/entertainment/cultural center with mixed use development surrounding
the project in the Central City Project Area. On September I, 1988, the
Commission granted basic concept approval to the Developer's proposal and
approved a Pre-Participation Agreement between the Agency and Empire Dome
COrporation.
On February 20, 1989, the COmmission adopted detailed Developer.Relatlons
Guidelines (DRG). In accordance with the DRG, it Is now necessary to formally
notify all property owners and tenants who may be affected by the Developer's
proposal and provide them with an opportunity to submit competing
qualification proposals. A draft notice Is attached for your Information. If
competing proposal(s) are received, they will be evaluated In accordance with
the provisions of the DRG. Staff will then make a recommendation to the
Commission for appropriate action.
The Committee has reviewed this request and recommends approval. It Is,
therefore, recommended that the COmmission authorize staff to contact all
property owners and tenants affected by the Empire Dome COrporation proposal
and offer them an opportunity to submit a statement of interest and
development qualifications proposal.

Dear Property Owner and/or Tenant:
The Redevelopment Agency of the City of San Bernardino has received a
development proposal from the Empire Dome Corporation which may affect
property you own and/or occupy. Their development proposal Is for a regional
sports/entertainment/cultural center plus additional mixed uses In the
surrounding area which Is generally bounded on the north by Rla1to Avenue, on
the east by "E" Street, on the south by Mill Street, and on the west by 1-215,
as shown on the enclosed map marked Exhibit "A".
In accordance with the Rules for Owner Participation adopted by the Community
Development Commission (CDC) on May 3, 1976, which Is consistent with the
Central City Redevelopment Plan and the General Plan of the City of San
Bernardino, and the Developer Relations Guidelines (ORG) adopted by the COC on
February 20, 1989, you are hereby notified that you have the opportunity to
submit a statement of Interest In participating In the redevelopment of all or
a part of the subject area and to submit a qualifications proposal for Its
redevelopment. Your statement of Interest and qualifications proposal must be
received not later than 4:00 p.m. on Friday, May 5, 1989 In the office of the
Redevelopment Agency, 300 North "0" Street, Fourth Floor, San Bernardino,
California, 92418, Attention: Susan M. Gonzales, Project Manager.
Your statement of Interest and development qualifications proposal should
present your development team's qualifications (Including experience and
financial capacity to undertake the project); the project concept;
architectural design features; and timing. All proposals received will be
evaluated In accordance with the ORG.
No oral proposals will be considered. This solicitation for qualifications
proposals Is not to be construed as a contract of any kind. The Agency Is not
liable for any costs or expenses Incurred In the preparation of proposals.
