Recommended motion:
That the City Engineer and City Clerk be authorized to proceed
with initiating proceedings for the establishment of an assessment
district under the provisions of Chapter 12.90 of the San Bernardino
Municipal Code and that the City Engineer be directed to prepare
an Engineer's Report for the proposed Security/Maintenance district,
generally between Highland Avenue and the alley south of 20th Street,
and between Arden Avenue and Guthrie Street.

A request was submitted by GWRE Property Management for
an assessment district to be established to finance the costs
for security patrol, street light electrical energy costs and
the second street sweeping per month. A copy of the letter
from John Rampello dated 1-23-89, is attached for reference.
GWRE currently owns 61% of the property within the
. proposed assessment district, and has some other parcels in
escrow. The proposed district encompasses the four-plex
development, as shown on the attached map.
Street lights were originally installed on every other
Edison utility pole in- the alleys . When GWRE became a major
property owner, they requested Edison to install street lights
on every pole. This was done, subject to the condition that
the electrical energy cost be paid by GWRE.
GWRE has contracted with a private security agency to
,provide a security officer for eight hours per day.
The streets in this area are presently swept once each
month. GWRE requested that the second sweeping each month be
provided under the assessment district. An estimate for the
second sweeping has been provided by the Public Services
Department. This service could be provided by a private
contractor.
Listed below is a preliminary cost of the services
requested under the assessment district:

The estimated annual cost for each of the 103 parcels is
$432.00.
Costs incurred for providing these services will be
upfronted by the City, and recovered from assessments placed
upon the subsequent years' tax bills.

Assessment districts can only be established for
improvements or services on public rights of way. Therefore,
the security patrols would have to be limited to the dedicated
streets and alleys. They could, of course, radio the police
dispatch center if they observed a crime in progress on private
property.
There are a considerable number of vehicles parked on the
streets in this development. This hinders the effectiveness of
the street sweepings. It has been suggested that parking be
prohibited during the two sweepings per month. About 40 signs
will be needed to prohibit parking during these times. The
estimated cost for installing these signs is $2,400.00.
We feel an assessment district could legally be
established for these items under the authority granted under
Chapter 12 of the Municipal Code. Therefore, we recommend that
authority be granted to proceed.

As the owner of 63 of the 103 fourplex buildings in the
Arden-Guthrie neighbc.rhc.od of San Bernardino, I wc.u1d like
t,:, request the f.:.rmation ,:.f an assessment district. This
assessment district would be bounded on the South by the
20th St'(eet Alley, ,:.n th&f'North by the Old Highland
Servi.:e F.:oad, c,n the Wes.t by Guthrie Ave and .:,n the Ea",t
by Arden Ave. Already in existence is the Arden-Guthrie
Owners Assc.ciation, a Non-profit California Corporation,
.:.f whid1 I am pn~sidel1t. As president I can assu,-e you
that a vast majority of the neighborhood would support
this district.
The revenue", ger.erated by the district w,:.ul:l be used t,:,
pay foy three (3) services;
1. Sc.uthern California Edis.:,n Ele.:tric bill for. private
alley lights.
2. One extra day per month on street sweeping.
3. Nightly private security patrol on an eight hour
sf1i ft.
These additional services would greatly enhance tf1e
neighborhood and through the assessment district
distribute ~he economic burden equitably. As you may be
aware there are many cooperative owners, however, ~t is
unfair for them to have to pay for absentee,
non-cooperative individuals.

appreciated and for the betterment of our community.
