2. EVALUATION OF RFP'S FOR CHIEF LABOR NEGOTIATOR - The
Committee requested interviews be arranged for five firms (1,
2, 3, 5, 6) on March 1 at 9:00 a.m. Interviews will be con-
ducted by Councilmembers Reilly and Minor, City Attorney or
representative, Acting city Administrator and Personnel
Director. The Committee agreed to forward a recommendation
direct to the Council Meeting of March 20.
3. APPROVAL OF CONTRACT SERVICES FORMER INTERIM
PLANNING DIRECTOR - The Committee recommended approval of the
recommendation to pay Mr. Michael Loehr for contract services
provided subject to the City Attorney's review and positive
recommendation.

The Library Board has recommended classifying the position of
Library Computer Laboratory Coordinator from Range 1093
($1847-$2251/mo.) to Range 1107 ($2095-$2674/mo.) and es-
tablishing the position of Literacy Program Coordinator at
Range 1107 ($2195-$2674/mo.).
During the 1986 classification study, the responsibilities of
the Library Computer Laboratory Coordinator were modest by
comparison to the existing and every growing program. The
number of computers has risen from 9 to 30 which has enabled
a full scale computer lab to be created in the main library;
approximately 12 additional computers have been installed
between several branch libraries; an online data research
function has been established to expand services in the
reference department and a micro computer has been programmed
to assist the Adult Literacy Program. The expansion of these
responsibilities throughout the entire library system has
prompted the Library Board to adopt higher educational
requirements for the position and to recommend the higher
salary level noted above.
When the Adult Literacy Program was created in June 1987, a
Junior Librarian was selected to run the program on a part
time basis. Now that the Adult Literacy Program has been
implemented at the Ingram Branch Library on a full-time basis
with the outlook for long term funding through the California
state Library, the Library Board recommends the establishment
of a fUll-time Literacy Program Coordinator at salary range
1107 ($2195-$2674/mo.).
Additional funding for the Library Computer Laboratory
Coordinator and Literacy Program Coordinator of approximately
$3080 for the remainder of the fiscal year will be from
salary savings and Literacy Program grant funding.
Both actions have been reviewed and are concurred with
Personnel Department. Attached is the original
submitted by former City Librarian Steve Whitney.
