STAFF REPORT
A request was received by the City from the owner of an approximately 10 acre parcel,
located South of Rialto Avenue, West of Tippecanoe Avenue. This parcel is bounded on
the East, West and South by the City boundaries. There are seven parcels located just
north of the petitioner's parcel that abut Rialto Avenue on the South. .This office
sent correspondence to the registered voters living within these seven parcels, for
their response to the possibility of being included in this annexation. Three
responses were received--- one opposing and two in favor. It is felt that the lack of
response from the remainder indicates that no strong opposition to the annexation
exists.
On November 2, 1988, the Director of Public Works/City Engineer were authorized to
proceed with the proposed annexation.
It is recommended that the attached resolution be approved, authorizing the making of
a formal application to the LAFC , for the proposed annexation.

WHEREAS, the Mayor and Co_on Council as the governing body of the
City of San Bernardino are initiating proceedings for a change of
organization (annexation) pursuant to Government Code. Part 1 of Division 3
of Title 5, Section 56000 , et seq.,

SECTION 1.
Application and a proposal is hereby aade to the
13 Local Agency Formation Commission of the County of San Bernardino for the
14 annexation of inhabited territory located South of Rialto Avenue, West of
15 Tippecanoe Avenue, as outlined in the justification form I118.rked Exhibit
16 "A", and the plan and narrative marked exhibit "B", which are attached
17 hereto and incorporated by reference as fully as though set forth in length
18 herein.

SECTION 2. The Clerk of the governing body is hereby authorized
and directed to file a certified copy of this Resolution with the Executive
Officer of the Local Agency Formation Commission of the County of San

NARRATIVE FOR PROVIDING SERVICES FOR A PROPOSED
ANNEXATION TO THE CITY OF SAN BERNARDINO,
LOCATED SOUTH OF RIALTO AVENUE,
WEST OF TIPPECANOE AVENUE
The Mayor and Members of the Common Council of the City of
San Bernardino agree and desire to annex the above described
terri tory to the City of San Bernard i no, for the fo 11 owi ng
reasons:
1. The territory proposed to be annexed is contiguous to
the corporate limits of said City on three sides.
2. The incorporation of this territory will help
contribute to and facilitate the orderly growth and development
of the existing City area and the terri tory proposed to be
annexed. Th is proposed annexa t ion is wi th in the Sphere of
Influence for the City of San Bernardino.
3. This annexation will also help to provide a uniform
and orderly manner of growth, planning and zoning of lands, and
the subdivision of lands therein in such a manner most
conductive to the welfare of said City and the,area proposed
for annexation.
The City of San Bernardino has planned for providing all
typical City services to the area under consideration for
annexation.
The following is an enumeration and description of
serv ices wh i ch will be extended to the a ffected territory,
which describes the level and range of such services that will
be provided, as well as the feasibility of extending such
services and any improvements that wi 11 be required by the
City, along with a description of when the service will
commence and the financing of such improvements and services
and any condition imposed by the City.
1. Planning, Zoning, Code Enforcement and Building
Inspecti on The Ci ty shall provi de these servi ces in
conformance wi th appropri ate government codes and Ci ty
Ordinances as well as following the City's General Plan for
zoning and subject to the provisions of Land Use Ordinance No.
1991. This function is supported by City taxes and appropriate
zoning, building and permit fees.
Parks and Recreation - The area proposed for annexation
will have no impact on park or recreational facilities or
programs. and no addi ti onal servi ce wi 11 be requi red as a
result of the annexation. The cost to the taxpayer within the
proposed annexation will be collected through the City taxes,
and by required fees charged to those individuals who wish to
participate in City sponsored recreational activities where
charges and fees are applicable.

3. ,U brary Servi ce - It h important to note that the
resources of the entire library system are readily made avail-
able to the proposed annexation, including the Central Library
located at 6th and "E" Streets.
4. Public Safety, Police - The San Be~nardino Police
Department is authorized a complement of 244 sworn officers and
approximately 128 civilh.ns not counting 72 school crossing
guards.
The Patrol Divhion maintains 6 beat areas of the City.
The Patrol division presently averages 24 Police units on
patrol 24 hours a day, counting supervisory and traffic
personnel.
The Detective Divhion has 30 sworn officers and works
from 8:00 a.m. to 5:00 p.m. daily, Monday through Friday.
The Services Division maintains all records and
identification and provides support services to the other two
divisions on a 24 hour a day basis.
5. Public Safety, Fire, Paramedic and Rescue - Fire
protection service will continue upon annexation and the
a ffected res i dents will be prov i ded with a Class 3 rated Fi re
Department with eleven (11) different fire stations to respond.
A typical structural fire on the first alarm deploys two (2)
eng i ne compan i es, one (1) 1 adder truck company, a' paramedi c
squad and one (1) Battalion Chief. In addition to fire
protection, the City also has a minimum of four (4) paramedic
units on duty 24 hours a day. Each unit has two (2) paramedics
each, giving a total of eight (8) paramedics on duty at all
times. Also, the City is equipped with helicopter asshtance
for rescue and/or evacuation service when required. The
closest station is Fire Station No. 10 located at 520 South
Arrowhead Avenue.
6. Public Safety, Ambulance Service - The City of San
Bernardino under Ordinance No. 1987 franchise to Courtesy
Ambul ance Company as the on 1 y med i ca 1 transportation carri er
within the City limits. The rates are established by the above
ordinance and said fees are paid by the user.
Card iff Farms Mutual Water Company presentl y serves th is
area.
The treatment, disposal and reclamation of wastewater is
processed by the City of San Bernardino's Treatment Plant.
7. Uberty and 1. V. Cab 1 e - These compan i es presentl y
provide services to this area upon property owners request.
8. Public Utilities - Electricity, Gas and Telephone
Service - These services are currently provided to the project
area. The City will allow service to continue upon annexation
