Indicate datea when action .\Iat lie taken. ~~ a STPFF REPORT ( The U.S. Department of Housing and Urban Development (HUD> recently Issued procedures and regulations governing the Federal Enterprise Zone Program. HUD defines an enterprise zone as a geographic area which meets certain socioeconomic distress criteria demonstrating that state and local Incentives are needed to stimulate new jobs and promote economic revitalization In the area. A distressed area ts defined as having an unemployment rate of at least 1.5 times the national unemployment rate; a poverty rate of at least 20 percent; and at least 70 percent of the households with tncomes at or below 80 percent of the community's median Income. On December 28, 1988, after carefully reviewing the Federal Enterprtse Zone Program procedures and regulations, It was determined that the City of San Bernardino might be eligible for the Federal Enterprtse Zone Program. Based upon the January 3, 1989 approval by the Commission, an appllcatton was completed and submitted to the California Department of Commerce CCOOC> on January 12, 1989. The COOC subsequently forwarded the application to HUD on January 17, 1989. The Mayor and each Councllmember have since been forwarded a full copy of the application. Attached for your Information ts a letter of acceptance from HUD and a list of the 18 California cities that submitted applications for the Federal Enterprise Zone program. On February 9, 1989, the Agency's consultant, Mr. Stephen G. Harding, provided the Redevelopment Committee with a briefing on the City's application for a Federal Enterprise Zone. " . . -' The -attached page lists the-eligibility levels for each of the 18 California cities that submitted applications for Federal Enterprise Zones. These levels represent scores in the selection process. You can use this data for comparative purposes with California applications. We have no information on score ranges for other areas. We do know. however. that only 19 applications were submitted in the western region. Housing and Urban Development (HUn) received only one application from outside of California. c~,.. I believe we have a very good chance to receive several Federal designations. Thanks for sUbmitting YOUr applications to us in a timely manner. We were able to forward all applications to HUn and avoid the "last day fire drill". I will be back to you as soon as we receive further information.
