On February 16, 1989, Agency staff was notIfIed that there was a 3.87 parcel being offered for sale by the COunty Treasurer/Tax Collector through Chapter 8 due to delInquent taxes. The parcel Is a large vacant lot (3.87 acres), surrounded on three sides by low-to moderate-Income, sIngle-famIly resIdences. It Is located on Ninth Street, between Flores Street and Pennsylvania Avenue (next to Lytle Creek Wash). The site Is vacant at thIs time, therefore, no relocation or demolition wIll be necessary. The current zoning Is RS (Residential Suburban), which Is conducIve to the use the Agency has planned. The purchase price of the property Is $7,550.00. ThIs price Is artificially low due to the fact that this Is the amount of delInquent taxes. If thIs property were listed at fair market prIce, Its value would be more In the lIne of $174,150.00 ($45,OOO/acre, after development of Infrastructure). In order for thIs property to be obtaIned, an ApplIcatIon to Purchase to the County Board of SupervIsors must be submItted no later than March 8, 1989. Once the applIcatIon has been submItted and accepted, the property wIll be removed from the lIst of propertIes to be auctioned, and an agreement will be formulated between the County Treasurer/Tax COllector and the Community Development CommissIon. If thIs parcel Is acquIred, It would be wIth the IntentIon of developIng 15-20 sIngle famIly low-to moderate-Income housIng unIts on the site. The purchase prIce wIll, therefore, be charged to the Agency's Low-to-Moderate-Income HousIng Fund. Staff acknowledges that this request Is beIng made at a late date, but due to to the fact that we were not Informed of thIs parcel beIng available untIl after the Agenda was posted, and that a decIsIon must be made prior to March 8, 1989, It was not feasIble to have thIs Item on the regular agenda [Government Code SectIon 54.954.2 (82)]. It Is therefore, requested that the CommIssIon adopt the attached ResolutIon authorIzing the purchase of thIs tax-defaulted property. SHD:ND:sm:4878G 2 o o RESOLUTION o RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION ON BEHALF OF THE REDEVELOPMENT AGENCY. CITY OF SAN BERNARDINO, AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO PURCHASE A CERTAIN PROPERTY AT TAX SALE, PURSUANT TO THE REVENUE AND TAXATION CODE SECTION 3791.3 WHEREAS. Revenue and Taxation Code Section 3791.3 provides that the Redevelopment Agency may purchase defaulted property; and WHEREAS, the Redevelopment Agency. City of San Bernardino has been advised that properties within the City have been tax defaulted; and WHEREAS, It would be In the best Interests of the taxpayers of the Redevelopment Agency to purchase certain of these properties. NOH, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMUNITY DEVELOPMENT COMMISSION. o The Redevelopment Agency, City of San Bernardino does hereby request the Tax Collector of San Bernardino County to remove that property listed on Exhibit "A" attached hereto and Incorporated herein, from the scheduled tax sale and to prepare an agreement for purchase at the minimum bid to be presented to both the Mayor and Community Development Commission and the Board of Supervisors of the County of San Bernardino.
