STAFF REPORT
Parking lots for Lytle Creek Park were constructed many
years ago and the pavement is in an advanced state of deteri-
oration. Also, guard rails are needed to preclude vehicles
from entering the park area and causing damage to the turf.
Additionally, in California
Section 5701, the legislature of the
made the following pertinent findings:
Public Resources Code,
State of California has
(b) Community, neighborhood, and regional parks,
beaches, recreational areas, recreational trails, and other
recreational facilities, and the preservation of historic sites
and structures contribute significantly to a heal thy physical
and moral environment and also contribute to the economic
betterment of the state.
(c) Many older parks and recreational facilities have
deteriorated to the point where the original investment in them
may become lost, and prompt action is necessary to restore them
to usefulness.
We recommend that a finding be made that the rehabil-
itation of this parking lot is needed for health and safety
reasons.
