Recommended motion:
1. That the Traffic Study for Temporary Closure of Mill Street and Tippecanoe Avenue
Intersection be received and filed.
2. That the estimated revenue of $15,000.00, in Account No. 242-000-41803, be
approved.
3. That the budget appropriation of $15,000.00, for installation of necessary traffic
control measures for the temporary closure of Mill Street and Ti ppecanoe Avenue
Intersection, be approved.

lhe proposed temporary closure of Mill Street and lippecanoe Avenue, adjacent to the BMO
Complex, was continued to the Council Meeting of January 17, 1989, in order to allow a
more detailed traffic study to be prepared. lhe detailed study, a copy of which is
attached for reference, confirms the conclusion of the preliminary study that the
closure of these streets will not have a significant impact upon traffic circulation in
the area.
However, the new study identifies some traffic control measures that will be needed to
be installed to direct motorists. lhe estimated cost of these measures is $15,000.00.
It is proposed that funds be allocated from the lraffic Systems Fee to finance this
cost.
lhe report by the Committee on Base Closures was released after the lraffic Study was
prepared. lhere are references in the study to the by-pass to be constructed with funds
secured from Congress. In vi ew of the proposed transfer of uni ts from Norton, it is
highly unlikely that any funds will be provided.
Access to Norton will still be provided, with the temporary closure.

PROPOS EO PROJECT
Thi s project proposes to temporari ly close Mi 11 Street and
Tippecanoe Avenue. adjacent to the USAF Ballistic Missile
(BMO), located at the Southwest corner of the Mill
Street/Tippecanoe Avenue intersection. The purpose of the
closure is to enable Norton Air Force Base to improve security
be incorporating the BMO into its boundaries and exercising
control at all of the access points. Therefore. when the
closure is accomplished, the affected portions of Mill Street
and Ti ppecanoe Avenue wi 11 come under operati onal control of
Norton Air Force Base.
Since only authorized personnel or visitors with permit passes
are allowed to enter the premises through the guard house, all
other vehicles will be turned back.
Analysis:
In order of determining the impact of the proposed project to
the traffic circulation of the area, the following analysis was
made:

Norton ' s traffl c vol ume was substracted from the
total street traffic resulting in only through
traffic utilizing the Mill and Tippecanoe
intersection (Exhibit "B"). The analysis indicates
that while 6000 daily trips (3000 in each
direction) are currently through traffic, more than
2/3 of the total traffic on Tippecanoe. and 1/2 of
traffi c on Mi 11 Street are ori ented to and from
Norton's facilities.
c. Projected Circulation After Closure: Exhibit "CD
shows the effect of the proposed closure to the
traffic circulation. The analysis indicates that
the existing 6000 daily through trips will most
likely be di verted to the following path:
1. 2000 trips will be diverted through Valley
View and Gifford Avenue to Central, and then
to Tippecanoe.
2. From the 4000 tri ps that ori gi nate through
Waterman Avenue, 2000 wi 11 uti 1 i ze Central
to Tippecanoe, while the remaining 2000 will

likely use Waterman and the 1-10 Freeway as
an alternate route.
Project Impact:
Although the proposed closure of Mill and Tippecanoe will
result in diverting the existing through traffic into alternate
paths, no si gni fi cant adverse impact was detected from the
analysis. All affected streets are currently operating under
thei r capaci ty, and wi 1"1 conti nue to do so after addi ng the
diverted traffic.
Consistency With Long Range Circulation Plan:
The City is currently seeking to adopt a new North/South
arterial in the new Circulation Element of the General Plan to
connect Tri-City Corporate Center with Lena Road at Mill
Street. This new arterial could provide direct alternate
North/South connection between Third Street and the 1-10
Freeway that would compensate for the existing discontinuation
of Tippecanoe due to Norton's presence.
Recommendation:
With the understanding that the proposed project will consist
of the temporary closure of Mi 11 and Ti ppecanoe i ntersecti on
(unti 1 'funds are secured from the Congress to construct a
by-pass for through traffic), the following traffic control
measures are recommended to mitigate the impacts:
a. Provide guide signs on Mill Street. Tippecanoe,
Lena and Central to inform motori sts of the
closure.
b. Improve Tippecanoe at Central Avenue to provide
protected left turn pocket for Northbound traffic.
(Traffic signals will be installed with the
forthcoming improvements by NAFB).
c. The intersection of Mill and Lena will continue to
functi on wi th the current stop control unti 1 such
time when the permanent closure goes into effect.
Then, this intersection will be modified to provide
a fourth 1 eg on the South side to connect wi th
Gifford Avenue half way between Mill and Central
or the new North/South arterial. A traffic signal
will be installed as an improvement for the
by-pass.

d. Retime the existing traffic signal at Waterman and
Central to accommodate the new demand.
e. Gi fford and Vall ey Vi ew Streets appear to be in
resonable condition for the amount of light traffic
they are expected to carry. However, staff wi 11
reevaluate them once the closure is in effect to see
if any operational improvements would be needed.
Cost of Interim Improvements:
The following is an estimate of the interim improvements
associated with the proposed closure:
a. Guide signs. including two

Conclusion:
The proposed closure of Mill and Tippecanoe intersection could
be implemented without adverse impact on the circulation,
provided that the interim improvements discussed above are
implemented.

Some years ago, the U. S. Air Force purchased the old
Aerospace Building, on the southwest corner of Tippecanoe Avenue
and Mill Street, to house their Ballistic Missile Operations
(BMO) .
The Air Force inquired of the City, if it would be
possible for Tippecanoe Avenue and Mill Street, adjacent to the
BMO, to be vacated. This request was based upon the desire for
the BMO complex to be included wi thin Norton Air Force Base
perimeter. Inclusion of the BMO complex within the base would
improve security for this sensitive facility.
After reviewing this request, it was determined that
these streets could be vacated, contingent upon an adequate by-
pass being constructed for through traffic. Several alternates
for a by-pass were prepared by a local civil engineering firm.
There was a general concensus that the one incorporating Central
Avenue, Gifford Avenue, and construction of a new street from the
terminus of Gifford Avenue to the intersection of Mill Street and
Lena Road, was the best alternate. A map of this alternate is
attached for reference.
An analysis of traffic volumes in the area, and how they
would be affected by the closure of these streets, has been
conducted by the Traffic Engineering Section. This analysis
indicates that the other existing streets would operate at an
acceptable level of service with the adjustments in current
traffic volumes due to the closure of these streets. However,
the by-pass for through traffic would be needed for future
traffic volumes.
The Air Force and Inland Action have been going to
Washington, D.C., for the past several years to request funds to
construct the by-pass. While they have not been successful, the
prospects appear good. vacation proceedings will be initiated
after the funds are secured to permanently close these portions
of Tippecanoe Avenue and Mill Street.
There are some private properties on the west side of
Tippecanoe Avenue, between Central Avenue and BMO, and on the
south side of Mill Street, between Lena Road and BMO. Notices of
the public hearing were mailed to these property owners. Also,
the City Clerk published a block notice of the public hearing in
a newspaper of general circulation.
Authority for a temporary street closure is granted by
Section 21101 (a) of the California Vehicle Code, providing the
legislative body, in their opinion, finds that the street is no
longer needed for vehicular traffic.

Closure of these streets will enable the highly
classified BMO complex to be included in the Norton Air Force
Base security perimeter. Enclosure of this complex will enhance
health and safety of the employees and visitors in the BMO com-
plex by reducing the possibility of terrorist activities.
Norton Air Force Base will close these streets just after
the first of the 1989 year, by installing guard gates to limit
access to base personnel and authorized visitors. There will be
no expenditure of City funds to close these streets. However, we
may determine that some signs to direct through traffic are
needed.
We recommend that authorization be granted to close these
streets.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
6 CITY OF SAN BERNARDINO, AS FOLLOWS:

SECTION 1:
The referenced streets are not presently
8 needed for traffic circulation.

SECTION 2. Based upon a traffic engineering study, the
10 referenced streets are not currently needed for traffic
11 circulation.
This finding is due to the fact that the other
12 existing streets in the area would operate at an acceptable level
13 of service, with the adjustments in present traffic volumes due
14 to closure of the referenced streets.

SECTION 3.
Vacation proceedings will be initiated for
16 the referenced streets whenever funds have been secured from
17 Congress to construct a permanent by-pass for through traffic.

Pursuant to Section 21101 (al, of the

Dear Mayor and Members of the Council:
I will be out of the City on February 20th when the Mayor
and Council consider the request of Colonel Brooke Bailey to
close on a temporary basis portions of Tippicanoe Ave and Mill
Street adjacent to the Ballistic Missile Office.
I urge you to approve this request for three reasons:
1. If the BMO is to continue to operate from its offices in San
Bernardino, it must be assured of a high level of security. The
BMO currently has 360 of its personnel in buildings located on
Norton Base proper with the other 540 located in the buildings at
Mill and Tippicanoe, formerly owned by the County of San
Bernardino. Working closely with the BMO is TRW. Its personnel
are divided 700 on Norton Base proper and 400 at Mill and
Tippicanoe. It is imperative, if the BMO is to remain in San
Bernardino, that they receive this measu"re of protect'fon.
2. At risk is the $36.2 million payroll of BMO and the $50
million payroll of TRW together with the Rockwell facilities that
have just moved to San Bernardino. All of us, both the public
sector and the private sector, are joined in the effort to not
only keep the Ballistic Missile Office in our City but to
encourage other missions from the Systems Command to relocate in
San Bernardino.
3. The traffic study prepared by your Public Works Department
indicates this temporary closure can be accomplished with only
minor inconvenience. I believe that whatever the degree of
inconvenience might occur to a limited number it would be a small
price to pay for the security and the permanency of the BMO, TRW
and Rockwell.
With the loss of 80% of the personnel that constitues Norton
Air Force Base, it is imperative that the entire community
support the remaining 20% to assure their continued presence in
our City. Thank you in advance for giving the request of Col.
Bailey your most serious consideration.
