1. REQUEST FOR FINANCIAL ASSISTANCE AND A WAIVER OF
CITY FEES FOR BLACK HISTORY PARADE - JIM KING, SO. CALIFORNIA
GAS COMPANY - The Committee recommended approval of $7,500 in
financial assistance to the San Bernardino Black History
Parade. The funds will be provided from Development fee fund
- 1988. The Committee further recommended that all associ-
ated fees incurred by City Departments be waived and City
forces be authorized to perform the associated tasks. A
listing of all costs normally incurred will be provided to
the Mayor and Council at the January 30, 1989 Council
meeting.
Attorney Empeno briefed Mr. King regarding liability
insurance. Mr. King indicated they had liability insurance
and would provide a copy of the coverage. The Committee
requested that staff provide a synopsis of all Development
fee funding since 1984 and how the funds have been spent.
The Committee questioned the City'S position regarding
AB 1600 - 1988 and 1989 funds. The City is continuing to
collect fees, but as of January 1, 1989 a separate account
for 1989 fees has been established awaiting a decision on the
collection and use of these fees by the State.
