Synopsis of Previous Council action:
The City Council has, on an annual basis, since 1978, has approved
funding in various amounts to support the Black History Parade.
1/23/89 -- Ways and Means Committee recommended approval of $7,500
and the waiver of City fees and use of City forces to support the
1989 Black History Parade.
Recommended motion:
That the request for financial support in the amount of $7,500, use
of City forces and the waiver of City fees in connection with the
1989 Black History Parade, be approved.

STAFF REPORT
The Ways and Means Committee, on January 23, 1989,
recommended approval of $7500 financial assistance to the San
Bernardino Black History Parade. The funds are to be provided
from the Development Fee Fund 1988. The Committee also
recommended waiver of fees incurred by City Departments in
association with this function and authorization for the use
of City forces to perform associated tas~s.
This is considered an emergency item because the event is
scheduled for February 4, 1989.

The San Bernardino Black History Parade Committee, Inc. (BHPC), a non-profit
organization, was founded in 1968 by a small group of concerned citizens. The
purpose of the organization is to foster an interest and a greater understanding
of Black culture, to heighten community awareness of the accomplishments and
achievements of Black people, past and present, and to coordinate and direct the
planning and implementation of an annual Black History month (February) parade.
In addition, a major objective of the organization is to bridge the gaps that
exist across cultural lines by bringing the local community together in the
spirit of unity and brotherhood.
To enable us to prepare for our 1989 festivities, funding is especially important.
The parade and attendant activities have grown larger and more expensive to support.
Financial requirements exceed $20,000 each year. In recognition of how important
these activities are to the community, we ask that the City of San Bernardino
contribute $7,500 and a waiver of the city fees for police and parks and recreation
equipment. Your investment in this truly community outreach effort will go a long
way helping us unite the city in the spirit of brotherhood.
Beginning in February 1969, with only twenty-one entries, the San Bernardino Black
History Parade has grown, in 1986, to over 300 entries; and was viewed by over
20,000 spectators.
Since the first parade, a number of other cultural events have been added and also
sponsored by the Black History Parade Committee, Inc. (BHPC). These include:

These activities along with the parade provide area residents an excellent
opportunity to gain exposure to positive role models from the business,
political, sports and entertainment industries and fields. Past parade grand
marshals have included Los Angeles ~layor Tom Bradley, t1uhammad Ali, Redd Foxx,
Debbie Allen, and Oyeyode Oyesosin, II, King of Nigeria.
Because these activities take place directly in the "minority" community, area
merchants experience an increase in business from the large numbers of partici-
pants and spectators attending planned events. In addition, those in the
community who are disadvantaged or homebound benefit as the events are brought
directly to their door steps; this avoids the additional hardship traveling to
another location could cause.
The San Bernardino Black History parade and related cultural activities have
become a major and integral part of the Inland Empire's observance of Black
History month. In fact, the parade itself has become the largest single Black
History event in the state.
The City of San Bernardino has the opportunity to provide the resources, in-kind
services and expertise required to assist in continuing this worthwhile
community project. The future will be even brighter with your help; our theme
this year is "Celebrat:ing Heritage".
Please give this request careful consideration as your help is greatly needed
and appreciated.

Dear Shauna Clark,
As this is the 20th Anniversary of the Black History Month
Parade, we are making every effort to get as many citizens
involved as possible. This year's theme is "Celebrating
Heritage." In addition, we are continuing to increase
efforts to seek funding from other sources. Over the last
two years we have made a tremendous dent in the debt level
we inherited from the past directors.
Once again we are requesting to go before the next Ways and
Means Committee to request $7,500 in financial assistance
and a waiver of the City's fees. I will supply back-up
data (i.e. budget) early next week. This year's events are
scheduled for February 3,4, & 5th. This years chairperson
is Margaret Hill, Principal at San Andreas High School.

cooperation and support.

This i8': to announ::e the 20th Annual 198~ San Bernardino Black History Parade
and related cultu~~l activities. Parades are an integral part of the American
way of' life: it is appropriate that t,his parade be viewed in that light.
Parades reflect the spirit and dreams of the members who make up the
,community. They ,also provide social entertainment; an opportunity for
cul tural exchange; and a day of community solidarity. Because this is the
20th Annual Paradu we are requesting yo~r participation in the spirit of this
years thame .Celebrating Heritage.. A, strong appeal is being made to all
ethnic groups and, organizations to join with us in celebrating the heritage
of all ethnic groups and cultures. We hope participants will design their
flo~ and other ,entries and dress reflecting their cultural heritage.
Over the last two years several changes' have taken place to improve our
~fficiency. These, 'changes include: a better security system. upgracUng of the
'type of entries that participate, improved crowd ,control, appointed
experiencedperspnnel to organize ,each division. the parade starts at
prescribed time, 'and in proper alignment. alleviated the problems encountered
in the past, with reference to trophy and awards presentation. These are only
a few of the changes that have 1:Ieen made for the 1989 parade. We want to
continue improviri9 apdupgrading the standards for our parade: and we welcome
any changes or suggest~ons you may have.
The influence of the parade on youth eBpecially in this community has been
substantial. Some,have set new life goalS based on their exposure to profess-
ional groups, po'liticians. professional entertlliners. and others. due to
their support in pllSt parades and events. Their participation has helped make
our parade and ol:her events hailed as a landmark in the cultural sphere of
the City of SAn Bernardino. and throughout. the Inland Empire.

Each year we work'very hard in trying t~ present the very 1:Iest talents avail-
a1:l1e as Grand Marshal and Division ,Marshals. This year is no exception. We
are negotiating with some top talent. some we know that you will be proud to
accompany~in the parade and other eventti.
