Synopsis of Previous Council action:

Recommended motion:
That the City Engineer and City Clerk are authorized to proceed with initiating
proceedings for the establishment of an assessment district under the provisions
of Chapter 12.90 of the San 8ernardino Muncipal Code and that the City Engineer
is directed to prepare an Engineer's Report for the proposed installation of
traffic signals at the intersection of Palm Avenue and Kendall Drive and for the
construction of a box culvert at Palm Avenue and the Cable Creek Channel, in the
City of San Bernardino.

STAFF REPORT
Some residents of the Verdemont area have requested that traffic signals be
installed at Palm Avenue and Kendall Drive, and a box culvert be constructed on
Palm Avenue at Cable Creek. In response to these requests, staff was directed
to prepare a Verdemont Area Infrastructure Financing Plan, to identify how these
improvements could be financed at this time, instead of waiting until sufficient
fees were collected from developments.
A plan has been prepared in response to this directive. Financing for these
improvements is shown on this plan to be derived through an assessment district.
The tentative boundaries of the district are shown on the attached map. Since
none of the developed parcels within the district have paid fees to help finance
the cost of these improvements, it is proposed that all parcels, both developed
and undeveloped, be assessed.
It is anticipated that the traffic signals will cost about $120,000 and the box
culvert about $636,000. Since we will not be able to "up front" the $756,000
from City funds, it will be necessary to sell bonds or secure a loan from the
Redevelopment Agency. Estimates of costs and source of funding will be
identified in the Engineer's Report. .
Establishing an assessment district requires at least 3 to 4 months. Therefore,
we recommend that authori za ti on to proceed be granted so the proceedi ngs can be
started.
