Evelyn Wilcox and Council REGARDING: Concurrent processing of a building permit with a Conditional Use Permit (CUP) To be placed on Council's next agenda Dear Sirs: ....... St. Bernardine Medical Center requests that we be allowed to file for plan check of a proposed parking structure and that the said parking structure be processed concurrently with a required Conditional Use Permit (CUP). This request is made to avoid substantial delays in providing seriously needed community services. The project currently under construction for which the parking structure is being developed provides for an additional 130,000 sq ft of health care related services. Your assistance in expiditing Juristictional agency processing will assist in providing earliest possible completion of these severely needed community services. Bernardine's Hospital ",-",ubject Date Approved As requested in your memo dated December 9, 1988, the following is a history of the Planning Department's involvement with the most recent additions to ST. Bernardine's Hospital. August 22, 1985 - ST. Bernardine's Hospital filed Conditional Use Permit No. 85-54, requesting to construct a 5-story, 51,500 square foot medical office building, a 47,900 square foot hospital wing addition, and additional parking spaces to bring the total parking at the site to 1,360 spaces. The hospital and related facilities require 1,351 spaces. December 17, 1985 - The Planning Commission approved the conditional use permit with an added condition which read: "2. Within 5 years of the date of approval of Conditional Use Permit No. 85-54, the item may be placed on the Planning Commission Agenda for a determination as to whether a further parking study will be required." '- March 27, 1986 - A temporary parking plan was submitted to modify the parking layout (Review of Plans No. 86-24). The modification included restriping existing lots and allowing a reduction of 110 parking spaces (1,250 total provided) during construction of the additions approved by Conditional Use Permit No. 85-54. April 10, 1986 - The temporary parking plan was approved by the Development Review Committee. A condition of approval read: "4. A revised permanent plan shall be submitted (11 copies) for final approval showing aforementioned modifications." Those modifications were relative to handicap parking, landscaping and driveway alignments. The final plans were not submitted. October 15, 1987 - Conditional Use Permit No. 85-54 (Revised) was submitted to the Planning Department. The Revised plan showed the location of an auditorium used for training, and parking spaces to bring the total parking back up to 1,346. - .. /"'"' ~ -"", ......J James E. Robbins December 13, 1988 ST. Bernardine's Hospital -2- November 14, 1987 - the file was deemed incomplete by the Planning Department. A request was made for a revised site plan and a traffic study. I j ~ There was no further action on the file. The hospital never submitted the additional information, however, there is no formal letter of withdrawl in the file. "}, Discussions regarding the proposed parking structure occurred between November 1987 and March 10 1988. The discussions involved planning personnel no longer with the City, so the nature of the discussions is not known. December 7, 1988 - A pre-application conference was held with an architect for ST. Bernardines and members of the Current Planning Staff. n.. December 13, 1988 - Conditional Use Permit No. 88-57 was submitted to the Planning Department to construct a 4 story addition to the hospital and a 3 level parking structure. That case will be compiled and assigned to a planner on December 20, 1988. In response to the Administrative Office's request for a statement of appropriateness of Saint Bernardine Hospital concurrent processing request, the Planning Department has no problem with the proposed concurrent processing of the construction plan check through the Building and Safety Department with the Conditional Use Permit through the Planning commission. If concurrent processing is approved, the Planning Department recommends the following: 1. Should the Conditional Use Permit be denied, the city is held harmless for fees collected for Building and Safety plan check and for Conditional Use Permit processing. 2. No building permits should be issued prior to environ- mental review, Planning commission public hearing, or the expiration of any appeal periods.
