Thrasher Planning Department 300 North "0" Street San Bernardino, California 92418 (714)384-5057 '- \,. ~ CIO OF SAN BERNAR~O PLANNING DEPARTMENT -- INITIAL STUDY Public Works No. 88-27 proposes to install traffic signal equipment, including signal poles, conduit, pull boxes, traffic controller and electric services; three handicap ramps on the northerly, easterly and southerly corners; a meandering concrete sidewalk between the southerly corner and an existing sidewalk approximately 140 feet southwest; and a right turn island at the westerly corner of the intersection of University parkway and Northpark Boulevard. ",..~ The project site is a developed intersection currently controlled by four-way stop signs. Both Northpark Boulevard and University Parkway have raised center dividers. Northpark Boulevard has three lanes each direction with a separate left-turn lane from westerly-bound Northpark Boulevard to University Parkway, and a separate right-turn lane to university parkway from easterly-bound Northpark Boulevard. University parkway has three lanes each direction southerly of the intersection. Northerly of the intersection, University Parkway becomes the state University entrance road. - There are no existing sidewalks immediately intersection. The intersection is bounded the California state university and the south adjacent to the on the north by by vacant land. This creat.s concerns about signal pol. stability and increased levels of dust during construction. The following mitigation measures shall apply: 1. Poles shall be installed to Cal Trans standards. 2. Sprinkling to control dust. 5.b. The proposed project may increase noise levels during the construction period, but the following mitigation measure will alleviate the impact: 1. construction work a.m. and 10:00 ordinance. shall p.m. only occur between 7:00 as provided by City 6.c. The proposed project is within "Greenbelt" Zone "c" and 6.d. the High Fire Hazard Zone, however, the nature of the project (Public Works) will not have an impact. "'- 9.h. The proposed project could increase traffic congestion during the period of construction.
