Subiect:
Adopt Negative Declaration for State Street improvements from 16th Street to 5th Street.
Backl!round:
The California Environmental Quality Act (CEQA) guidelines dictate that the construction of a
new roadway, or substantial improvements to an existing street such as lane widening, etc.,
require an environmental approval by the authorizing agency.
An Initial Study was prepared for the project and reviewed by the Development/Environmental
Review Committee (D/ERC) on July 17, 1997. Based on its review of the Initial Study, the
D/ERC recommended that a (Mitigated) Negative Declaration be prepared and adopted by the
Mayor and Common Council, but no action was taken to the Council at that time. The Initial
Study was made available for public review from July 19, 1997 to August 6, 1997. No
comments were received from members of the public or responsible agencies. In addition, an
updated field review performed by Tom Dodson and Associates on November 9, 2000
confirmed that there has been no change in the environmental condition since the last Initial
Study.
At its meeting of 12/21/00, the D/ERC again recommended that the Mayor and Common
Council adopt the (Mitigated) Negative Declaration.

INITIAL STUDY
Public Works Project PWP97002
INTRODUCTION
This Initial Study is provided by the City of San Bernardino for Public Works Project
PWP97002. It contains an evaluation of potential adverse impacts that can occur if the proposed
Public Works Project is approved.
The California Environmental Quality Act (CEQA) requires the preparation of an Initial Study
when a proposal must obtain discretionary approval from a governmental agency and is
not exempt from CEQA. The purpose of the Initial Study is to determine whether or not a
proposal, not exempt from CEQA, qualifies for a Negative Declaration or whether or not an
Environmental Impact Report (EIR) must be prepared.
The following components constitute the Initial Study for PWP97002:

Combined, these components constitute the complete Initial Study.
PROJECT DESCRIPTION
The project consists of construction of a four lane arterial roadway beginning at the curve in
Ranch Avenue just south of Foothill Boulevard, then bridging across Lytle Creek Channel and
crossing Foothill Boulevard, then bridging across the Lytle Creek overflow spillway, thence
northerly through the sand and gravel pits area to Base Line Street, thence northerly to join
existing State Street near 16th Street.
The work consists of roadway construction, including grading, paving, Curb & Gutter, sidewalk,
street lights, traffic signals, bridges, signing and striping, and right-of-way acquisition.
SITE AND AREA CHARACTERISTICS
The site consist mainly of sand and gravel pits and flood control areas. Much of the sand and
gravel mining at the site has been completed and the pits are being reclaimed under a mitigation
plan prepared by Fourth Street Rock Crusher. Most of the area has been disturbed by the
mining operation and surviving vegetation is sparse.

ENVIRONMENTAL SETIING
The project site is located in a biological overlay area and the southern end of the site is
traversed by the Alquist-Priolo Special Studies Zone for the San Jacinto Fault. The project is
located in the South Coast Air Basin.

B. DISCUSSION OF ENVIRONMENTAL EVALUATION AND MITIGATION MEASURES
(The following responses are numbered to correspond to checklist items in the pz:evious section)
1. Earth Resources
h. A portion of the site is located within an area designated as the Alquist-Priolo Earthquake Fault Zone
of the San Jacinto Fault. The fault appears to cross the alignment approximately 1,500 feet north of
Foothill Boulevard. Normally, a geologic investigation is required to locate faults in order to establish
setback distances for habitable structures. A bridge structure is proposed in the Alquist-Priolo
Earthquake Fault Zone, but no habitable structures are proposed. The site is covered by a thick layer
of alluvial deposits, therefore, attempts to determine where faults cross the alignment would not be
productive.
A soils and geologic investigation will be require for the design of the bridge structure. A structuraI
engineer will be retained to design the bridge and a requirement of the consultant agreement will be
that the structural engineer obtain a soils and geologic study from a professional soils and geologic
engineering and incorporate the results of the study in the design of the bridge structure. This
mitigation will reduce potential seismic impact to a level of insignificance. .

f. Lytle Creek Channel and the Lytle Creek overflow structure and spillway were constructed by the
Corps of Engineers in phases of a period of years between the early 50's and 70's. After completion
of construction these channels were turned over to the San Bernardino County Department of
Transportation and Flood Control for operation and maintenance.
This proposed bridge crossings over Lytle Creek Channel and Lytle Creek overflow spillway. This
bridge construction will result in some modification of these concrete lined channels, however, the City
will obtain all necessary permits from the San Bernardino County Department of Transportation and
Flood Control and the Corps of Engineers for the channel modification and bridge construction.
This mitigation measure will reduce potential impacts due to modification of these channels to a level
of insignificance.
g. The site is located in an area identified in the General Plan as susceptible to subsidence. A soils
investigation will be conducted for the alignment prior to start of design. All recommendations of the
soils investigation will be incorporated in the final design of the roadway and bridges.
This mitigation measure will reduce potential impacts due to subsidence to a level of insignificance.
h. The site is located in an area identified in the General Plan as susceptible to liquefaction. A soils
investigation will be conducted for the alignment prior to start of design and will include an evaluation
of the potential for liquefaction with recommended mitigation measures, if appropriate. All
recommendations of the soils investigation will be incorporated in the fmal design of the roadway and
bridges.
This mitigation measure will reduce potential impacts due to liquefaction to a level of insignificance.
2. Air Resources
a. The project could result in substantial air emissions or an effect upon ambient air quality as defmed by
South Coast Air Quality Management District.
An Air Quality Impact Forecast, dated May 1997, was conducted by Tom Dodson & Associates for the
project. The forecast concluded that the proposed project will not result in generation of addition
vehicle emissions due to an increase in the number of vehicle trips on the area roadways. . The forecast
further concludes that the project will generally improve the circulation system thereby resulting in an
unquantifiable overall reduction in pollutant emissions.
To further reduce potential emissions, the City will implement the following measures:
1. Identify and construct the roadway and/or intersection improvements needed to improve the

operation of those roads affected by this project. It is anticipated that improvements could
include additional traffic lanes, additional turn lanes, and intersection controls (signals).
2. Monitor land development in the project area to ensure that further development does not impact
roadways and intersections. Where necessary, adequate conditions of project approval shall be
applied to minimize potential circulation system impacts.
3. Continue to monitor roadways and intersections in the project area to verify that adequate levels
of service and operation are maintained. If levels of service and/or intersection operation
declines the City shall identify the roadway and intersection improvements needed to improve
traffic circulation. The City shall construct or require private parties to construct the needed
improvements.
Implementation of the above mitigation measures will reduce potential impacts of this project on Air
Quality to a level of insignificance.
3. Water Resources
a. This project could result in changes in absorption rate, drainage patterns, or the rate and amount of
surface runoff due to impermeable surfaces; however, these effects can be mitigated by the standard
Public Works requirement to contain and convey run-off to an approved storm drain.
Incorporation of this mitigation measure in the design of the project will reduce potential impacts due
to change of absorption rates, drainage patterns, and rate and amount of surface run-off to a level of
insignificance.
e. Portions of the project site are located in Flood Zone A as shown on the FEMA Flood Insurance Rate
Maps (FIRM) dated 3-18-96. The remainder is in Zone X (unshaded) which designates areas of
minimal flood hazard. The portions of the site in Zone A are the bridges and the Zone A is contained
within concrete lined channels.
The City will obtain all required permits from the San Bernardino County Department of Transportation
and Flood Control and the Corps of Engineers for construction within Zone A.
Inclusion of this mitigation measure in the design and construction of this project will reduce potential
impacts from construction within Zone A to a level of insignificance. '

4. Biological Resources
a. This project proposes construction within an area of the City designated by the General Plan as
Biological Resources Management Overlay.
A Biological Assessment, dated May 6, 1997, was conducted by Tom Dodson & Associates. The report
concludes that no listed species or sensitive biological resources will be affected by the project.
Approximately 0.37 acres of highly degraded riparian habitat will be impacted by the proposed project.
A U.S. Army Corps of Engineers 404 Permit, a State Water Quality Control Board 401 Certification,
and a California Department of Fish and Game 1601 Agreement will be required for the project.
Inclusion of the above mitigation measures in the design of the project will reduce potential impacts of
the project on biological resources to a level of insignificance.
5. Noise
b. The project will result in construction that may generate noise levels above an Ldn of 65 dB(A) exterior
or and Ldn of 45 dB(A) interior.
There are no schools, housing, health care facilities or other sensitive uses adjacent to the project.
Based on the above discussion, there will be no significant impacts from noise generated by the project,
therefore, no mitigation measures are required.
9. Transportation/Circulation
d. The project will alter present patterns of circulation. State Street is a shown as a major arterial highway
on the City's General Plan and is intended to carry large volumes of traffic through the area. The result
will be that less traffic will use local streets as thoroughfares which, in most cases, is a favorable effect.
However, a study prepared by the City Traffic Engineer using data from the Southern California
Associated Governments (SCAG) Regional Model for the year 2015, indicates that the level of service
on some adjacent streets will degrade to LOS "F" if improvements are not made after State Street goes
into service. These impacts and the proposed mitigation measures are discussed in Section 2.a. "Air
Resources" .
The mitigation measures proposed under" Air Resources" will reduce the impacts due to alteration of
present patterns of circulation to a level of insignificance and, therefore, no additional mitigation are
required.
