CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
STAFF REPORT
SUBJECT
Resolution of the City of San Bernardino authorizing the Mayor of San Bernardino to execute a Services
Agreement with the san Bernardino City Unified School District for the operation of the school crossing
guard program.
BACKGROUND
The City of San Bernardino and the San Bernardino City Unified School District have participated in the
school crossing guard program for a number of years. Currently, the Police Department has administrative
oversight of the program and both parties contribute one-half of the financial costs of operating the
program. The most recent Services Agreement expired June 30, 2000 and included the same terms as the
proposed agreement.
Crossing guard services are vital to protect the safety of students while walking on city streets to and from
school. The following criteria is used by the Traffic Engineering Division of Development Services to
evaluate requests for additional crossing guard sites.
. 40 pedestrians and 500 vehicles in a 2-hour period for locations with a posted speed limit
below 40 MPH.
. 30 pedestrians and 350 vehicles in a 2-hour period for locations with a posted speed limit
of 40 MPH or higher.
The findings and recommendations from Traffic Engineering are submitted to the City's Traffic Safety
Committee for review and implementation.
FINANCIAL IMPACT
The police department's FY 00101 adopted budget includes $213,200 for the operation of the crossing
guard program for FY 2000101. Total costs are estimated to be $260,400. Execution of the Services
Agreement will obligate the San Bernardino City School District to pay for one-half of costs of the
crossing guards employed by the City up to the sum of $130,200 for FY 2000101. $120,000 in estimated
revenue reimbursement was included in the FY 0010 I budget. Therefore, a budget amendment increasing
the police department's expenditure budget account #001-217-5014 by $47,200 and revenue account
#001-000-6740 (Misc. Police Receipts) by $10,200 is necessary to reflect the costs and revenue
reimbursement associated with this contract.
