STAFF REPORT
SUBJECT
Resolution authorizing a one-year purchase order for the processing of residential and commercial
green wastes and organics to Inland Empire Composting of Colton, California in the amount of
$20.00 per ton.
BACKGROUND
On February 9, 1995, the Mayor and Common Council authorized the execution of an agreement
with California Biomass for the provision of green material processing (Resolution 95-29). This
agreement provided for a two-year base term with three, one-year options. This contract expired on
December 31, 2000. At the December 18, 2000 Council meeting, the Mayor and Common Council
tabled a request for a three-month extension of the existing contract with California Biomass.
Staff originally expected to issue a Request for Proposal for processing of green waste and organics
that originated from the City's residential and commercial collection operations. Staff researched all
available composting facilities within a 15-mile radius of the City and identified four vendors that
may have been qualified to perform the desired services. These potential vendors include California
Biomass (Bloomington), Inland Empire Composting (Colton), One-Stop Nursery Supply (Redlands)
and CST Organic Recycling (San Bernardino). As a result of the Mayor and Common Council's
December 18th action, staff investigated the remaining three vendors. Of the three vendors, only
Inland Empire Composting has the available capacity, capability and pennitting to handle the
volume of green wastes collected by the residential and commercial refuse collection operations.
Staff spoke with Mr. Louie Omly of One-Stop on Monday December 18th and he stated that they
do not have the capacity to handle this volume of materials, with the level of contamination that is
present. Also on December 18th, staff spoke with Chuck Smith of CST who stated that he also did
not have the required permits or capacity to handle the materials. Staff toured Inland Empire
Composting on December 14th and detennined that they have sufficient operational capability to
handle and process this material. Staff also visited One-Stop on December 15th, and CST on
December 19th. Based on staff's investigation of available facilities that are capable of handling this
material, staff is recommending that a purchase order with a $20 per ton unit price be issued to
Inland Empire Composting as the most qualified vendor for this service. This action is qualified per
Purchasing Code 3.04.010.B-3 "Purchases approved by the Mayor and Common Council... ... ". A
one-year period would allow sufficient time for other potential vendors to be positioned to
effectively compete for this service.
Inland Empire Composting forwarded a written estimate dated December 22, 2000 of $20.00 per
ton (attached). This is lower than the $22.70 per ton that the City contracted to pay to California
Biomass under the existing contract. Because of the conclusion of the existing contract on
December 31, 2000 and the need to maintain capability to process green wastes collected, a purchase
order in the amount of $16,000 was issued to Inland Empire Composting located at 1951 West Key
Street, Colton, California 92324.

FINANCIAL IMPACT
The one-year cost of processing green waste is estimated at $500,000 to process the estimated
25,000 tons of residential and commercial green waste collected; however actual costs are dependent
upon actual tonnage collected; therefore the cost is set at $20.00 per ton. Funds for this requisition
are contained in the FY 00-01 Refuse Fund under 527-412-5179 and 527-413-5179, DumplWaste
Fees. Funds for FY 01-02 will be subject to Council authorization.
RECOMMENDATION

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1.
That the Purchasing Manager of the City of San Bernardino is
hereby authorized and directed to execute on behalf of said City a one-year purchase order with an
estimated amount of $500,000 to Inland Empire Composting for the processing of residential and
commercial green waste and organics. The said purchase order shall be for a $20 per ton unit price
as per the written estimate of Inland Empire Composting on Attachment 1.
13 SECTION 2. The authorization to execute the above referenced Purchase Order
14 is rescinded if it is not issued within sixty (60) days of the passage of this resolution.

RE: Processing Rate Structure, greenwaste diversion
Dear Mr. Merrill:
Thank you for the information regarding the specifics of greenwaste, curbside collection in the City's
diversion program. After reviewing that data we feel confident in our ability to process and return to
beneficial reuse the organic waste stream in San Bernardino. This would include all classes of materials
such as greenwaste, all palm waste and wood. Commercial organic material may be handled on an
individual Customer basis, dependant on the exact composition of that particular waste.
Hours of Operation: 7am to 5pm Monday thru Friday.
Early or late arrivals may be
accommodated if needed.

Tipping Fee: $20.00 per ton, regardless of material class.
Contaminate Collection 6 five yard bins
Non compostable or contaminate content of the curbside collection has been indicated to be as high as
10%. This equates to a weekly contaminate load of 40 tons of trash that must be landfilled. We clean all
of the waste stream before further processing and require that your trucks return the contaminates to a
proper disposal facility. Based on the this level of pollution separation we would request a minimum of
six (6), five yard bins for the separation, collection and removal of this trash. These could all be
emptied on a single day of your scheduling, each week. Ifwe fmd f!1at the contamination level is other
than the expected amount we may request a different number of bin; at a later time
Billing terms would be according to the standard practice of the City of San Bernardino Finance
Department. If you have any further questions or the need for additional information please contact me
