Location: IDA Conference Room A The meeting of the Citizens Advisory Committee for the Uptown Redevelopment Project Area was called to order by Chairman Larry Willson at 2:40 p.m., in the IDA Conference Room, 300 North "D" Street, San Bernardino, California. Approval of Minutes of January 19, 1989 Cf. Page 5, Vacation of Broadway and Main Streets, Carl Oldenkamp stated that continued study is being done not for alternate routes but for alternate street crossing locations which could be abandoned. The minutes will be amended to read as follows: ',._c tj F -..., .'-' ....... - ...J' '-- I Carl Oldenkamp reported that the Commission voted to continue the itl!ll till May so that further studies could be done regarding alternate street croBsing locations which could be abandoned for the benefit of the Atchison, Topeka and Santa Fe Railway Co. MOTION: That the Minutes of the Meeting of January 19, 1989 be approved as corrected. Moved by: Dr. Robert Krone The motion was carried unanimously. Seconded by: Larry W. Ammons Approval of Minutes of February 16, 1989 MOTION: That the Minutes of the Meeting of February 16, 1989 be approved as submitted. Moved by: Dr. Robert Krone The motion was carried unanimously. Ammons Iaprovl!llents for the -E- Street Corridor ~ Mr. Wagoner reported that RDA staff is discussing with the Mayor's Office possible sources of financing for aesthetic improvements to the "E" Street corridor between Eighth Street and Baseline. No final decision has been made as yet. Mr. Willson expressed support for the suggestion to retain the services of university students studying architecture to help determine the types of improvements that would be practical for the area. Mr. Wagoner stated that he is concerned about how expedient this method would be. He continued stating that it has been his experience that students many times will portray good theoretical ideas not necessarily practical ideas that can be implemented. Mr. Wagoner stated that he feels the services of a professional consultant should be retained. Since the area is so close in proximity to the Main Street area, the Committee might want to consider retaining the services of the Main Street Program consultant, Urban Design Systems. Dr. Krone stated that since the services of university students would be without cost it might be worthwhile to retain the students as a source for a second opinion. North Side Highland Avenue Parking Consolidation Proj~ Mr. Wagoner stated that he and Cas Sermak walked the area in question once again. - -2- " , .....,... "- -- :--- , A meeting will be scheduled very soon between RDA staff, Cas Sermak and the property owner of the new beauty school in the area. The property owner has purchased the two lots behind his new business with the intention of creating a parking lot. Cas believes that this property owner's interest in the parking situation in the area could spark the interest of the other property owners and thus benefit the area in general. Mr. Willson asked about the status of the two houses behind the lot of the new beauty school. Mr. Wagoner was uncertain; however, the houses were still occupied at the time that he walked through the area. Mr. Willson made reference to the idea of forming a Parking and Business Improvement District for the purpose of financing the desired improvements to the area. Mr. Willson asked that this financing tool be researched and its viability for the area be reported to the Committee. -D- Street Improvements A letter was distributed to the Committee by Dr. and Mrs. Robert Krone and Mrs. Maria McNulty regarding conceptual ideas of improvements which could be done in the "D" Street corridor bounded by Eighth Street on the south and Tenth Street on the north (filed). Committee members reviewed the aforementioned letter. '- In reference to discussion regarding historical homes in San Bernardino, Mr. Wagoner reported that the RDA is purchasing the parking lot adjacent to the Heritage House. The lot is currently owned by the Economic Development Council. The Miles House, which is adjacent to the Heritage House, is owned by the Community College District. The RDA has located a developer who is willing to buy the Miles House from the Community College District and move it to the parking lot currently owned by the EDC and then restore and rehabilitate it. There are still questions concerning the structural condition of the Miles House and if the house could structurally tolerate such a move. Mr. Wagoner stated that the City basically does not have ordinances currently in effect to deal with the issues created by historical places within the City boundaries. Mr. Wagoner continued stating that the City's new General Plan does have a section entitled "3.0 Historical and Archaeological Resources." (Plan section distributed to interested Committee members.) Mr. Wagoner stated that one idea that is being considered is a historical overlay area where there would be a number of buildings with historical architecture located in one area of the City. '''''-"- -3- - '-' "-' '-" 'I- Mrs. Krone stated her support of designating this portion of the Uptown Project Area as a true, historical area. She continued stating that there are still several vacant lots in the area on which could be located some of the homes with historical value that are currently located sporadically throughout the City of San Bernardino. She also stated that it would be an enjoyable entertainment diversion for those dOing business in the downtown area. Mrs. Krone concluded her comments by requesting that the above""1lentioned suggestion be incorporated into the original letter authored by she, Dr. Krone and Mrs. McNulty. Mr. Willson noted thst "historical" homes located in places where the new General Plan will not allow residential development would be prime targets for such a project. Mrs. Krone continued clarifying that their proposal is not just inclusive of "historical" homes, but of all the homes in that area. Mrs. Krone stated that the homes in the srea are older homes, and it would make a noticeable difference to the area if the facades of those homes were improved. Mr. Willson asked how many homes are located on "D" Street between Eighth and Tenth Streets. Mrs. Krone stated that she thought lS homes would be involved in the program at the most. Mrs. McNulty stated that several of these homes are called "California Bungalows," and the style of architecture is termed "Craftsmen". '- Mr. Willson made mention of the fact that the homes under discussion in this area are not necessarily adjacent to one another. Dr. Krone called attention to Paragraph 6 of their letter. Dr. Krone continued stating that their suggestion of separating the two parcels that sre undeveloped would deter criminal activity in that area to a great degree. Dr. Krone requested that the submittal be retyped on Committee letterhead. MOTION: That the Uptown CAC endorse the letter of concept, with the addition of the suggestion listed in Paragraph 2 above, concerning the area of "D" Street between Eighth and Tenth Streets, authored by Dr. and Mrs. Robert Krone and Mrs. Maria McNulty to be submitted to Steven H. Dukett, Executive Director of the Redevelopment Agency. Moved by: Larry W. Ammons The motion was carried unanimously. Seconded by: Alan Vivian '- -4- /"--, \"'._" '-' '''' General Plan Amendment Process Mr. Wagoner reported that used car dealers and auto related services are going to be allowed in areas zoned Commercial General. Mr. Wagoner commended Committee member Scott Scheibe for his hard work and persistence in pursuing this issue. Mr. Wagoner reported that the Mayor and Common Council will begin discuasion on the General Plan sometime late in April. Formal adoption of the new General Plan is scheduled to be no later than May 31, 1989. Mr. Wagoner encouraged Committee members to contact the Planning Department for exact dates and times of the hearings if there is a particular issue that is of interest to one of them. The proposed zoning map will be on display in the Planning Department (Third Floor - City Hall) very soon. Mr. Wagoner concluded his comments stating that the General Plan has still not been formally appoved. If there is an area(s) which needs further research, now is the time to present your comments. Proposed Sub Area -B" Developments '---- The concept letter authored by Harry Holmes concerning a proposed produce market use in Sub Area "B" is being prepared on Uptown CAC letterhead for submittal to Steven H. Dukett, Executive Director of the Redevelopment Agency. Aerial Map of the Uptown Project Area Mr. Wagoner reported that the aerial map for the Uptown Project Area will be available for the Committee to review at the April meeting. Proposed Auto Repair Facility - NIW Corner of Highland Avenue and "D" Street Committee members reviewed the memorandum included in the agenda package to the Planning Department regarding the above-titled development. Mr. Wagoner reported that no further information is available on the project at the present time. Baseline Traffic System Mr. Willson expressed concern about the design of the new signal standards planned for the Baseline traffic system. -5- ,-' r '-' --. J '- '!'- Graffiti Program Mr. Willson asked if the new Graffiti Program, mentioned in a previous meeting by Greg Garcia, has been discussed by the City Council yet. Mr. Wagoner stated that he would research that issue for the Committee. Ilesigna tion of Carl Oldenkamp Mr. Oldenkamp stated that he has recently purchased a home in Escondido, California, and will be moving his permanent residence there. Mr. Oldenkamp stated that he will still be operating his business here in San Bernardino but only on a very part-time basis. Mr. Oldenkamp stated that he would keep in touch with Committee member Harry Holmes and would be happy to extend the efforts of the Committee to the business area as he is able. Committee members expressed their appreciation to Mr. Oldenkamp for his valuable service to the Committee and the City of San Bernardino. Mr. Oldenkamp stated that a resignation letter from him would be forthcoming. Other Business ',-- Mr. Wagoner reported that the Southern Pacific Railroad, which has recently merged with a Denver-based railroad company, is selling their 34 acres between Mill and Rialto. Dr. Krone requested that he be supplied with a copy of the City's current ordinance relating to noise levels. There being no further business, the meeting of March 16, 1989 was adjourned.
