The reclassification is not to take place until after July 1. (Attch. 1) 2. Doug Chandler, Personnel Analyst ~O Job Audit - Methods and Standards Expeditor II March 24, 1989 SUBJECT: DATE: COPIES: ------------------------------------------------------------- A job audit of the Methods and Standards Expeditor II posi- tion was conducted at the request of the Director of Public Services to determine the compatability of the position to other inspector classifications. BACKGROUND The position of Methods and Standards Expeditor II was originally established in 1983 as Methods and Standards Technician. The position has never been on the same level as the Construction Inspector or Code Compliance Officer. During the city-wide classification study in 1986-87, the auditing firm did not recommend any changes for the classification other than a title change. This decision was based on the questionnaires prepared by the incumbents. However, as a result of the follow-on salary study in 1987, the salary range was changed from R1090 to R1092. FINDINGS Since it was last evaluated during the city-wide classifi- cation study in 1986-87, the duties of the Methods and The Standards Expeditor II position no longer consists primarily of surveying jObs and people to establish standards. Instead the position has evolved into more of an inspector, planner and scheduler. Approximately 75\ of the incumbent's time is spent inspecting the work of in-house crews and outside con- tractors on an on-going basis. The remainder of his time is spent approving plans of outside contractors, issuing contractors permits for street cuts, meeting with contractors and utility companies to mark underground utilities at con- struction sites, analyzing job costs and performance costs and preparing bids and specifications for outside contract w9rk, surveying stre~ts prior to construction and ensuring proper traffic control at construction sites when needed, and (Continued) - . - , rNTEROFFICE MEMORANDUM: ("'1903-301 :j ~~ Job Audit - Methods and~andard. The ex- panded scope of dutieG has increased the level of responsibi- lity, level of expe.tise and the degree of independence of the position, causing it to be more in line with other City inspector classifications. RECOMMENDATION 1. Reclassify the position of Methods and Standards Expeditor, II to Construction Inspector, at salary range RII08 ($2222-1 2710/mo.). The salary recommendation is based on internal comparisons. The position is now similar internally to the Landscape Inspector and the Construction Inspector. 2. A meeting was held with Chief Burnett, Doug Chandler and .yself, to discuss the proposal submitted by the police department for restructuring the classes of Police Assistant and Dispatcher and the results of the study conducted on the proposal and submitted by Doug. After considerable discussion and the presentation of additional background material by the Chief, we agreed to recommend the following changes. 1. Establish the new classification of Senior Dispatcher, at RI093 ($1847-2251/mo.). The purpose of establishing this new class is to relieve the Dispatcher Supervisor of the training function, thus enabling him/her to concentrate on other supervisory responsibilities during the course of their shift. Four Dispatcher II positions would be reclassified to Senior Dispatcher at an additional cost of $5648 per year. 2. Accept the proposal for Police Assistant as submitted by the department for re-classifying the classification of Police Assistant to a three-tier concept. Under this idea, there would be 3 classes of Police Assistant: I,ll and III. To achieve this, 10 Complaint Desk Coordinators and 25 Police Assistants would be reclassified to Police Assistant I, R1083 ($1632-1989/mo.), a 7.7\ increase, and 1 Community Service Representative and 10 Police Assistants would be reclassified to Police Assistant II, R1089 ($1759-2142/mo.), a 2.5\ and 7.7\ increase respectively. A Police Assistant III position would be established at R2116 ($2003-2693/mo.) for future use but not funded. The projected additional cost for this part of the proposal is $39,794 per year. I concur with the basic concept of the proposal. It has ex- cellent merit in that it will provide upward mobility to otherwise "dead end" classes and will raise the level of morale of those employees involved. In view of the City's current budget restraints, we must look for every possible avenue in which to save money. The Chief estimates an overall cost to implement this program of $42,754. This placement would change the TITLE ONLY of the 10 Com- plaint Desk Coordinators to Police Assistant I and the 9 Police Assistants and 1 Community Service Representative to Police Assistant III. The only cost involved in my recommen- dation would be in changing the Community Service Represen- tative, RI087 ($2089/mo.) to Police Assistant III, R109I ($2I95/mo.) for an additional cost of $1,479 which includes fringe benefits. Although the Chief does not see the neces- sity for a Police Assistant III position at this time, place- ment of the Community Service Representative at the Police Assistant III level is recommended because of the specialized service provided, projects, recruitment programs developed and liaison provided between the Police Department and the community, targeted community groups and individual appli- cants seeking entry into law enforcement. The position could also function as a leadperson in the Personnel and Training Section. Placement in the middle-management unit is not re- commended. I concur with the establishment of the proposed new class of Senior Dispatcher. It will provide more flexibility to the classification by relieving the the Dispatch Supervisor of the training function, thus enabling he/she to concentrate on other pressing matters during the course of their shift. The placement at Rl09l is not recommended however, because it would not establish the "rule of thumb" of approx!.ately a 5' separation between position in a aultiple position classifi- cation. Therefore, it i. recommended the position be placed at Rl093 to achieve the "rule of thumb" theory. Doug Chandler, Personnel Analyst~~ SUBJECT: Job Audit - Administrative Operations Supervisor I (Library Administrative Office) DATE: April 18, 1989 COPIES: ------------------------------------------------------------- BACKGROUND The City Librarian submitted a request to the Library Board of Trustees to reclassify the position of Administrative Operations Supervisor I in the Library Administrative Office to the same level it was in 1984. During the internal reorga- nization of the Library by the previous city Librarian, it was determined that the Administrative Assistant position could be better utilized in another division of the Library and the position was reclassified to Clerical Operations Supervisor. The titles were changed to the current titles during the 1986 Classification Study. The current City Li- brarian now feels the position has changed it its scope of duties, independence and level of responsibility and there- fore requests the reclassification. The Library Board of Trustees approved the reclassification at their regular meeting on January 12,1989. FINDINGS A job audit has been performed on the position of Administra- tive Operations Supervisor I in the Library Administrative Office. The audit reveals the duties and level of responsi- bility of the position have increased significantly since the internal reorganization in 1984 and the 1986 City-wide clas- sification study. Other City departments with the same clas- sification,(Parks, Recreation and Community Services, Public Services and City Attorney), were reviewed and a comparison _de. Based on the comparison, it is determined the position Ln the Library Administrative Office is co.parable to the Administrative Operations Supervisor xx positions in these departments. The incumbent in the position, as in the other departments assists in the preparation of the department budget; attemds the budget planning sessions; prepares statistical analysis reports; verifies and posts revenue; attends Board/Commission meetings; acts independently in the (COntinued) INTEROFFICE MEMORANDUM: Q904-301 \. The duties and level of responsibility associated with the position are more ac- curately reflected in the higher classification. RECOMMENDATION It is recommended the position of Administrative Operations Supervisor I, R2114 ($1953-2627/mo.) in the Library Adminis- trative Office be reclassified to Administrative Operations Supervisor II, R4125 ($2496-3043/mo.). This recommendation also conforms with the Library Board of Trustees proposal for the reclassifying of the position to reflect its added duties and increased responsibilities. l y ~..-. ~f
