Recommended motion:
That Captain Dan Robbins and two or three selected members
of the community be authorized to attend a one-day workshop
in Nashville, Tennessee at the Vanderbilt University to
provide pertinent information in the pursuit of a two-year
development grant for $200,000 and a five-year implementation
grant for $3,000,000 associated with a program to be developed
to address the demand slide of the drug problem in the
City of San Bernardino.

STAFF REPORT
In April of 1989, we learned of the availability of grant funds available
through The Robert Wood Johnson Foundation to address the demand side of
the drug problem. This information came to us through a newsletter, and we
responded to the Vanderbilt Clinic immediately expressing our intent to
apply for the grants available.
A community is eligible to compete for the funds if it has a population of
100,000 to 250,000. Communities wishing to receive funding must draw up a
I>roposal for a drug grant reduction program, then create a citizens task
force to review the proposal, assurin~ that it meets individual community
needs. According to Foundation offlcials, proposals should have as a
component a dedicated involvement of law enforcement, schools, businesses,.
health authorities, local government agencies, and community leaders.
Communities can pursue a one-year development grant for $100,000 or a
two-year development grant for $100,000 each year. Subsequent to review of
the development grant, The Robert Wood Johnson Foundation will award up to
$3,000,000 for a five-year implementation program to those applicants whose
development program looks the most promising for implementation.
In our pursuit of these grant funds, it would be most beneficial if we
attend the one-day workshop offered by Vanderbilt University on May 25,
1989, to be best informed as to their process, procedures, and
expectations. Captain Dan Robbins of the San Bernardino Police Department
and two or three persons selected from the community will be attending.
Asset forfeiture funds will be expended to finance this attendance.
