.CITC OF SAN BERNARDI C) - REQUOT FOR COUNCIL AC JON
APPROVAL OF RESOLUTION AUTHORIZING THE STAFF REPORT
EXECUTION BY THE MAYOR ON BEHALF OF THE
CITY OF SAN BERNARDINO OF AN INTER-AGENCY
FUNDING AGREEMENT FOR DEVELOPMENT OF A
SANTA ANA RIVER CORRIDOR MASTER PLAN.
The City of San Bernardino is a member of an informal organization called the Santa
Ana River Coordinating Council (SARCC) seeking to prepare a master plan for a
tra i1 s system from the San Bernardi no Mountains to the Pacifi c Ocean ("Crest
to Coast Trail").
At the March 20, 1989 Council meeting, the Mayor and Common Council voted to
express support for the Santa Ana River Coordinating Council's Santa Ana River
Corridor Master Plan for a Trail System and directed the City Attorney to prepare
an agreement for participation to be included in the 1989-90 Budget for funding.
The parties to the agreement would include cities in San Bernardino County, the
counties of San Bernardino, Riverside and Orange, as well as other cities in
Riverside and Orange Counties. Additionally, the National Park Service, the U.S.
Forest Service and the California Department of Parks and Recreation plan to
participate with the SARCC in this planning effort. The San Bernardino County
Regional Parks Department will act as the lead agency for the SARCC and will
administer the contract for the master plan.
The City of San Bernardino's share of this planning effort would be up to $6,000
for the 1989-90 Budget to be designated out of the City's Park Development Fee
Fund Account No.243-000-30405. With a wide participation on a regional basis
from additional cities and private/nonprofit groups, the cost to the City of San
Bernardino could be less than the $6,000 noted. .
Urgency Justification: The San Bernardino County Regional Parks Department has
set June 1, 1989 as the deadline by which cities are to submit their approved
agreements of participation.
