Box 213 San Bernardino, CA 92403 RE: Proposed improvements to 1-215 between 1-10 and Route 30 Dear Mr. Steele: Recently a Public Notice appeared in the Sun Telegram indicating that CALTRANS is proposing to improve Route 215 between the Rte. 10/215 Interchange and the new Rte. 30/215 Interchange in the City of San Bernardino. The Planning Department and Public Works/Engineering Department have the ~ following comments in response to the Public Notice: 1. We request that we be notified of any hearings regarding this matter. Additionally, we request that any studies and plans on this project be forwarded for our review and comment prior to. 2. Right-of-way for the proposed improvements should include adequate area to provide landscaping between the proposed improvements and private property. The freeway right-of-way should be fully landscaped as part of this project. We believe this is necessary to provide a buffer for the adjacent land uses and to provide visually aesthetic freeways within our City. Areas no longer needed for freeway should be graded and hydroseeded prior to sale or relinquishment. 3. Sound attenation walls should be constructed between the proposed improvements and private property (behind the requested landscaped buffers) where the freeway abuts residentially zoned or developed property. 4. Ramps should interchanges Street. Any new or existing signals should be interconnected with the City's signal system. 7. An allover traffic impact analysis should be provided to evaluate the impacts of altered traffic flow on local streets and traffic impacts during construction. The city Traffic Engineer should be afforded an opportunity to review the traffic impact analysis prior to approval by Caltrans. Mitigation measures noted should be included as part of the project. The city appreciates the opportunity to comment this project. W."'..\'. -.,~ w"....... 1ft . - , CAL TRANS (CalifomiaJ>epartment of Transportation) is proposing to improve Rotite 215 between the Rte. 10/215 Interchange and the new Rte. 30/2115 Interchange in the City of San Bernardino. Consideration is being given to additional lanes a~ elimination ofleft-hand ramps. An ini'onnational public meeting will be held to give you an opportuhity to talk about preliminary aspects of the project with CALTRANS staff. The planning and environmental p~ will be discussed. Mape and'other project information are available for review at the CALTRANS District office, 247 West Third Street, San Bernardino, on weekdays, beginning April 3, 1989, from 7:30 am to 4:15 pm. Come in and take a look, ask questions and express your concerns. If you can't attend the meeting, you can send your written comments until M4b 11. 1989 to CAL TRANS, P.O. Box 213. I ur_ ~ . ~ 2 ~ ~ SAN BERNARDINO ~ ROCI1"EI11 - $- IERMWAY WA_ c Route 215 through San Bernardino was constructed (1960 to 1964) as a six lane freeway between Route 10 (San Bernardino Freeway) and the Route 215/30 (Crosstown Freeway ) Interchange. A portion of this route was built adjacent to the Santa Fe Railroad tracks which resulted in ramps exiting and entering from the left side of the freeway and the construction of bridges across the main railroad tracks. A study was conducted in 1972 to address operational improvements for this route through the City of San Bernardino. The study dealt with the construction of additional lanes and the alteration of existing interchange configurations. Major recommendations at that time involved removal of left-hand ramps and replacement with more conventional interchanges. Between 1972 and 1975 reduced revenues, cutbacks in federal funding and the adoption of the alignment for the Interstate Route 15 Freeway caused the study to be delayed. Currently there is a proposal to conduct an operational improvement study of the project area. An alternative analysis and Environmental Impact Study will be prepared for Caltrans by a consulting firm. The most qualified firms will be interviewed by a consultant selection committee, the committee will select and negotiate with the top ranked firm. A contract is expected by September 1989. The environmental process is expected to be completed by August 1991, at which time the detailed design of projects can begin. c Limited highway revenues will probably require the phasing of the proposed improvements into several projects.
