Synopsis of Previous Council action:
February 4, 1986: Mayor and Council adopted Ordinance MC~497
permitting an increase in the flag drop rate to $1.90 for the
first 1/10 mile and the per mile rate to $.20 for each addi-
tional 1/5 mile with waiting time of $9.00 per hour and $,25
c~arge for handling baggage and groceries.
Recommended motion:
That the first reading of the ordinance be waived and said
ordinance be laid over for final passage.

STAFF REPORT
Under Municipal Code Section 5.76.200 the rate is $1.90 for the
first 1/10 mile, or flag drop, '$.20 for each additional 1/5 mile or
fraction thereof (or $1.00 per mile), and $9.00 per hour waiting
time.
At the Bureau of Franchises meeting held on March 14, 1989,
Mr. Ted Parlas, Manager of Yellow Cab Company requested an increase
in the per mile rate to $.28 for each additional 1/5 mile (or $1.40
per mile) with a $.25 per minute traffic delay charge and $15.00
per hour waiting time charge. Mr. Parlas also requested a provision
to increase the per mile rate from $1.40 to $1.60 in the future at
his discretion without further Bureau of Franchises approval.
Mr. Parlas indicated that the requested rate increase was due to
required workers compensation insurance that raised his insurance
obligation by $65.00 per week per cab for 34 vehicles. Mr. Jack Porter
the insurance agent for Mr. Parlas, was present and confirmed the
insurance increase incurred by the Yellow Cab Company.
After hearing testimony from Mr. Parlas and Mr. Porter the members
of the Bureau of Franchises reviewed documents submitted by Mr.Parlas
including the survey of taxi rates for the surrounding area. The Bureau
did not approve the proposed provision to increase the per mile rate
from $1.40 to $1.60 in the future at the discretion of Yellow Cab
Company without further Bureau of Franchises approval.
A motion by Mr. Vines and seconded by Mr. Howard that a taxicab
rate increase be recommended to the Mayor and Common Council to include
a flag drop rate of $1.90 for the first 1/10 mile and $.28 for each
additional 1/5 mile or $1.40 per mile with $.25 per minute traffic
delay charge and $15.00 per hour waiting time charge, carried
unanimously.
The new taxicab rates would increase the per mile charge from
$1.00 to $1.40, add a new charge of $.25 per minute for a traffic delay
and increase the waiting time charge from $9.00 to $15.00 per hour.
The Bureau of Franchises recommends that this ordinance be adopted
as an urgency measure to take effect and become operative upon its .
adoption and approval due to the additional financial burden placed
upon Yellow Cab Company.
An ordinance amending Section 5.76.200 of the Municipal Code to
increase the per mile rate from $1.00 to $1.40, to increase the traffic
delay charge from 0 to $.25 per minute, and to increase the waiting
time from $9.00 to $15.00 per hour, is attached.

5.76.200 OF THE SAN BERNARDINO MUNICIPAL CODE TO PROVIDE FOR
3 AN INCREASE IN RATES FOR TAXICAB SERVICE.
4 THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO
DO ORDAIN AS FOLLOWS:

6 SECTION 1. Section 5.76.200 of the San Bernardino Municioal
7 Code is amended to read:
8 "5.76.200 Rates - Minimum and maximum for taxicab service.
9 A. The rates or fares to be charged the oublic for taxicab
10 service shall be in accordance with and as prescribed by the
11 carrier's permit, the Bureau and the Mayor and Common Council,
12 and shall be not less than the minimum nor more than the maximunl
13 rates which are fixed in this section: provided, however, that
14 dial-a-ride taxicab rates are excepted from the provisions of
15 this section.

17 B. The minimum rate shall be forty-five cents for the one-
18 quarter mile, or flagdrop: ten cents for each additional two-
19 fifths mile or fraction thereof. The minimum waiti.ng time rate
20 shall be four dollars per hour. The minimum traffic delay charp,e
21 shall be fifteen cents per minute.
22 C. The maximum rate shall be one dollar ninety cents for
23 the first one-tenth mile, or flagdrop; twenty eight cents for each
24 additional one-fifth mile or fraction thereof. The maximum
25 waiting time rate shall be fifteen dollars per hour. The maximum
26 traffic delay charge shall be twenty five cents per minute.

REF: Increased Taxi Rates
To the Honorable Bureau of Franchises of the City of San Bernardino.
Yellow Cab Co. of San Bernardino County Inc., does hereby petition
this honorable board for a rate increase for taxi service.
We respectfully request that the City Ordinance 1987, Section fourteen
Subsection C be changed to read as follows.
The maximum rate shall be $1.90 for the first 1/10 mile (flag drop):
and 20t for each additional 1/8 mile or fraction thereof, ($1.60)
per mile.
The maximum traffic delay rate shall be, 25t per minute and th~ ~ax-
imum of $15.00 per hour waiting time.
It is our intent to ask for a maximum increase of $1.90 (flag drop)
and up to $ 1.60 per mile. So we would have the flexability to in-
crease our rates in the near future without Bureau approval.
We intend to make the first increase at $1.90(flag drop) and $1.40
per mile 25t per minute traffic delay and $ 15.00 per hour waiting
time.
This increase in rates is requested because, of the current increases
in insurance premiums of approximately $ 114,648.00 per year and
ever increasing cost on the operatoins of our business.
Attached is a letter from State Compensation Insurance Fund. We have
not had this expense in the past. It amounts to $ 3,372.00 per taxi,
per year.
Also, attached is a current survey of the surrounding ~rea taxi rates.

State Compensation Insurance Fund's Underwriting Department has
determined that the drivers for Airline Taxi should be
considered employee's for Workers' Compensation purposes. This
means ~hat premium will be collected for them, based on a
$20,000 minimum payroll per taxicab, effective upon renewal,
January 31, 1989.
