STAFF REPORT
The Inland Empire Job Corps Center submitted a request to
connect their facility to the City's sewer system on October
9, 1987. The request was submitted to the Board of Water
Commissioners and it was unanimously voted to deny the
request on November 17, 1987.
A second request to connect to the city's sewer system was
submitted by the Job Corps Center on January 20, 1989. The
request was submitted to the Board on February 7, 1989 and
was tabled until their regularly scheduled meeting of March
21, 1989.
The Job Corps Center houses 235 people at the site and has
another 200 people working and going to school on the site.
They recently built a new gymnasium. In December, 1988 the
County of San Bernardino's building inspector refused to sign
off on the completed gym, preventing the Job Corps Center
from installing the electrical meter to the building. The
Job Corps Center states in their letter that the County
inspector would not sign off due to the existing waste water
seepage system being inadequate.
The Water Department had the Environmental Control Officer
visit the site in February to review the existing waste
disposal system. The facility discharges approximately 7000
gallons per day of domestic sewage. The current. septage
system and leach lines utilize several acres of the property
and is subject to failure. This volume. of discharge can
create water quality problems for the groundwater basin.
The property is not currently near any City sewer mains. The
closest line to the Job Corps Center is at California and
Darby Streets. However, the City has proposed the
installation of an interceptor sewer that will be closer to
the Job Center facility when it is constructed.
The Board of Water Commissioners, at their meeting held on
March 21, 1989, unanimously voted to approve the Inland
Empire Job Corps Center's request to connect their facilities
at 3173 Kerry Street to the City's sewer system based upon
the existing development contributing to water quality
problems. This approval is conditioned upon the Job Corps
Center paying all applicable sewer connection and inspection
fees; installation of sewer mains from their property to the
closest city facility at their cost and entering into a
standard form agreement for sewer connection and treatment.
Further, the Board authorized the Secretary to submit the
request to the Mayor and Common Council for approval.

RESOLUTION NO.
A RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE. CITY OF
SAN BERNARDINO, AUTHORIZING THE JOB CORPS CENTER TO CONNECT
THEIR PROPERTY LOCATED AT 3173 KERRY STREET, OUTSIDE THE INCOR-
PORATED TERRITORY OF THE CITY, TO THE CITY'S SEWER SYSTEM.
WHEREAS, the Inland Empire Job Corps Center owns property
outside the incorporated territory of the City, such premises
are utilized to provide vocational training and education to
young people who are unemployable; and
WHEREAS, the existing facilities are not connected to the
City's sewer system and the current sewage disposal system is
creating a water quality problem, due to the volume being dis-
charged and the inability to add additional leach fields; and
WHEREAS, the Board of Water Commissioners have reviewed the
request to connect to the City's sewer system and approved this
request.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL
OF THE CITY OF SAN BERNARDINO AS FOLLOWS:

hereby authorized to connect their facility to the City's Sewer

Dear Mr. Wessel,
Inland Empire Job Corps Center provides vocational training
and education to young people who are unemployable. We have been
highly successCul in training and placing into unsubsidized
employment more than 400 youth during 1988. Most oC these students
are Crom San Bernardino.
Our Cacility is in Muscoy, at the Cormer Fremont Jr. High
School. We are not hooked into the sewer line which runs approx-
imately 200 Ct. away Crom the Center. In October 1987 I requested
through the Mayor's OCCice that we be allowed to hook into the
sewer line. My.concern was that with 235 people living at the
center, 24 hours per day, seven days a week, and another 200
people working and going to school on the site, that we would
saturate the ground with waste water (.we currently have seepage.
pits and leach lines) to the point thal it would endanger the
health and saCety oC the local coaaunily. My request was denied
by the Water Board in November oC 1987.
Recently a new gymnasium was buill on our sileo .The gym has
basketball courts, recreation rooms, showers and toilets. . Even'
though we are a Federal Cacility (the property is owned by the
United States Department oC Labor) we paid the Cees and aq~ired
all the permits required by the County oC San Bernardino. Last
month, December 1988, our local county .inspector reCused to sign
ocr on the completed gym preventing us Cram installing the elect-
rical meter to supply electricity to the building. The reason is
that the existing waste water seepage system is inadequate! So,
now we have a beautiCul new gymnasium lhat our students would like
to use but we have no electricity and we can't use it!

Inland Empire Job..Corps Center requests your special consid-

the United States Federal Government and ve will gladly pay any
and all user fees for vaste water treatment.
