FIRST AMENDMENT TO AGREEMENT WITH THE
SAN BERNARDINO CONVENTION AND VISITOR'S BUREAU

and Visitor's Bureau (CVB).

On March 31, 1989, the Commission entered into a $15,000.00 Agreement for
Professional Services with the San Bernardino Convention and Visitor's Bureau
(CVB) to procure various tourist and visitor support services and marketing
activities. The CVB has successfully recruited the Rennaissance Pleasure
Faire, scheduled from May 13, 1989 to June 25, 1989, and it is expected that
approximately 200,000 people will attend the event. As a result of this
event, the CVB has requested an additional $10,000.00 in funding for fiscal
year 1988-89. The requested funding will be used for additional marketing and
media outreach to publicize the Pleasure Faire and lodging facilities
available to the attendees in San Bernardino. A copy of the First Amendment
to Agreement for Professional Services is attached.
The proposed amendment has been approved as to form and legal content by
Agency Counsel and signed by the CVB. The Redevelopment Committee reviewed
this item at its meeting on April 6, 1989 and recommended approval. It is,
therefore, requested that the Commission approve the First Amendment to
Agreement between the Commission and the San Bernardino Convention and
Visitor's Bureau as described above.

THIS FIRST AMENDMENT TO AGREEMENT, made and entered into

this
day of
1989, by and between the
6 Community Development Commission of The City of San Bernardino,
7 on behalf of the Redevelopment Agency of The City of San
8 Bernardino, a public agency, ("Agency"), and San Bernardino
9 Convention and Visitors Bureau (" Bureau" ) :
10 WITNESSETH:
11 WHEREAS, the parties hereto entered into that Certain
12 Agreement for Professional Services dated March 31, 1989, and
13 WHEREAS, since the date of that Agreement the Renaissance

14 Pleasure Faire has decided to relocate to the San Bernardino

area, and
17 singular opportunity for the creation of jobs and business
WHEREAS, the relocation of such an attraction provides a
18 opportunites for the San Bernardino area, and
19 WHEREAS, the Agency finds that it is in its best interests
20 to increase the funds provided to Bureau for such purposes,
21 NOW THEREFORE, the parties hereto agree as follows:

For performance of such services, Agency will pay

and compete compensation for Bureau's services

under this Agreement.
On or about the first day
of each Calendar quarter, Bureau shall submit to

Agency an invoice for Bureau's prospective

expenses during said calendar quarter.
Said

invoice shall give the total of said expenses and
7
shall also itemize the same in detail conforming
8
to the program budget described in attachment "II"
attached hereto and incorporated herein. Any
money received by Bureau hereunder and not
expended for expenses incurred pursuant hereto and
during the term of this Agreement shall be
promptly returned to the Agency upon the
expiration of the term of this Agreement.
Invoices shall be approved by agency's Executive
Director or his or her designee."
2. Attachment I of said Agreement For Professional
18 Services is amended as shown on Exhibit "A" attached hereto and

Attachment II of said Agreement for Professional
21 Services is amended as shown on Exhibit "B" attached hereto and

Except as amended herein, said Agreement shall remain
24 in full force and effect.

CONVENTION AND VISITORS BUREAU (CVB)
HORK PROGRAM
The Convention and Visitors Bureau (CVB) will be responsible for
attracting conventions, conferences, and business meetings to San
Bernardino by soliciting professional associations and fraternal
organizations seeking pleasant and convenient sites for statewide and
regional functions; co-ordinating facilities, housing, restaurants,
and services to meet each organization's needs, and bring these
visitors back to San Bernardino for future meetings; and providing
modest tourism promotions and heavily soliciting statewide and
regional conventions to generate days and dollars spent in San
Bernardino.
The CVB will provide convention lead referrals, visitor packets and
badges, maps and guides to attractions in San Bernardino and
surrounding areas, registration assistance (personnel/volunteers,
typewriters), and a booking and housing bureau.

During the term of this contract, the CVB agrees to perform the
fo 11 owi ng:
· Formulate the first year budget and marketing plan.
· Confirm two future bookings for major conventions and special
events with 1,500 to 3,000 persons attending.
· Confirm one conference with 100-500 persons attending.
· Book 1000 hotel nights.
· Conduct specific marketing and media outreach to publicize the
tourist and lodging facilities available in San Bernardino to
accomodate-theanticlpated needs of those 200,000 people attending
the Renassaise.'Pleasure Faire.
