Recommended motion:
1. Tha t the.. es t ima ted revenue of $6,000, in Accoun t No.
242-000-41803, be approved.
2.
That the budget appropriation of $6,000, for modification of
the curbed .island in Redlands Blvd., west of Waterman Avenue,
be approved, and the Department of Public Services be
authorized to do the work.

STAFF REPORT
The curbed island in Redlands Blvd. was constructed with an opening, west
of Waterman Avenue. The opening was provided in order to allow vehicles
to make U-turns, but also allowed left turns to adjoining parcels on the
north and south sides.
A fast food restaurant was recently developed on the north side of Redlands
Blvd. One of the conditions of approval was that the opening be modified to
allow eastbound vehicles to make a left turn into the development, but to
preclude vehicles exiting the site to make a left turn and proceed to the
east. This modification also precluded westbound vehicles from making a left
turn into the driveway approach on the south side .of Redlands Blvd.
Letters were sent to all owners of properties on the south side of Redlands
Blvd. These letters notified the owners of the proposed modification and
advfsed them that the matter would be considered by the Traffic Safety
Advisory Committee. No protests were received, so the matter was approved by
the Committee and the developer allowed to proceed with the modification.
After the modification was completed, strong protests were received from two
property owners. Anwar Wagdy met with Neal Baker and Rich Nealon the site,
to review possible ways to alleviate their concerns. It was decided that
another opening, to the wes t of the one modified by the developer, be
improved to provide a left turn lane for westbound vehicles. This proposal
was satisfactory to the property owners, since this opening lines up with a
driveway approach that will become a major entrance to their businesses.
Attached is a sketch showing the proposed improvements to the opening. The
. estimated cost is $6,000.00. Due to the size of this project, we recommend
that it be done by City forces.
We recommend that the budget appropriation be approved, and the Department of
Public Services authorized to peform the work.
